Book excerpt: This open access book analyses the domestic politics of African dominant party regimes, most notably African governments’ survival strategies, to explain their variance of opinions and responses towards the reforming policies of the EU. The author discredits the widespread assumption that the growing presence of China in Africa has made the EU’s task of supporting governance reforms difficult, positing that the EU’s good governance strategies resonate better with the survival strategies of governments in some dominant party regimes more so than others, regardless of Chinese involvement. Hackenesch studies three African nations – Angola, Ethiopia and Rwanda – which all began engaging with the EU on governance reforms in the early 2000s. She argues that other factors generally identified in the literature, such as the EU good governance strategies or economic dependence of the target country on the EU, have set additional incentives for African governments to not engage on governance reforms.

It investigates how the length of democratic experience, the institutionalization of individual parties, the fragmentation of parliaments, and the support for anti-establishment parties, shape the degree of institutionalization of party systems. The analyses presented answer the questions of whether predictability in partisan interactions is necessary for the survival of democratic regimes and whether it improves or undermines the quality of democracy. The developments of party politics at the elite level are contrasted with the dynamics of voting behaviour. The comparisons of distinct historical periods and of macro-regions provide a comprehensive picture of the European history of party competition and cooperation. The empirical overview presented in the book is based on a novel conceptual framework and features party composition data of more than a thousand European governments. Party systems are analysed in terms of poles and blocs, and the degree of closure and of polarization is related to a new party system typology. The book demonstrates that information collected from partisan interactions at the time of government formation can reveal changes that characterise the party system as a whole. The empirical results confirm that the Cold War period (1945-1989) was exceptionally stable, while the post-Berlin-Wall era shows signs of disintegration, although more at the level of voters than at the level of elites. After three decades of democratic politics in Europe (1990-2019), the West and the South are looking increasingly like the East, especially in terms of the level of party de-institutionalization. The West and the South are becoming more polarised than the East, but in terms of parliamentary fragmentation, the party systems of the South and the East are converging, while the West is diverging from the rest with its increasingly high number of parties. As far as our central concept, party system closure, is concerned, thanks to the gradual process of stabilization in the East, and the recent de-institutionalization in the West and South, the regional differences are declining. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

Nonetheless, few efforts have been made thus far to systematically examine the EU’s interaction with global policy regimes. This book maps the relative importance of EU policies in the multi-level global governance system, in comparison with national and global activities. It provides a unique comparative analysis of the EU’s capacity for projecting its policies outward. Focusing on trade policy, agriculture, food safety, competition, social rights, environmental policy, transport, migration, nuclear non-proliferation, or financial regulation, each chapter contributes to a better understanding of the EU’s role in shaping global policies, the mechanisms it uses and the conditions leading to success or failure. The contributors’ comparative research highlights that policy export is a demanding phenomenon that faces severe limitations and frequently comes with drawbacks. Still, EU policy export played a key role in shaping the rules of the global trade regime and influenced global policy outcomes – at least to a minor extent or in technical aspects – in the majority of the covered policy areas. Overall however, this book reveals that the EU not only aims to export its policies, but interacts with its global environment in a number of distinct ways, including policy import and policy protection, to shield it from global pressures. Concluding with a comparison of all policies on the meta-level and relevant policy recommendations, this book will be of interest to students, scholars and practitioners of European politics, European public policy, global governance and international relations.
