Book excerpt: Examines Nigeria's challenges with consolidating democracy and the crisis of governance arising from structural errors of the state and the fundamental contradictions of the society in Nigeria's Fourth Republic reflect a wider crisis of democracy globally. 'Today we are taking a decisive step on the path of democracy, ' the newly sworn-in President Olusegun Obasanjo told Nigerians on 27 May 1999. 'We will leave no stone unturned to ensure sustenance of democracy, because it is good for us, it is good for Africa, and it is good for the world.' Nigeria's Fourth Republic has survived longer than any of the previous three Republics, the most durable Republic in Nigeria's more than six decades of independence. At the same time, however, the country has witnessed sustained periods of violence, including violent clashes over the imposition of Sharia'h laws, insurgency in the Niger Delta, inter-ethnic clashes, and the Boko Haram insurgency. Despite these tensions of, and anxieties about, democratic viability and stability in Nigeria, has democratic rule come to stay in Africa's most populous country? Are the overall conditions of Nigerian politics, economy and socio-cultural dynamics now permanently amenable to uninterrupted democratic rule? Have all the social forces which, in the past, pressed Nigeria towards military intervention and autocratic rule resolved themselves in favour of unbroken representative government? If so, what are the factors and forces that produced this compromise and how can Nigeria's shallow democracy be sustained, deepened and strengthened? This book attempts to address these questions by exploring the various dimensions of Nigeria's Fourth Republic in a bid to understand the tensions and stresses of democratic rule in a deeply divided major African state. The contributors engage in comparative analysis of the political, economic, social challenges that Nigeria has faced in the more than two decades of the Fourth Republic and the ways in which these were resolved - or left unresolved - in a bid to ensure the survival of democratic rule. This key book that examines both the quality of Nigeria's democratic state and its international relations, and issues such as human rights and the peace infrastructure, will be invaluable in increasing our understanding of contemporary democratic experiences in the neo-liberal era in Africa.

Book excerpt: This book examines the structures and processes of political decision-making and governance in Nigeria. Since Nigeria returned to elected government in 1999, it has been observed that several factors account for the differences between the design of statutory structures and processes of political decision-making and how they operate in reality. In other words, there are wide gaps between statutes and practice of political decision-making. However, the nexus between the two remains largely understudied by political scientists. Instinctively, political scientists assume that informal influences in political decision-making are aberrations, episodic or temporary. This book is designed to interrogate the nexus between the formal and non-formal dimensions of the dynamics of political decision making in Nigeria and also provide evidence about the actual functioning of governmental structures in Nigeria. The thesis of the book is that the non-formal dimension of political decision making as evidenced in rising ethno-political patronages, religious sentiments, clientelism and factionalism, are interacting with formal decision-making structures in ways that largely undermine the latter and, by extension, the democratic system. The book pursues this thesis by examining the roles of actors and institutions including, electoral choices made by voters, legislations, which perhaps is the most fundamental form of political decision-making, policies made by the executive and administration, as well as decision making within political parties, since parties are sites for articulating and aggregating issues on which decisions are to be made.

Available in PDF, EPUB and Kindle. Book excerpt: Nigeria is a bellwether, in an enormous continent, endowed with natural resources and human capital, whose development and greatness have been marred by political instability since gaining home-rule from Britain in 1960. The contemporary political, economic, and social quandaries that have stultified Nigeria’s growth project flows from difficulties in cultivating patriotic leaders with pluck to enact efficacious policies that will catapult the country to greater heights developmentally. Nigeria in the Fourth Republic: Confronting the Contemporary Political, Economic, and Social Dilemmas, edited by E. Ike Udogu, examines some of the vital issues responsible for the current political malaise and recommends strategies for exculpating the country from her current political quagmires. The contributors to this book argue, inter alia, for the avoidance of false starts reminiscent of the military interventions that aborted the democracy project and advocates the enactment of effective policies to supersede decision dictated by politics. This volume proposes national healthcare strategies to address the country’s healthcare needs and for dialogue to extinguish combustible inter-religious conflicts. The book recommends ways to assuage police highway malfeasance and explains why human rights observance is critical to further national cohesion while creating space for the subalterns to have their voices heard in discourses on how to advance peaceful coexistence.

