A substantial body of equality legislation has been introduced over the last four decades, but the legislation has become complex and hard to understand. The Equality Bill will declutter and strengthen the law. The Bill will introduce a new Equality Duty on the public sector, replacing the three existing duties on race, disability and gender and extending to gender reassignment, age, sexual orientation and religion or belief. The Bill will contain powers to outlaw unjustifiable age discrimination, but there will be further consultation on the design of the legislation before the new legal protections are introduced. Transparency is essential to tackling discrimination, and public bodies will have to comply with the Equality Duty over gender pay, ethnic minority employment and disability employment. The Government will work with business to improve transparency in the private sector. The Bill will extend the scope of positive action so that employers can take account, when selecting between two equally qualified candidates, under-representation of disadvantaged groups. Permission to use women-only shortlists for parliamentary candidates will be extended to 2030. Non-legislative measures to increase the number of ethnic minority elected representatives in Parliament and local councils will be pursued. Finally the Bill will aim to strengthen enforcement. Tribunals will be allowed to make wider recommendations in discrimination cases, which will go beyond benefitting the individual taking the case so that there are benefits for the rest of the workforce of the employer found to have discriminated. A more comprehensive paper on the content of the Bill will be published shortly.

Book excerpt: Model Law on Access to Information for Africa and other regional instruments: Soft law and human rights in Africa Edited by Ololade Shyllon 2018 ISBN: 978-1-920538-87-3 Pages: 255 Print version: Available Electronic version: Free PDF available About the publication The adoption in 2013 of the Model Law on Access to Information for Africa by the African Commission on Human and Peoples’ Rights is an important landmark in the increasing elaboration of human rights-related soft law standards in Africa. Although non-binding, the Model Law significantly influenced the access to information landscape on the continent. Since the adoption of the Model Law, the Commission adopted several General Comments. The AU similarly adopted Model Laws such as the African Union Model Law on Internally Displaced Persons in Addressing Internal Displacement in Africa. This collection of essays inquires into the role and impact of soft law standards within the African human rights system and the AU generally. It assesses the extent to which these standards induced compliance, and identifies factors that contribute to generating such compliance. This book is a collection of papers presented at a conference organised by the Centre for Human Rights, University of Pretoria, with the financial support of the government of Norway, through the Royal Norwegian Embassy in Pretoria. Following the conference, the papers were reviewed and reworked. Book excerpt: The Government set out detailed policy proposals for changes to the Human Fertilisation and Embryology Act 1990 in its White Paper (Cm.6989, ISBN 9780101698924) published in December 2006. These proposed changes to the law and regulation relating to human reproductive technologies, following on from a public consultation exercise undertaken during 2005, sought to balance the competing claims of reproductive liberty and responsibility, patient safety, child welfare, professional autonomy and public accountability. The overarching aim is to achieve the common good through a system which is broadly acceptable to society, given the complex ethical issues involved, and which is effective given the pace of scientific developments. This present document contains the draft text of the proposed Human Tissue and Embryos Bill, published in order to enable pre-legislative scrutiny of the proposals by a Parliamentary Committee. It includes the text of the draft Bill, explanatory notes, a draft regulatory impact assessment and a version of how the Human Fertilisation and Embryology Act would look if amended by the draft Bill and the EU Tissue Directive. The proposals include the creation of the new single regulatory authority on the use of human tissue, cells and blood, to be called the Regulatory Authority for Tissue and Embryos (RATE), to replace the Human Fertilisation and Embryology Authority and the Human Tissue Authority.
