They involve, at the core, the transformation of a country's military and police forces-but they also involve a comprehensive review and restructuring of intelligence services, the penitentiary, the judiciary, and other agencies charged in some way with preserving and promoting the safety and security of the state and its citizenry. However, the process of SSR in Liberia, supported by the United Nations, the United States, and a number of bilateral donors, is far more rudimentary than the conceptual paradigm suggests. It is aimed simply at the training and equipping of the army and the police, with little attention or resources being devoted to the other components of the security system.

Book excerpt: While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

Based on extensive empirical research, it argues that those intervention practices are essentially spatializing practices, based on particular spatial imaginations, contributing to the continuous construction and formatting of regional spaces as well as to ordering relations between different regional spaces. Analyzing the field of developing practices of conflict intervention by the Economic Community of West African States (ECOWAS) and the African Union (AU), the book contributes a new theory-oriented analytical approach to study African regional organizations (ROs) and the complex dynamics of African peace and security, based on insights from Critical Geography. As such, it helps to close an empirical gap with regard to the ‘internal’ modes of operation of African ROs as well as the lack of their theorization. It demonstrates that, contrary to most accounts, intervention practices of African ROs have been diverse and complexly interrelated, involving different actors within and around these organizations, and are essentially tied to the space-making.
