Book excerpt: The Transport Committee broadly welcomes the European Commission's 4th Railway Package but believes it focuses too much on liberalising the railway in domestic markets at the expense of important measures to improve cross-border freight and passenger services. The Committee recommends the UK Government should actively negotiate to ensure: joint working between Network Rail and train operators is not prohibited or unduly restricted; metro and light rail systems are not affected by the proposals to separate infrastructure and service operators; the UK's arrangements for letting train franchises are not challenged. In addition, MPs are concerned about: governance arrangements for Eurotunnel; the maximum annual threshold proposed for rail franchises, which could prevent UK companies bidding for work in other EU countries; and the possibility that the EU may become responsible for specifying the content of public transport plans: these should remain the responsibility of national or local governments.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the European welfare model, arguing that the rollout of European policies for welfare services has led to increased marketization. The author argues that the rise of profit-making in utilities, transport, child and health care is exacerbating rather than reducing inequalities among citizens, demonstrating how the marketization of European welfare has taken place over successive rounds of policymaking for European integration. These rounds have motivated national level public services reform, as well as contestation over these measures from civil society groups. The study traces the developments of policymaking at EU level since the late 1980s, offers in-depth studies of contentious debates which have sealed the fate of welfare services at the turn of the century, and offers insights on the problems involved with prolonged austerity in Europe. This book therefore shows how European integration is provoking a democratic challenge to what kind of Europe citizens want.

This book was released on 2009-06-02 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2001, the Council of Ministers and the European Parliament adopted the so-called First Railway Package. Comprising three Directives, this was intended to open up the rail freight market to competition and help to improve rail's share of the overall freight market. However, in 2006 the Commission published a report concluding that the implementation of the Package was inadequate and has committed itself to recasting the Package. In this report, the Committee looks at which elements of the Package need amending and which need clarification. The report recommends the Commission use the recast to require the full separation of railway infrastructure managers from rail train operators. Full separation is the surest way to remove market distortions and to create the conditions necessary for increased rail freight. The recast of the Package should include more detailed provisions about the powers and remits of regulators, which should be independent of government. The Committee recommends that the Commission does not propose establishing an EU-level regulator. Charges levied for use of rail infrastructure and access to rail-related services such as sidings, marshalling yards and fuelling stations vary across Europe and this has hindered growth. The report recommends that the Commission include in the recast mandatory definitions of which costs can and cannot be included in infrastructure charges. The Committee supports recasting the Package, believing the aim of an open and competitive rail market can be achieved and international rail freight can be encouraged further.
