Available in PDF, EPUB and Kindle. Book excerpt: Fiscal health of local governments and municipalities has remained an important issue since the crises of the 1970s in places like New York, Philadelphia and Cleveland. More recently, the bankruptcy of Orange County California raised the possibility of a different type of financial failure than earlier ones. The beginning of the 21st century has witnessed two major economic bubbles including the dotcom and housing bubbles. These economic cycles combined with increasing health care, pension and other structural costs continue to challenge the fiscal viability of many jurisdictions. In particular, the economic and financial crisis of 2007-2008 is likely to result in potentially serious fiscal challenges for local jurisdictions.

Book Synopsis Fiscal Health for Local Governments by : Beth Walter Honadle
Download or read book Fiscal Health for Local Governments written by Beth Walter Honadle and published by Academic Press. This book was released on 2004 with total page 271 pages. Available in PDF, EPUB and Kindle. Book excerpt: This examination of the fiscal health of local governments offers a "how-to" approach to identifying and solving financial problems. It will serve as a primer for readers interested in understanding financial processes and alternatives, and as a practical guide for those who need access to fiscal measurement tools. Its principal selling point lies in its assumptions: instead of using the vocabulary and research agendas of economists (such as Musgrave, Fisher), finance scholars (Ladd/Yinger) and political scientists (Peterson/Strachota), it will appeal to readers who lack sophisticated knowledge in these areas and nevertheless need practical advice. The book stems from the "Fiscal Health Education Program," an applied economics program at the University of Minnesota. It uses three measures of fiscal health-financial condition, trend analysis, and financial trend monitoring system-as the basis for advocating particular fiscal strategies. The book examines the tools that can be used to assess the condition of a local government's fiscal health and some of the policy causes or remedies for certain situations, as well as some of the strategies governments can pursue to maintain and improve health. *How-to approach will appeal to readers who lack sophisticated knowledge * Contains discussion questions and anonymous case studies of actual cities and municipalities * Presents practical methods for identifying and solving common fiscal problems

Book Synopsis Critical Issues in State-local Fiscal Policy by : Scott R. Mackey
Download or read book Critical Issues in State-local Fiscal Policy written by Scott R. Mackey and published by National Conference of State Legislatures. This book was released on 1997 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States is undergoing a transition as state governments reclaim responsibilities that the federal government had assumed earlier in the century. Sorting out which governmental body should take charge of various services is the subject of this report. It focuses on two critical issues in the relationship between state and local governments: which level of government should finance services, and which level of government should deliver those services. Delegating governmental responsibilities presumes that a more fundamental question has been answered--whether government should provide the service at all--has been considered and answered affirmatively. The following five principles constitute a framework for sorting out responsibilities between state and local governments: (1) provide the clearest possible separation of responsibility between state and local governments; (2) assign program responsibility to the lowest possible level of government unless there is an important reason to do otherwise; (3) consider the fiscal effects of state mandates on local governments; (4) assume state responsibility for programs where uniformity or statewide benefits will result; and (5) provide state financial assistance to local governments that have the lowest capacity to raise their own revenue. Case studies are included to illustrate each principle. Principle 1 covers "The Special Case of Education" (p.5). (RJM)

This book provides citizens, groups, and government employees with step-by-step guidance that goes far beyond bond ratings, to assess the short, medium, and long-term financial condition of local government. Whether you are thinking of your family's future, moving your business, or expanding an existing business, the information in this book will allow you to make a rational judgement, devoid of romance and hyperbole. This guide provides the methods and public sources of data needed to make an assessment.
Book Synopsis Understanding Municipal Fiscal Health by : Craig S. Maher
Download or read book Understanding Municipal Fiscal Health written by Craig S. Maher and published by Taylor & Francis. This book was released on 2023-02-01 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: Understanding Municipal Fiscal Health provides an in-depth assessment of the fiscal health of cities throughout the United States. The book examines the tools currently available to cities for designing a revenue structure, measuring fiscal conditions and measuring fiscal health. It explains how artificial policies such as tax and expenditure limitations influence fiscal policies, and how communities can overcome socioeconomic and state-policy barriers to produce strong fiscal conditions. The authors go beyond simple theory to analyze patterns of fiscal health using actual financial, demographic and TEL data from an accurate data source, the Government Financial Officers Association survey. The book offers a solid basis of empirical evidence including quantitative case studies—complete with discussion questions—to help practitioners better understand the environment in which they are functioning and the policy tools they need to help advocate for change. This book teaches the reader the science and art of municipal financial analysis, and will be invaluable for local and state officials, analysts, and students and researchers.
Book Synopsis Restraining Yourself by : Mr.Tamim Bayoumi
Download or read book Restraining Yourself written by Mr.Tamim Bayoumi and published by International Monetary Fund. This book was released on 1994-07-01 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: State budgets in the United States played a significant macroeconomic role in the 1970s and 1980s, and the level of cyclical responsiveness was affected by the severity of statutory and constitutional fiscal restraints. Moving from no fiscal restraints to the most stringent restraints lowered the fiscal offset to income fluctuations by around 40 percent. Simulations indicate that a reduction in aggregate fiscal stabilizers of this size could lead to a significant increase in the variance of aggregate output.
