The programming structure allows easy expansion of the pasom model. Pasom can model the forest and agricultural sectors either independently or simultaneously. The mod eling system is designed to provide information about the effects of a wide range of potential policies on carbon sequestration, market prices, land allocation, and consumer and producer wefare under alternative supply and demand scenarios and producer eligibility-participation constraints. The modeling system is designed so that the sensitivities of these policies and their results can be evaluated given different assumptions about policy structure and finances. Book excerpt: The Forestry and Agriculture Sector Optimization Model with Greenhouse Gases (FASOMGHG) has historically relied on regional average costs of land conversion to simulate land use change across cropland, pasture, rangeland, and forestry. This assumption limits the accuracy of the land conversion estimates by not recognizing spatial heterogeneity in land quality and conversion costs. Using data from Nielsen et al. (2014), we obtained the afforestation cost per county, then estimated nonparametric regional marginal cost functions for land converting land to forestry. These afforestation costs were then incorporated into FASOMGHG. Three different assumptions for land moving into the forest sector were run; constant average conversion cost, static rising marginal costs and dynamic rising marginal cost, in order to assess the implications of alternative land conversion cost assumptions on key outcomes, such as projected forest area and cropland use, carbon sequestration, and forest product output.

Book excerpt: Countries globally are committing to achieve future greenhouse gas emissions reductions to address our changing climate, as outlined in the Paris Agreement from the United Nations Framework Convention on Climate Change (UNFCCC) Conference of the Parties. These commitments, called nationally determined contributions (NDCs), are based on projected anthropogenic greenhouse gas (GHG) emissions levels across all sectors of the economy, including land use, land use change, and forestry (LULUCF) activities. Projecting LULUCF emissions is uniquely challenging, and the uncertainty of future LULUCF emissions could require additional mitigation efforts in the land use sectors to reduce the risk of NDC noncompliance. The objectives of this paper are to provide critical information on what forest sector mitigation activities are currently underway in the United States on private lands, review recent literature estimates of the mitigation potential from these activities (and associated economic costs), identify gaps in the literature where additional analytical work is needed, and provide recommendations for targeted mitigation strategies should US emissions approach or exceed targeted post-2020 NDC levels.

Book excerpt: The U.S. Congress charged the National Academies with conducting a review of the Internal Revenue Code to identify the types of and specific tax provisions that have the largest effects on carbon and other greenhouse gas emissions and to estimate the magnitude of those effects. To address such a broad charge, the National Academies appointed a committee composed of experts in tax policy, energy and environmental modeling, economics, environmental law, climate science, and related areas. For scientific background to produce Effects of U.S. Tax Policy on Greenhouse Gas Emissions, the committee relied on the earlier findings and studies by the National Academies, the U.S. government, and other research organizations. The committee has relied on earlier reports and studies to set the boundaries of the economic, environmental, and regulatory assumptions for the present study. The major economic and environmental assumptions are those developed by the U.S. Energy Information Administration (EIA) in its annual reports and modeling. Additionally, the committee has relied upon publicly available data provided by the U.S. Environmental Protection Agency, which inventories greenhouse gas (GHG) emissions from different sources in the United States. The tax system affects emissions primarily through changes in the prices of inputs and outputs or goods and services. Most of the tax provisions considered in this report relate directly to the production or consumption of different energy sources. However, there is a substantial set of tax expenditures called "broad-based" that favor certain categories of consumption-among them, employer-provided health care, owner-occupied housing, and purchase of new plants and equipment. Effects of U.S. Tax Policy on Greenhouse Gas Emissions examines both tax expenditures and excise taxes that could have a significant impact on GHG emissions.
