The charge can be as truthfully made of this volume as of the other. Though such a method may show that he does not seem to be sufficiently equipped as an economist, he has attempted to do nothing more than to assemble the facts of our financial history in an orderly manner, uncolored by economic theories. N o attempt has been made to play the part of the dogmatist or the schoolmaster, or to make the crooked paths straight. If the author possesses economic opinions, he has had no desire to give them an airing in this volume, contenting himself with giving the facts lying within the proper field of inquiry, whatever they may be. Whether the facts are consistent is no concern of his; whether they sustain or undermine any economic or other principle that he may hold, is also, he believes, of small consequence to the public. The important thing is to state the facts fairly, and, as far as possible, their surroundings; and if, in attempting to do this, he has erred, correction shall be made as speedlly as possible. It may also be stated that the additions of figures in the tables include the cents which have been omitted. This statement is made here to avoid repetitions wherever the tables occur. It is no small pleasure to make a grateful acknowledgment to several gentlemen for many of the books used in preparing this volume, especially to Mr. Robbins Little, Superintendent of the Astor Library, Messrs. Abell was educated in his native town, and when fourteen years of age entered the business world as clerk in a firm dealing in West India commodities. His inclinations, however, turned strongly in literary directions. He resigned his clerkship in 1822, and became an apprentice in the office of the Providence Patriot, a Democratic journal, published by Jones Wheeler, printers to the State and Federal government. When he attained his majority, he obtained employment in Boston, and was soon pro moted to the position of foreman of one of the best offices in that city. He was offered a government position in the Boston post-office under Demo cratic administration, but, having chosen his career as a journalist, refused to consider any other vocation. A little later he removed to New York, bearing flattering letters of introduction to the foremost newspaper men of the metropolis. His residence in New York quickly resulted in his entering into partnership with two gentlemen, Azariah H. Simmons and William M. Swain, also printers like himself, to establish a daily penny paper. At this time New York already boasted several penny papers, while Philadelphia did not, and it was decided to establish the new enterprise in the latter city. Articles of association were drawn up February 29, 1836. The name first chosen for the new paper was The Times, but an ill fate had overtaken a preceding Philadelphia journal of that name, and the firm of Swain, Abell Simmons abandoned the name first chosen for that of The Public Ledger, under which title the paper entered upon a long and prosperous career, which continues to the present time. The partners contributed an equal amount of money and their united energies to the undertaking, and cast superstition to the wind when the first number of The Public Ledger appeared, Friday, March 25, 1836. Having seen the success of The Ledger fully established, Mr. Abell, in April, 1837, visited Baltimore, where all the newspapers published were known as sixpennies. The year was not a financially encouraging one, and there were five newspaper competitors already established in the Baltimore field, yet Mr. Abell's business foresight incited him to make the venture of establishing a penny paper in Baltimore, and his partners agreed to support him if he would personally undertake the control of the enterprise. This he agreed to do, and upon May 17, 1837, the first number of The Sun was issued, and the broad and wise policy outlined that has been the paper's inspiration through succeeding years. They represent certain official acts of the City Commissioners, and are worthy objects of preservation because these acts relate to the establishment of boundaries of sundry tracts of land, opening public highways, etc., as the development of the new City justified the improvement. This publication begins where the former volume terminated. The first book brought the records up to the time Baltimore Town ceased to exist, covering a period from 1729 to 1797, in which latter year the City began life as an incorporated institution. The historical thread is now picked up at the incorporation, and runs through the affairs of the City of Baltimore from 1797 to 1813. The writer believes these records are of sufficient value to justify their perpetuation in type. They are the first of the City of Baltimore, and no argument is necessary to show the desirability of having them handed down to coming generations in typographical form. In fact, it is a question of now or never, for some of the old papers are becoming more dilapidated daily, fading and difficult to decipher. While it is a fact that many of the points or landmarks, referred to in this work, from which surveys were begun, have long since disappeared, not a few of the plats mentioned are yet in the custody of the City Librarian, and may be of assistance to those in search of information. The original documents have been followed literally. If the reader finds the same name spelled more than one way the blame must be shifted to the person who manipulated the pen a hundred years, or so, ago. Book excerpt: Lexington Market was established in 1782 by Revolutionary War hero John Eager Howard, who donated a plot of land in Baltimore's "western precincts" for a public market. Accessible to farmers from the outlying countryside, Howard's Hill Market, as it was known, became an instant success. Undeterred by the lack of a proper market house, farmers set up plank stalls and began selling fresh meat, eggs, and vegetables to the burgeoning city's population. Almost as soon as a market house was built in 1803, petitions circulated to expand it, a process that continued throughout the 19th century until the market included three block-long sheds with hundreds of stalls spilling down neighboring streets. Far from signaling Lexington Market's end, a disastrous fire in 1949 provided an opportunity for a modern facility with refrigeration and stoves, enabling each stall keeper to bake, roast, or steam according to his own unique recipe. With the addition of an arcade, the market has continued to reinvent itself while maintaining a place in Baltimore's heart for 225 years.
