The report is now in course of preparation and will be issued in ten or twelve volumes by Messrs. Small, Maynard & Co., Cambridge, Mass., during the nest four years. The present volume is made up of two series of articles written during my absence in the Far East. One series appeared in "The Times" (London), the other in "The Outlook" (New York); and they make, in the form in which they are now issued, a group of studies, on various phases of British, American, French, and Dutch colonial administration and policy. Of the limitations of these studies no one can be more conscious than myself; but I am not without hope that, in the great scarcity of books in the English language on the subject of comparative colonization, students of political science may discover in them something of interest. Surgical as well as medical diseases of the Tropics are already encountered in all armies, not only during their tropical service, but in that in Europe and America as well. The author having noted this fact during overseas service in 1916-1917 has put together material which he has been collecting for years and has added abstracts of recent literature in the hope that such a compilation may be of some value during and after the war. Opportunities for observation were found in a practically continuous life of fourteen years in the Tropics; in our South, Cuba, the Philippines, and in frequent visits to China and Japan. Four years of this time were served as a volunteer surgeon in the United States Army, as chief operating surgeon to an army corps in the field in Cuba, in Luzon with troops in the field, and in base hospitals in Manila as operating surgeon. Ten years were spent in private and public practice in Manila during which many medical institutions were organized. The clinical data in Part I are mostly from the last five thousand carefully recorded surgical cases among Filipinos. The material of Part II was derived from travel and personal contact with many of the medical men in China, Japan, Indo China, and the Straits Settlements, as well as from answers to a questionnaire sent to over two thousand medical men in the Tropics. But with the League of Nations seeming to offer a solution to all future conflicts, a country weary of war and without an obvious enemy there seemed no need for a large battlefleet. The strategic focus shifted eastwards, to Japan, with its growing battlefleet as the new threat to the British Empire and to the Royal Navy's supremacy. From 1924 a strategic plan, War Memorandum (Eastern), was written and refined. The plan called for the Royal Navy, still the largest in the world, even after the Washington Naval Treaties, to move eastwards to a defended base at Singapore, cut off Japan and force her battlefleet into a decisive fleet battle. As a strategy War Memorandum (Eastern) had many flaws. Its real importance lay in the fact that it provided a justification for the Royal Navy to maintain its leading position in the world and to be in the forefront of the development of new tactical thinking. Through planning for a war with Japan the Royal Navy was able to test its readiness for a future war. Many of the lessons learnt during this period were ultimately put to good use against a different foe in 1939.
