Book excerpt: As the biggest consumer of state money, the Texas public school finance system directed almost $50 billion into education in the 2010-11 school year. In May of 2006, during the third called session of the 79th Texas Legislature, lawmakers passed House Bill 1, (HB 1), creating a target revenue system for funding school districts. This study examined the fiscal impact of this legislatively mandated wealth equalization system (HB 1) for funding public education in Texas on school districts identified as property wealthy (Chapter 41) school districts by comparing school district values for five financial indicators at two points in time. Data for study were collected for 157 Texas public school districts identified as property wealthy school districts (Chapter 41 districts) for both the 2006-2007 and 2009-2010 school years. The five financial indicators for which data were collected included: (1) district maintenance and operations (M&O) tax rate, (2) district interest and sinking (I&S) tax rate, (3) Comptroller Property Tax Assistance Division (CPTD) district property wealth, (4) district audited fund balance, and (5) district recaptured funds. Difference scores were computed by subtracting the 2006-2007 school year value for each dependent variable from the 2009-2010 school year value for the same variable. Each research question was tested using the null hypothesis of no difference in the 2006-2007 and 2009-2010 values for each dependent variable. The results of testing the null hypotheses indicated a statistically significant difference in four of the five financial indicators. According to the study results, from 2006 to 2010, 157 Chapter 51 public school districts in Texas decreased their M&O tax rates, increased I&S tax rates, sent less recaptured money back to the State, while at the same time increased the amount of money in reserve fund balance. However, the increase in fund balance for Chapter 41 school districts did not increase at a significant level. CPTD property values for Chapter 41 school districts also increased at a significant level. Therefore, the impact of HB 1 on the financial health of Chapter 41 property wealthy Texas public school districts did not have a negative fiscal impact.

Chapter 1 describes the Bill's various financing components and focuses on its initial effect on disparities in spending among rich and poor districts. Chapter 2 examines the various reforms aimed at improving the quality of teaching, and Chapter 3 focuses on the provisions that affect students. Chapters 4-7 deal with the effects of House Bill 72 on programs which seek to provide special educational services (compensatory education, bilingual education, special education, and vocational education). Chapter 8 describes the implementation of new prekindergarten and summer preschool programs. Chapter 9 discusses the difficulty of implementing curriculum reforms at the State and local levels, and focuses on the confusion that has resulted from House Bill 72's requirements and those of a 1981 law, House Bill 246, which called for different types of reform. Finally, Chapter 10 presents general conclusions and recommendations. The study uncovered widespread satisfaction with the general direction of reform, it is said, except in certain areas where implementation of the law has been difficult. The State, it is argued, must be willing to accept that education is likely to be more expensive in the future. (KH)

Book excerpt: This study was designed to compare the equity gap between the current system of school finance in Texas Public Schools and the gap established by the school finance reform of 2006, specifically between the least wealthy and wealthiest districts in the state in the area of state and local revenue per pupil, with a specific focus on the impact of the four "Golden Pennies" of local enrichment allowed by House Bill 1, which are not subject to recapture. Per pupil revenue data from all K-12 districts in the state of Texas, excluding charter and military reservation schools, were used in this comparison, with the Chapter 42, or "Property Poor" districts being compared to the Chapter 41, or "Property Rich" districts, to achieve an average funding gap between the wealthiest and poorest schools in the state in the area of per pupil revenue. The data will be used to establish whether the school funding legislation outlined in House Bill 1 will close or broaden the equity gap between the "Property Poor" and the "Property Rich" school districts in Texas. These findings may allow both educators and legislators to determine the effectiveness of the projected school finance system in increasing equity in our public schools.
