The immediate problem was the knock-on effects of the crisis on each country’s public finances. Bank bail-outs imposed a massive increase in sovereign debt on member states, while the economic recession unavoidably led to ballooning budget deficits via the usual mechanisms of reduced taxes and increased welfare spending. Subsequently, the Eurozone sovereign debt crisis exposed the hidden weaknesses in the monetary and financial arrangements that had accompanied the launch of the Euro; the severe economic imbalance between member states, rooted in longer-term structural divergences, and the inadequate institutional mechanisms for resolving these difficulties. This book originated from an EU-funded international research network on "Systemic Risks, Financial Crises and Credit: the Roots, Dynamics and Consequences of the Sub-Prime Crisis". Contributions explore and evaluate some of the ways in which the institutions and policies of the European Union and its member states have changed in response to the problems brought about by the crisis. Presently, there is a power shift from the western industrialized states, e.g., from member states of the European Union (EU), to Asian states, in particular China. However, in spite of this growth, it is disputed to what extent the rise of these economies already transcended into power and how it will develop in the future. What is clear by now is that the recent global financial and economic crisis was the worst one in post World War II history. The crisis emerged in the United States and then spread to the EU and to other countries. It led to quickly rising public debt levels in western industrialized states. During this time, states like China or India extended their participation within global economic governance foras, such as the International Monetary Fund (IMF) or the G20. This raises the question of how the power of the European Union within these international institutions was affected by the crisis? The purpose of this publication is to research this question. Consequently, the examination is situated within the domain of the global financial and economic crisis, the shift of power and the power of the EU in international institutions. In order to give an answer to the above stated question, the power shift in international institutions during the time of crisis is to be assessed. The IMF and the G20 are analyzed in depth in order to shed light on the topic. The results then help to identify the trend of EU power.

Why does the EU 'upload' international financial regulation in some cases, 'download' it in other cases, and 'cross-load' either actively or passively in other instances? Has this changed over time, especially after the third stage of Economic and Monetary Union and the completion of the single financial market, or after the global financial crisis? Under what conditions is the EU more or less likely to upload, download or cross load rules? Through which mechanisms does this take place? Overall, does the EU act as a pace setter in regulating global finance, or is it mainly a follower? Why? The key explanatory variable used in this research is the concept of 'regulatory capacity', applied to the EU and the US, distinguishing between 'strong' and 'weak' regulatory capacity. The influence of the EU in global financial regulation depends on the combinations of EU and US regulatory capacities. When EU regulatory capacity is weak and US regulatory capacity is strong, the US will mainly upload its domestic rules internationally and/or actively cross load them to the EU, whereas the EU will mainly download international rules. When the EU regulatory capacity is strong and US regulatory capacity is weak, the EU is able to upload its rules internationally and/or actively cross load them to third countries. When the EU and the US regulatory capacities are weak, private sector governance prevails. When the EU and US regulatory capacities are strong, both jurisdictions seek to upload and cross load their domestic rules.

Following Minsky’s approach, this volume explores the interplay between monetary policy, regulation and institutions in the aftermath of the great financial crisis. Minsky’s insights are used to interpret the recent regulatory changes and consider how they have affected the evolution of banks and financial markets.
