Book excerpt: Reductions in police department funding have raised the importance of volunteers in enhancing organizational performance, improving community trust and confidence, and at times accomplishing basic tasks to maintain public safety and security. During a period when police administrators are asked to do more with less, and to engage in smarter, community-oriented policing, citizen volunteers are an invaluable resource. Police Reserves and Volunteers is an invaluable primer for those looking to understand the benefits and challenges involved in the use of the volunteers within global law enforcement agencies. Using cases from a range of specialists and precincts, this edited volume provides a rare window into police administration from the state legislation that regulates police reserves in California to the local models observed in many counties and cities across the United States. Police Reserves and Volunteers offers volunteers, local elected officials, and law enforcement straightforward guidelines to enhance police goals and build public trust in local communities.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an overview of the history of policing in the UK. Its primary aim is to investigate the shifting nature of policing over time, and to provide a historical foundation to today's debates. Policing: a short history moves away from a focus on the origins of the 'new police', and concentrates rather on broader (but much neglected) patterns of policing. How was there a shift from communal responsibility to policing? What has been expected of the police by the public and vice versa? How have the police come to dominate modern thinking on policing? The book shows how policing - in the sense of crime control and order maintenance - has come to be seen as the work which the police do, even though the bulk of policing is undertaken by people and organisations other than the police. This book will be essential reading for anybody interested in the history of policing, on how differing perceptions emerged on the function of policing on the part of the public, the state and the police, and in today's intense debates on what the police do.

The abyss of the dark web looms and hypnotically beckons. Another fugitive they cannot find - this time of flesh and bones - the killer of a colleague, the sadistic terrorizer of children - an enemy who is to them incarnate evil, indivisible, inescapable, evil - and seemingly as elusive as the Stoatmaster. They cannot find this creature - but it can find them.

Book excerpt: The shooting of Jean Charles de Menezes at Stockwell underground station in 2005 raised acute issues about operational practice, legitimacy, accountability and policy making regarding police use of fatal force. It dramatically exposed a policy, referred to popularly as 'shoot to kill', which came not from Parliament but from the non-statutory ACPO (Association of Chief Police Officers). This vital and timely book unravels these often misunderstood matters with a fresh look at firearms practice and policy in a traditionally 'unarmed' police service. It is essential reading for all those interested in the state's role in defining coercion and in policing a democracy.

Available in PDF, EPUB and Kindle. Book excerpt: Grays (Thurrock) in the Great War tells the story of Grays and the wider Thurrock area from the outbreak of the Great War until the peace of 1918. The Docks at nearby Tilbury were the source of much employment in the area for both fathers and sons alike. They also played their part in the war, but not as a hub of military deployments. In May 1915 the German spy Augusto Alfredo Roggen, a Uruguayan born in Montevideo, arrived at Tilbury on board the SS Batavia, which had sailed from Rotterdam in Holland. On his arrival in England he made his way to Scotland to carry out his spying activities at the Loch Long torpedo range. He was captured, found guilty and executed by firing squad at the Tower of London on 17 November 1915.In July 1915 the German Naval officer and pilot, Gunther Plschow, made good his escape from Donington Hall POW camp in Leicestershire and made his way safely back to Germany by hiding himself on board one of the many ships that sailed from Tilbury. He became the only German POW to escape from Britain and make it back to Germany during the First World War.The Kynochs munitions factory was situated near Fobbing on the site of what had previously been Borleys Farm. The site, which made shell cases, detonators, cordite and acetone for the British war effort, was so vast that it included its own housing estate for its workers, a hospital and a railway line. It became so big that it actually became known as Kynochtown and was a major source of employment in the area, particularly for women. There were Prisoner of War camps at Horndon House Farm, Puddledock Farm and Woodhams Quarry in West Thurrock which housed over 150 German prisoners. The Thurrock area also played an important part of protecting London from seaborne invasion up the River Thames with the help of Tilbury Fort and Coalhouse Fort at East Tilbury.

Book excerpt: Smugglers of a powerful methamphetamine, nicknamed Òdilithium crystalsÓ, by speedboat and light aircraft kill themselves rather than be caught by Customs. Nick Storey, Collector London Port, identifies patterns of evidence and smuggling routes by small ships and light aircraft, which lead to several dubious businesses in South Essex, a City investment company and a Belgian security firm with antecedents in African mercenary operations. Tracking light aircraft movements to small airfields uncovers smuggled krugerrands and a longstanding feud between Derek Clyne (son of ÒFrank the skinÓ) and a rival, Benny Drew. To pressurise the suspects, Nick gets them together unawares, unwittingly causing a bloody conclusion. But that only serves to provide cover for the real crooks, masterminding a huge fraud. ÒEight Miles highÓ is the twentieth book in a series of detective stories set in HM Customs & Excise, by Richard Hernaman Allen, a former Commissioner.

Book excerpt: This collection of essays explores the representations, incarnations and manifestations of evil when it is embodied in a particular villain or in an evil presence. All the essays contribute to showing how omnipresent yet vastly under-studied the phenomena of the villain and evil are. Together they confirm the importance of the continued study of villains and villainy in order to understand the premises behind the representation of evil, its internal localized logic, its historical contingency, and its specific conditions.

Book excerpt: In the summer of 1978, rumors emerged from the underworld that huge sums of money had been paid to the City of London Police to water-down evidence and arrange bail in cases of armed robbery. Then it was suggested that Scotland Yards Flying Squad was also involved. The Home Secretary appointed the Dorset Police to investigate but it became clear to the criminals upon whom they relied to provide evidence that they were completely out of their depth. One line of inquiry after another became hopelessly compromised. While the investigation was known officially as Operation COUNTRYMAN, things were so bad that the team were variously nicknamed The Swedey and Malice in Blunderland.Despite a four year inquiry costing 4,000,000, eight Metropolitan police officers were acquitted and just two City of London officers were imprisoned. Operation COUNTRYMAN had little to do with that success; the convictions resulted from the fearlessness of a City of London policeman. The Author, a former Metropolitan police officer has used his knowledge and contacts to lift the lid on the shambolic COUNTRYMAN inquiry. He pulls no punches.

Book excerpt: In this book, After the Battle have explored entirely new ground to investigate 150 years of murder and present it through our ‘then and now’ theme of comparison photographs. Scene of crime plans and photographs from police files focus on a wide variety of murders committed between 1812, when a Prime Minister was shot in the House of Commons, to killings on the streets of London in the 1960s. Far too often it is the perpetrator who is remembered while their victims, many lying in unmarked graves, remain lost to history. So this book sets out to redress the balance by tracking down the last resting places, even going as far as to mark two wartime graves of taxi drivers killed by American servicemen. Homicide is not a subject for the faint-hearted and many of the photographs are distressing which is why the book is made available with that warning.