Book excerpt: At the start of Nigeria’s Fourth Republic on 29 May 1999, there was great optimism as to the emergence of a new democratic future representing a significant break from the political undulations of the past. Two decades and four presidential epochs later, there is a prevalent question as to how well Nigeria has fared in governance and human rights post-1999. This book revisits the democratic ‘new dawn’ of the Fourth Republic discussing pertinent matters integral to Nigeria’s democratic future post-2019.

A cardinal principle of democracy is periodic elections. Elections have various forms of propaganda at different levels, whether for unity, division, continuity, or another purpose. It is essential to research further into the developments in propaganda and political unrest so that global democracies may ensure credible elections and smooth governmental processes. Insights and Explorations in Democracy, Political Unrest, and Propaganda in Elections investigates how democratic governments can ensure credible elections in a peaceful atmosphere and an atmosphere of political unrest amidst various propagandas. The book assesses whether democratic peace is expected in all democracies despite the free occurrence of political unrest across many democratic societies in Europe, America, Asia, and Africa. Covering topics such as democratic accountability, political leadership, and youth marginalization, this premier reference source is an essential resource for government officials, public policy brokers, politicians, students and educators of higher education, researchers, and academicians.

Available in PDF, EPUB and Kindle. Book excerpt: This book reflects on Nigeria’s fourth republic, the country’s longest democratic period since it gained independence from Great Britain. It argues that although constitutional or political democracy has lasted for over two decades in Nigeria and seen three successful democratic changes of power, Nigeria’s democracy remains largely militarised. During Nigeria’s fourth republic, political and socio-economic affairs have been increasingly dominated by a pervasive military presence and ideology, which has seen a redistribution of resources and government funds away from social programmes into an increase in security budgets, weapons proliferation, and internal military interventions and occupations. This institutionalisation of violence has turned the country into a national security state where the rule of force and violence rather than dialogue and compassion reflect everyday reality. Whilst acknowledging the history of militarisation during colonial and military rule, this book makes a compelling argument for considering the distinct character of the Nigerian nation state’s path to militarisation over the last 20 years of experimentation with democracy. This book’s fresh insights into the fourth republic’s path to militarisation will be of interest to researchers of African politics, security and development.

Book excerpt: Nigeria's electoral politics has been marred by violence and irregularities in escalating proporions. The 2011 elections is adjudged free and credible, nevertheless, it was still characterized by violence that has become part of Nigeria's electoral culture with serious implications on the sustenance of Nigeria's democratic experience. The book examines the causes of electoral violence and identifies the high remuneration of political office holders, the culture of impunity in the Nigerian society, ethnicity, religion and the zoning debate as the current incentives for violence in Nigeria's fourth republic. It concludes that, there should be a reversal of the lopsided remuneration of political office holders, enactment of stringent laws to deter acts of election violence and Nigeria's electoral body, INEC should design frameworks for documenting verified cases of electoral violence and identifying perpetrators. The book will be a vital reference text for policy makers, individuals, government agencies, NGO's, international organizations, think tanks and the civil society community who are interested in the dynamics of election and violence in Niger

Book excerpt: This book addresses various issues that have arisen in the practice of democracy in Nigeria since 1999, focusing on the Obasanjo years (1999-2007). Nigeria's return to democratic rule has been marked by developments such as the implementation of reforms to address perceived economic problems and corruption. The introduction of democracy in the country has also witnessed many challenges, including the difficult relationship between some political chief executives and their deputies; intriguing intergovernmental relations; the rise and resurgence of sub-national groups that pose serious threat to the hegemony of the state; precarious inter-ethnic/inter-sectional relations; attempts to perpetuate the tenure of chief executives through constitutional amendments; and developments in electoral politics and conflicts. The book provides incisive analysis into these issues.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the significance of the 2015 elections in consolidating Nigeria’s democracy, in the context of the difficulty of routinizing democracy since the attainment of nationhood in 1960 and the return to civil rule in May 1999, in particular. It offers a complete analysis of Nigeria’s electoral process, outlining how the dynamics of limited changes in the constitutional, institutional, attitudinal and behavioural frameworks that underpin electoral competition played out in the elections. The authors further examine the conduct and outcome of the 2015 elections against the background of the pattern of electoralism that had been established since the return to democracy in 1999. In doing so, they draw attention to the dialectics of continuity and change that have been thrown up by the elections and how the lessons learned can be used to build a more enduring democratic system. The book will be of interest to students and academics of political science, development studies, democratisation and election studies, and African government and politics.
