Japanese have long described their nation as a “kingdom of bureaucrats", but until now, no historian has fully explained the historical origins of the mammoth Japanese executive state. In this ground-breaking study, translated into English for the first time, Yuichiro Shimizu traces the rise of the modern Japanese bureaucracy from the Meiji Restoration through the early 20th century. He reveals how the making of the bureaucracy was none other than the making of Japanese modernity itself. Through careful political analysis and vivid human narratives, he tells the dynamic story of how personal ambition, new educational institutions, and state bureaucratic structures interacted to make a modern political system premised on recruiting talent, not status or lineage. Bringing cutting-edge Japanese scholarship to a global audience, The Origins of the Modern Japanese Bureaucracy is not only a reconceptualization of modern Japanese political history but an account of how the ideal of “pursuing one's own calling” became the foundational principle of the modern nation-state.

Available in PDF, EPUB and Kindle. Book excerpt: Classically, studies of the Japanese government are both tantalizing and frustrating as scholars standing outside of the system draw conclusions from significant events like crises, disasters, and moments of reform. This has led to a sense of mystery as scholars have developed sophisticated competing theories about how the system actually operates often with resigned comments that there is a black curtain (kuromaku) drawn over the system. The primary challenge is gaining access to the actual process of policymaking on a daily basis given the seemingly impenetrable nature of the bureaucracy. This study is unusual as it cracks open the curtain to see the wheels and rotating gears along with those pulling the levers. Specifically, through the Maureen and Mike Mansfield Fellowship program, the only congressionally authorized opportunity allowing American officials to be placed directly inside a foreign government, the reader is given a firsthand account of these machinations. Through their eyes, readers will be introduced to Japan’s messy policymaking process in telecommunications regulation, pharmaceutical approvals, diplomatic relations, and much more. This approach also allows the author to refine existing theories of Japan’s bureaucratic elite and assess the weak system of control exercised over them by the National Personnel Authority (NPA). This understudied agency is the last vestige of MacArthur’s legacy as the Supreme Commander of the Allied Powers in Japan following World War II. Thus, this study ambitiously hopes to lend a realistic glimpse into the only developed, non-western, industrialized democratic state in the world. More boldly, this study intends to lend a greater appreciation of the complex tug-of-war between democracy and technocracy in other national contexts.

Available in PDF, EPUB and Kindle. Book excerpt: Trial by jury is not a fundamental part of the Japanese legal system, but there has been a recent important move towards this with the introduction in 2009 of the lay assessor system whereby lay people sit with judges in criminal trials. This book considers the debates in Japan which surround this development. It examines the political and socio-legal contexts, contrasting the view that the participation of ordinary citizens in criminal trials is an important manifestation of democracy, with the view that Japan as a society where authority is highly venerated is not natural territory for a system where lay people are likely to express views at odds with expert judges. It discusses Japan’s earlier experiments with jury trials in the late 19th Century, the period 1923-43, and up to 1970 in US-controlled Okinawa, compares developing views in Japan on this issue with views in other countries, where dissatisfaction with the jury system is often evident, and concludes by assessing how the new system in Japan is working out and how it is likely to develop.

Available in PDF, EPUB and Kindle. Book excerpt: Japan's grand strategy for securing itself has a long, even venerable history--from the Meiji politicians who recognized the connection between military advance and economic success, to the consequences that led to Japan's defeat in World War II, and on to the postwar compact with the United States. The author here explains how these ideological connections explain today's debates. He argues that Japan will eventually achieve a balance between national autonomy and national strength, a position that will allow it reduced dependence on the United States and less vulnerability to China. Over the last decade, a revisionist group of Japanese policy-makers has consolidated power, taking steps to position Japan's military to play a global security role.
