Book excerpt: It has become apparent that the market diffusion of systems using new and renewable sources of energy such as solar systems, wind energy converters etc. is taking place more slowly than expected (see e.g. Jochem et al. 1986, p. 338). This indicates that various barriers to the market introduction of such technologies have been underestimated. This hypothesis is supported by the accelerating effect of strong financial incentives on market diffusion rates of wind energy systems in such countries as Denmark and the USA (see Jochem et al. 1986, p. 340f). It is often pointed out that the macroeconomic and social advantages of new energy technologies such as environmental attractiveness, reduction of dependence on energy imports, or resource preservation and the hidden costs of conventional energy systems are not adequately represented in microeconomic evaluations (see Wicke 1986, p. 12 or Solow 1982, p. 32). The general market pricing mechanism does not seem to work adequately in such cases. In any seriously distorted market, government has to compensate by internalizing the external effects of economic processes (see e.g. Solow 1982, p. 31 or Osterkamp/Schneider 1982, p. 27). Therefore, research efforts to estimate the full costs of energy systems to society are necessary. The knowledge of these full social costs of energy could enable government to take corrective action to help the market mechanism achieve an optimal allocation of resources.

While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. Book excerpt: The need for better assessments of the ''external'' benefits and costs of environmental effects of various fuel cycles was identified during the development of the National Energy Strategy. The growing importance of this issue was emphasized by US Department of Energy (DOE) management because over half of the states were already pursuing some form of social costing in electricity regulation and a well-established technical basis for such decisions was lacking. This issue was identified as a major area of controversy--both scientifically and politically--in developing energy policies at the state and national level. In 1989, the DOE's Office of Domestic and International Energy Policy commissioned a study of the external environmental damages and benefits of the major fuel cycles involved in electric power generation. Over the next 3-year period, Oak Ridge National Laboratory and Resources for the Future conducted the study and produced a series of documents (fuel cycle documents) evaluating the costs of environmental damages of the coal, oil, natural gas, biomass, hydroelectric, and nuclear fuel cycles, as well as the Background Document on methodological issues. These documents described work that took almost 3 years and $2.5 million to complete and whose implications could be far reaching. In 1992, the Secretary of Energy sought advice on the overall concepts underlying the studies and the means employed to estimate environmental externalities. He asked the Secretary of Energy's Advisory Board to undertake a peer review of the fuel cycle studies and encouraged the Board to turn to outside expertise, as needed.

This research applied a novel societal life cycle costing approach to estimate the economic values of environmental damages to society that result from coal and biomass fired electricity generation. Although coal fuel is cheaper to produce electricity, yet its societal life cycle costing (LCC) is significantly higher than bioenergy systems. Mainstreaming of environmental externalities creates market advantages for low carbon energy sources. Coal power plants cause Alberta to lose at least $117.8 billion per annum due to externalities. Ending electricity from coal with wood pellet can save 53.7 billion USD per year. The societal life cycle cost per year of coal power plants in Alberta represents 15.8% of the province's GDP and 343.7% of the total expenditure on health. The transformative potential presented by carbon pricing toward a cleaner future is limited. Externalities for health and ecosystems should also be priced and included in the retail price of electricity.
