Book Synopsis Assessment of Staffing Needs of Systems Specialists in Aviation by : National Research Council
Download or read book Assessment of Staffing Needs of Systems Specialists in Aviation written by National Research Council and published by National Academies Press. This book was released on 2013-07-29 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: Within the Federal Aviation Administration (FAA), the Airway Transportation System Specialists ATSS) maintain and certify the equipment in the National Airspace System (NAS).In fiscal year 2012, Technical Operations had a budget of $1.7B. Thus, Technical Operations includes approximately 19 percent of the total FAA employees and less than 12 percent of the $15.9 billion total FAA budget. Technical Operations comprises ATSS workers at five different types of Air Traffic Control (ATC) facilities: (1) Air Route Traffic Control Centers, also known as En Route Centers, track aircraft once they travel beyond the terminal airspace and reach cruising altitude; they include Service Operations Centers that coordinate work and monitor equipment. (2) Terminal Radar Approach Control (TRACON) facilities control air traffic as aircraft ascend from and descend to airports, generally covering a radius of about 40 miles around the primary airport; a TRACON facility also includes a Service Operations Center. (3) Core Airports, also called Operational Evolution Partnership airports, are the nation's busiest airports. (4) The General National Airspace System (GNAS) includes the facilities located outside the larger airport locations, including rural airports and equipment not based at any airport. (5) Operations Control Centers are the facilities that coordinate maintenance work and monitor equipment for a Service Area in the United States. At each facility, the ATSS execute both tasks that are scheduled and predictable and tasks that are stochastic and unpredictable in. These tasks are common across the five ATSS disciplines: (1) Communications, maintaining the systems that allow air traffic controllers and pilots to be in contact throughout the flight; (2) Surveillance and Radar, maintaining the systems that allow air traffic controllers to see the specific locations of all the aircraft in the airspace they are monitoring; (3) Automation, maintaining the systems that allow air traffic controllers to track each aircraft's current and future position, speed, and altitude; (4) Navigation, maintaining the systems that allow pilots to take off, maintain their course, approach, and land their aircraft; and (5) Environmental, maintaining the power, lighting, and heating/air conditioning systems at the ATC facilities. Because the NAS needs to be available and reliable all the time, each of the different equipment systems includes redundancy so an outage can be fixed without disrupting the NAS. Assessment of Staffing Needs of Systems Specialists in Aviation reviews the available information on: (A) the duties of employees in job series 2101 (Airways Transportation Systems Specialist) in the Technical Operations service unit; (B) the Professional Aviation Safety Specialists (PASS) union of the AFL-CIO; (C) the present-day staffing models employed by the FAA; (D) any materials already produced by the FAA including a recent gap analysis on staffing requirements; (E) current research on best staffing models for safety; and (F) non-US staffing standards for employees in similar roles.

Download or read book FAA Facilities written by Gerald L. Dillinggham and published by . This book was released on 2013-10-13 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: Of the approx. 1,230 facilities that Federal Aviation Admin. (FAA) staff occupy, FAA is responsible for maintaining over 40% of them -- spending over $1 billion since 2008; most of the remaining facilities are leased and maintained by the lessors. Yet, according to FAA officials, air traffic control facilities -- the bulk of FAA-maintained facilities -- have a current maintenance backlog of about $259 million. Deferring maintenance on facilities could compromise safe airspace operations. The FAA Modernization and Reform Act of 2012 mandated this study of the condition of FAA-staffed facilities, which addresses, among other things, (1) the condition of FAA-staffed facilities and the reliability of assessment methods; (2) the extent to which FAA has responded to identified safety deficiencies; and (3) the extent to which FAA's actions to ensure that its facilities are in good condition follow leading practices. Tables and figures. This is a print on demand report.

Book Synopsis United States Code by : United States

Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

Book Synopsis Federal Civil Aviation Programs and the Airport and Airway Trust Fund by : Blake M. Schmidt
Download or read book Federal Civil Aviation Programs and the Airport and Airway Trust Fund written by Blake M. Schmidt and published by Nova Science Publishers. This book was released on 2013 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal Aviation Administration (FAA) programs and activities are funded under four broad budget accounts: operations and maintenance (such as air traffic control and aviation safety functions); facilities and equipment (such as control towers and navigation beacons); grants for airport improvements under the airports improvement program (AIP); and civil aviation research and development conducted by the Department of Transportation (DOT), including the Essential Air Service Program that subsidises airline service to certain small and isolated communities. These programs are funded primarily through a special trust fund, the Airport and Airways Trust Fund (AATF), and in part, through general fund contributions. This book provides an overview of the FAA and DOT civil aviation programs addressed in the FAA Modernization and Reform Act of 2012, enacted on February 14, 2012, which authorises AATF taxes and revenue collections and civil aviation program expenditures through fiscal year 2015.
