But over the last decade there has been an increased recognition that this can be challenged and reconceptualized if food is regarded and enacted as a commons. This Handbook provides the first comprehensive review and synthesis of knowledge and new thinking on how food and food systems can be thought, interpreted and practiced around the old/new paradigms of commons and commoning. The overall aim is to investigate the multiple constraints that occur within and sustain the dominant food and nutrition regime and to explore how it can change when different elements of the current food systems are explored and re-imagined from a commons perspective. Chapters do not define the notion of commons but engage with different schools of thought: the economic approach, based on rivalry and excludability; the political approach, recognizing the plurality of social constructions and incorporating epistemologies from the South; the legal approach that describes three types of proprietary regimes (private, public and collective) and different layers of entitlement (bundles of rights); and the radical-activist approach that considers the commons as the most subversive, coherent and history-rooted alternative to the dominant neoliberal narrative. These schools have different and rather diverging epistemologies, vocabularies, ideological stances and policy proposals to deal with the construction of food systems, their governance, the distributive implications and the socio-ecological impact on Nature and Society. Book excerpt: Against a background where farm incomes are falling, the Government needs to recognise that cutting payments to England's farmers will reduce their ability to compete in the marketplace, will leave farmers less able to invest in vital infrastructure and may make them more vulnerable to shocks such as poor weather, higher input costs and price variations. The Committee also warns against plans to transfer more money away from direct payments to farmers by shifting it towards environmental schemes. It recommends that the Government maintains the current 9% rate of transfer away from the direct payment budget. This rate of transfer should rise to 15% in 2017 only if it can demonstrate that additional funds are required and that this change will deliver a clear benefit. Money should also only go to people who actually farm the land and meet an 'active farmer test'. From 2015, 30% of the direct payment will be conditional on farmers achieving basic environmental measures. A National Certification Scheme approach to 'greening' does not offer the flexibility to avoid the Commission's impractical crop diversification rule so the Government is right to dismiss this approach. A new, single IT system is being developed, and the Government want access to CAP funding to be 'digital by default', meaning farmers will have to apply online. A lot went wrong in the last round of changes, and these problems gave rise to £580 million in penalties. Does it make sense to introduce a new computer system at the same time as complex new payment rules?

There have thus been fears of the market being flooded by cheap agricultural exports and controversy about the extension of CAP payments. This report, therefore, looks at the impact of enlargement on agriculture both in the new Member states and in the UK. It concludes that structural fragmentation and the lack of capital investment mean that the new Member states are not in a position to undermine EU agricultural markets. However there are concerns about the quality of inspection and food quality. For the UK the Committee think that enlargement is more of a challenge than a threat, especially if the government does more to help promote UK food exports and investments.

This work presents primary evidence from over 900 documents, interviews, and participant observations, and provides the first descriptive history of local food movement national policy achievements in the US, from 1976 to 2013, and in the UK, from 1991 to 2013, together with reviews of both the American and British local food movements. It provides a US-UK comparative context, significantly updating earlier comparisons of American, British and European farm and rural policies. The comparative perspective shows that, over time, more effective strategies for national policy change required social-movement building strategies, such as collaborative policy coalitions, capacity-building for smaller organizations, and policy entrepreneurship for joining together separate rural, farming, food, and health interests. In contrast, narrowly-defined single issue campaigns often undermined long-term policy change, even if short-term wins emerged. By profiling interviews of American and English movement leaders, policymakers, and funders, the book demonstrates that democratic participation in food policy is best supported when funders incentivize groups to work together and overcome their differences.
