Book excerpt: The twentieth century witnessed the emergence of three-dimensionality in war: surface forces flow became prey for attackers operating above and below the earth and its oceans. The aerial weapon, prophesied for centuries, became a reality, as did air power projection forces. This insightful book by Warren A. Trest traces the doctrinal underpinnings of the modern United States Air Force, the world's only global air force. We the men and women who serve in the Air Force, but also our fellow airmen in America's other military services are the heirs and beneficiaries of a long heritage of doctrinal development and military thought. Our predecessors pursued a vision of airborne global reach and power that often put them at odds with those who could not break free of the confines of conventional thought and lock-step traditionalism. Fortunately, they had the courage of their convictions and the faith in their vision to continue to pursue the goal of global air power despite such resistance. Today, America is a genuine aerospace power, and that pioneering vision dating to the days of the Wright brothers, has expanded to encompass operations in space and between the mediums of air and space. As we approach the new millennium, it is well to ponder the lessons and the history of how a small group of truly gifted airmen transformed their nation's military establishment, and, in so doing, the world around them.

Book excerpt: Though best known for his central part in the American war effort from 1939 to 1945, George C. Marshall’s critical role in the early Cold War was probably at least as important in shaping the policies and politics of the postwar western world—and in cementing his place as a pivotal figure in twentieth-century American history. This book places Marshall squarely at the center of the story of the American century by examining his tenure in key policymaking positions during this period, including army chief of staff, special presidential envoy to China, secretary of state, and secretary of defense, among others. George C. Marshall and the Early Cold War brings together a diverse and accomplished group of scholars—including military, diplomatic, and institutional historians—to explore how Marshall, Time magazine’s “Man of the Year” in both 1943 and 1947 and the 1953 Nobel Peace Prize winner, molded debates on all the major issues of his day, such as universal military training, China’s civil war, an independent air force, the National Security Act of 1947, nuclear weapons, European Recovery Program, North Atlantic Treaty, Korean War, and racial integration of the U.S. military. With a focus on Marshall’s public service at the intersection of American policy, politics, and society, the authors provide a comprehensive historical account of his central role in shaping America during a tumultuous yet formative period in the nation’s history. Their work fills a void in the scholarship of American military history and American history generally, providing context for the consideration of broader questions about American power and the place of the military within American society.

Available in PDF, EPUB and Kindle. Book excerpt: Right after World War II, the United States felt secure in its atomic monopoly. With the American "Pax Atomica" in place, the free world held an apparent strategic advantage over the Soviet bloc and saw itself as a bulwark against communist expansion. But America's atomic superiority in the early postwar years was more fiction than fact. From 1945 until 1950, the U.S. atomic arsenal was poorly coordinated, equipped and funded. The newly formed Atomic Energy Commission inherited from the Manhattan Engineer District a program suffering from poor organization, failing infrastructure and internal conflict. The military establishment and the Air Force's Strategic Air Command little knew what to do with this new weapon. The Air Force and the AEC failed to coordinate their efforts for a possible atomic air offensive and war plans were ill-conceived, reflecting unrealistic expectations of Air Force capabilities and possible political outcomes. This lack of preparedness serves as a case study in the tenuous nature of American civilian-military relationships. Book excerpt: Formerly a staff archivist for the National Archives and a senior intelligence analyst with the Central Intelligence Agency, Rudgers challenges the popular view that the Agency was principally the brainchild of former OSS chief William J. Donovan. Rather, he explains, the centralization of intelligence was part of a larger reorganization of the US government during the transition from World War II to the Cold War. He also documents how it swerved from its original purpose of guarding against sneak attacks to taking part in clandestine activity against the Soviet Union. Book excerpt: "[E]xamines the former Congressman Melvin Laird's efforts to reconstitute the Department of Defense during the last years of the Vietnam war... Laird acted to mitigate the adverse effects of the Vietnam War on the department and to prepare the nation's armed forces for the future. Foremost was the transition from a conscripted military to an all-volunteer force, a fundamental policy shift that ended an unpopular and inequitable draft system."--from jacket.
