Book excerpt: Professor Goldman has contributed articles and books in divers fields of political science. This is a partial collection of his principal published and unpublished journal articles as well as brief references to his principal books. Volume I focuses on the emergence of transnational political parties. His researches have led Goldman to conclude that transnational parties are the precursors of a world party system and that a world party system will become the institutional alternative to international warfare. In the near-term prospects of transnational party development, he traces the methods and consequences of international collaborations among national parties and the implications of transnational party developments for the Democratic and Republican parties of the United States. Many of his forecasts came to fruition two or three decades after they were made, hence, the title of this collection: The Future Catches Up.

Available in PDF, EPUB and Kindle. Book excerpt: The unknown history of economic conservatism in India after independence Neoliberalism is routinely characterized as an antidemocratic, expert-driven project aimed at insulating markets from politics, devised in the North Atlantic and projected on the rest of the world. Revising this understanding, Toward a Free Economy shows how economic conservatism emerged and was disseminated in a postcolonial society consistent with the logic of democracy. Twelve years after the British left India, a Swatantra (“Freedom”) Party came to life. It encouraged Indians to break with the Indian National Congress Party, which spearheaded the anticolonial nationalist movement and now dominated Indian democracy. Rejecting Congress’s heavy-industrial developmental state and the accompanying rhetoric of socialism, Swatantra promised “free economy” through its project of opposition politics. As it circulated across various genres, “free economy” took on meanings that varied by region and language, caste and class, and won diverse advocates. These articulations, informed by but distinct from neoliberalism, came chiefly from communities in southern and western India as they embraced new forms of entrepreneurial activity. At their core, they connoted anticommunism, unfettered private economic activity, decentralized development, and the defense of private property. Opposition politics encompassed ideas and practice. Swatantra’s leaders imagined a conservative alternative to a progressive dominant party in a two-party system. They communicated ideas and mobilized people around such issues as inflation, taxation, and property. And they made creative use of India’s institutions to bring checks and balances to the political system. Democracy’s persistence in India is uncommon among postcolonial societies. By excavating a perspective of how Indians made and understood their own democracy and economy, Aditya Balasubramanian broadens our picture of neoliberalism, democracy, and the postcolonial world.

Available in PDF, EPUB and Kindle. Book excerpt: What this all adds up to is the re-establishment of ‘freedom.’ Freedom to be ourselves; to have the right to our feelings; to have the right to our own thoughts; to have the right to free speech whatever it is that we have to say and to say it whenever and wherever we find ourselves. To have the right to see the truth in all things as we are able to perceive it. To deliberately recognize the reality that surrounds us as we engage in the continual struggle for genuineness. ‘Keeping it real’ is good for all people; without this faculty fantasy and prevarication takes over. Our culture is our social environment. We need to have the power and the will to protect it. It is the womb of our civilization. Our innately personal ideals as well as our interpersonal social norms, mores, and colloquialisations – our national integrity is being cancelled out by the corrupt regime in Congress and the Federal courts. We all have the right to live within the society and culture we were born into at the very least; the right to our own individuality, to our own opinions and to express our love of who and what we are. Unfortunately, the current phase that the Federal government has lapsed into is one of denying all of these rights to the degree that the ‘Bill of Rights’ is superseded. Citizenship has become superfluous. It is time to get radical. It is past time for citizens to revolt. Otherwise this will soon become no different than any other oppressed country with the federal tyranny of the D. C. Treason Regime. HRM

Book excerpt: The Soldier Vote tells the story of how Americans in the armed forces gained the right to vote while away from home. The ability for deployed military personnel to cast a ballot was difficult and often vociferously resisted by politicians of both political parties. While progress has been made, significant challenges remain. Using newly obtained data about the military voter, The Soldier Vote challenges some widely held views about the nature of the military vote and how service personnel vote.

Available in PDF, EPUB and Kindle. Book excerpt: Shifting power balances in the world are shaking the foundations of the liberal international order and revealing new fault lines at the intersection of human rights and international security. Will these new global trends help or hinder the world's long struggle for human rights and democracy? The answer depends on the role of five rising democracies—India, Brazil, South Africa, Turkey, and Indonesia—as both examples and supporters of liberal ideas and practices. Ted Piccone analyzes the transitions of these five democracies as their stars rise on the international stage. While they offer important and mainly positive examples of the compatibility of political liberties, economic growth, and human development, their foreign policies swing between interest-based strategic autonomy and a principled concern for democratic progress and human rights. In a multipolar world, the fate of the liberal international order depends on how they reconcile these tendencies.

Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Book excerpt: This is the second volume in a two-volume series of books on democratic consolidation in Eastern Europe. The first volume focused on the issue of institutional engineering. This second volume analyses the external parameters of democratic consolidation in thirteen Eastern European countries: how different international actors and various economic, cultural and security types of transnational pressures have shaped democratic politics in the region. The aim is to contrast a set of democracy theories with empirical evidence accumulated in Eastern Europe over the last ten years. The volume tries to avoid complex debates about definitions, methods and the uses and misuses of comparative research. Instead it seeks to establish what has really happened in the region, and which of the existing theories are helpful in explaining these developments. The volume is divided into two parts. The first part presents a conceptual and comparative frame of analysis, the second consists of detailed studies of individual countries undergoing democratic consolidation. Case study chapters deal with the following countries: Estonia and Latvia, Hungary, Poland, the Czech Republic, Slovakia, Romania, Bulgaria and Macedonia, the states of former Yugoslavia, Belarus and Ukraine, and finally Russia. The concluding chapter identifies a set of variables responsible for the enormous impact of external factors on democratic consolidation in Eastern Europe. It conceptualises the interplay of internal and external factors impinging upon democracy, and shows the interplay of different positive and negative types of external pressures. It also evaluates the conscious Western effort to craft or engineer democracy in Eastern Europe.

Book excerpt: The implications of the personalization of politics are necessarily widespread and can be found across many different aspects of contemporary democracies. Personalization should influence the way campaigns are waged, how voters determine their preferences, how officials (e.g., MPs) and institutions (e.g., legislatures and governments) function, and the place and operations of political parties in democratic life. However, in an effort to quantify the precise degree of personalization over time and to uncover the various causes of personalization, the existing literature has paid little attention to many of the important questions regarding the consequences of personalization. While the chapters throughout this volume certainly document the extent of personalization, they also seek to address some fundamental questions about the nature of personalization, how it is manifested, and its consequences for political parties, governance, representation, and the state of democracy more generally. Indeed, one of the primary objectives of this volume is to speak to a very broad audience about the implications of personalization. Those interested in election campaigns, voting, gender, governance, legislative behaviour, and political parties will all find something of value in the contributions that follow.

Book excerpt: This book offers a new approach for the future of democracy by advocating to give citizens the power to deliberate and to decide how to govern themselves. Innovatively building on and integrating components of representative, deliberative and participatory theories of democracy with empirical findings, the book provides practices and procedures that support communities of all sizes to develop their own visions of democracy. It revitalizes and reinfuses the ‘democratic spirit’ going back to the roots of democracy as an endeavor by, with and for the people, and should inspire us in our search for the democracy we want to live in. This book is of key interest to scholars and students in democracy, democratic innovations, deliberation, civic education and governance and further for policy-makers, civil society groups and activists. It encourages us to reshape democracy based on citizens’ perspectives, aspirations and preferences.
