This is a visioning problem that AF Intelligence has the power to correct. Air Force Intelligence appears to have several pressing issues to include the inability to fill active duty intelligence officer colonel billets, having few career intelligence general officers, and the lack of new and legacy ISR platforms and systems. Emphasizing ISR at the school houses should be a top strategic priority. Otherwise, the Air Force cannot expect future leaders to understand its application at the operational and strategic levels or to have an understanding of the importance of ISR when decisions are being made for the allocation of scarce recourses.

When current tools are modified to provide this information, planners will be able to link collection targets to top-level objectives for better decision making and optimization of low-density, high-demand collection assets. Similarly, on the Air Operations Center (AOC) floor, intelligence officers will be better able to deal with time-sensitive, emerging targets by rapidly comparing the value of collecting an ad hoc collection with the value of collecting opportunities already planned. To handle the ISR demands posed by the rapidly changing battlefield of the future, this new, more-capable framework may be needed for making the best use of intelligence capabilities against emerging collection opportunities. Future research will focus on quantifying the advantages of this approach in comparison with the current process.

The report focuses on traditional target sets against adversaries whose behavior is well understood.

This difference in authorities and objectives creates an inherent difference in knowledge and skills needed to not only successfully accomplish the CI mission as an intelligence specialist in OSI, but also the workforce development needs of OSI's intelligence specialist cadre. The AF ISR/CEO 0132 Talent Management Framework (TMF), designed as a guide to develop civilian leaders and technical experts in the intelligence career field, divides intelligence between five operational domains: air, space, cyber, nuclear, and human terrain. The 0132 TMF includes CI within the human terrain operational domain, but this paper argues CI is an overarching discipline that enhances and protects all operational domains. By not recognizing CI as its own discipline outside of the five operational domains, the AF ISR/CEO Enterprise does not allow for broader acceptance of the training and professional development needs of OSI's intelligence specialists and creates a misunderstanding of CI's role and benefit to DAF operations. To recognize the unique contributions of CI and the professional development of the intelligence specialists who provide CI analysis and support to OSI, the AF ISR/CEO TMF should: separate CI and OSI from the purely human terrain operational domain; recognize CI as an overarching discipline that enhances and protects all other domains; create a CI mission manager position on the A2/6 staff; and, along with OSI, formally establish a CI education and training program, notional leadership pathways, and experiential opportunities for OSI's intelligence specialists as a guide for OSI to follow as it matures its own workforce development program specifically for its 0132 cadre."--Abstract.

Book excerpt: "DoD and Air Force leaders have identified Artificial Intelligence (AI) as a gamechanging technology that will help the Air Force Intelligence, Surveillance, and Reconnaissance (ISR) enterprise overcome perennial challenges with speed and scale of intelligence analysis required for great power conflict. The Sensing Grid concept (recently renamed Sensor Integration) was introduced as a future framework to integrate AI and Cognitive Modeling tools for Air Force ISR, but there is little discussion about adversary threats and ethical considerations that should inform the design and functionality of the system. In order to prepare the human and organizational terrain within the Air Force to integrate a highly automated, AI-enabled intelligence analysis system, enterprise leaders must advocate for a human-centric design that takes lessons learned from historical human-machine teaming successes and failures. Leaders must also take a proactive approach to training the Air Force ISR workforce to team effectively with revolutionary but imperfect AI technology."--Abstract.

Book excerpt: This documented briefing describes research in the Project AIR FORCE Reconnaissance, Surveillance, and Targeting project; it includes work relating to intelligence, surveillance, and reconnaissance (ISR) mission analysis, technology assessment, and methodology/model development. The briefing also describes RAND's Reconnaissance and Surveillance Allocation Model (RSAM) that has been developed as part of the project. The model will be used in conjunction with a weapon allocation model to determine reconnaissance and surveillance requirements for attacking ground targets through an entire campaign. By varying the campaign plan and the ISR option packages in RSAM, tradeoff studies can determine the best types and required numbers of sensors and platforms. The project is conducted within the Force Modernization and Employment Program of Project AIR FORCE. It is sponsored by the Directorate of Operational Requirements.
