Book excerpt: The Implementation Completion Report (ICR) for the first Ghana Community Water and Sanitation Project (1994-2000) provided an opportunity to assess gender and poverty issues. Were both women and men, and the poor, involved in subproject decision-making and implementation? Did they all have access to services? The ICR collected beneficiary assessment survey data in the summer of 2000, and the ICR was completed soon thereafter. Further data analysis specific to gender and poverty was completed later, and a summary of the results are provided in this report.

Book excerpt: The First Community Water and Sanitation Project (CWSP-I), 1994-2000, was the World Bank's first stand-alone rural water and sanitation project in Ghana. It was designed to help achieve the objectives of the National Community Water and Sanitation Program by: a) providing basic water and sanitation services to communities that will contribute toward the capital costs and pay the normal operations, maintenance, and repair costs of their facilities; b) ensuring sustainability of these facilities through community management, including involvement of women, private sector provision of goods and services, and public sector promotion and support; and c) maximizing health benefits by integrating water, sanitation, and hygiene education interventions. This Notes summarizes some of the target achieved and the lessons learned from the implementation of the project.

Book excerpt: Despite the fact that three quarters of the world's poor live in rural areas, the level of international development aid directed at rural areas has continued to decline over the last decade, particularly in terms of the agricultural sector. In 2001, lending for agricultural projects was the lowest in the World Bank's history. This publication presents the World Bank's new rural development strategy based upon a results oriented approach which stresses practice, implementation, monitoring and empowerment aspects. The strategy seeks to highlight rural development efforts, focusing on the needs of the rural poor, fostering a broad-based economic growth and addressing the impact of global developments on client countries.

Available in PDF, EPUB and Kindle. Book excerpt: The continued lack of access to adequate amounts of safe drinking water is one of the primary causes of infant morbidity and mortality worldwide and a serious situation which governments, international agencies and private organizations are striving to alleviate. Barriers to providing safe drinking water for rural areas and small communities that must be overcome include the financing and stability of small systems, their operation, and appropriate, cost-effective technologies to treat and deliver water to consumers. While we know how to technically produce safe drinking water, we are not always able to achieve sustainable safe water supplies for small systems in developed and developing countries. Everyone wants to move rapidly to reach the goal of universal safe drinking water, because safe water is the most fundamental essential element for personal and social health and welfare. Without safe water and a safe environment, sustained personal economic and cultural development is impossible. Often small rural systems are the last in the opportunity line. Safe Drinking Water in Small Systems describes feasible technologies, operating procedures, management, and financing opportunities to alleviate problems faced by small water systems in both developed and developing countries. In addition to widely used traditional technologies this reference presents emerging technologies and non-traditional approaches to water treatment, management, sources of energy, and the delivery of safe water.

Book excerpt: The discourse on the human right to water presents deliberations on the concept, content and rationale for the right, with little attention to the practical question of translating the right into reality. This book aims to fill this void by focusing on ‘realization’ of the right by its holders, examining how effective the mechanisms are for ‘implementing’ the right in enabling its universal realization. In a quest to answer this question, the book draws a conceptual differentiation between ‘implementation’ and ‘realization’ of the right, arguing that unlike implementation - which is an objective process of creation and implementation of measures such as legal frameworks, institutional structures or policy and action guidelines, realization of the right is a subjective process that extends much beyond. It takes shape within specific contextual settings which may include varied situations, yet remains neglected in the related academic and action forums. This book attempts to address this void by discussing some of the most significant contexts and the underlying problems and concerns that strongly influence realization of the human right to water. It contends that if the right is to be truly realized, these different contexts - which can be further classified as 'objective' and 'subjective' - must be understood, analysed and appropriately addressed before framing and implementing relevant action. The book further situates the human right to water discourse in a broader interdisciplinary perspective, expanding its scope beyond the narrower legal dimensions, linking it to the wider field of water resources management/governance. Through the novel ideas it proposes, the book makes an innovative and unique contribution in the field of human right to water which is of great scientific value.

Available in PDF, EPUB and Kindle. Book excerpt: The research underpinning this work took place in the context of two rural water and sanitation projects carried out in the Eastern Region of Ghana. The focus of study was on the way engineers can make water and sanitation projects more sustainable. In particular, emphasis was placed on the broad range of non-technical factors engineers need to incorporate into the design of water and sanitation systems and the processes they need to follow in order to achieve this, looking specifically at the implications of community participation for design process, project management and health and safety management. The current high failure rate of rural water and sanitation projects provided the impetus for carrying out this work. There is an urgent need to improve engineering ability to provide vital life-saving infrastructure in developing countries as this infrastructure is a pre-requisite for poverty reduction. A critical realist perspective framed the research to allow socially constructed realities to be combined with scientific and technical facts, and to allow inquiry in a 'real world' scenario where variables cannot be controlled individually. The research questions were explored through the author's involvement in two community development projects involving water and sanitation system implementation. The key methods employed were interview, both informal and group, observation and reflection. The contribution to knowledge made by this investigation is an increased understanding of the relevance of social and cultural context for engineers engaged in rural water and sanitation infrastructure provision through exploration of these issues in a particular context. Also examined are health and safety aspects of rural water and sanitation projects where the community participate in construction. Whilst health and safety had been explored in a developing country context there is a lack of previous work looking at these issues in a community self-construction context. It was found that a broad range of factors need to be considered in the engineering design of water and sanitation systems if projects are to have a chance of being sustainable in the long term. In order to understand and design appropriately for the context of rural projects with direct community involvement it is necessary to adapt the engineering process to incorporate community participation fully into the design and construction of water and sanitation facilities. Where communities are involved in construction particular issues arise with regards to health and safety management; many of the issues originate in the socio-cultural context and motivations for community members to engage in hazardous construction activities need to be understood and considered to properly manage the construction process. To truly incorporate the ideas of local communities into engineering design, engineers need a greater awareness of the assumptions they hold arising from their scientific outlook. Further research is required in different contexts in order to more clearly define the boundaries of the findings of this study and begin to overcome the limitations of the case study method. However, this research contributes to understanding how engineers can improve their designs of water and sanitation infrastructure and the processes they use to create more sustainable projects by looking at these issues in one particular context. This contribution adds to understanding of how a lack of access to water and sanitation infrastructure in rural regions of developing countries can be overcome, which is ultimately necessary to meet the Millennium Development Goals and as a pre-requisite to reducing poverty in the developing world.
