Book excerpt: NTSB accident data indicate that low-time, non-instrument rated general aviation pilots are disproportionately involved in fatal weather-related accidents. In view of the existing 200-hour experience requirement (FAR 61.65) for an instrument rating, some 150 hours of flight time must be accumulated between Private Pilot Certification and issuance of the rating. During this period there is a fairly high probability of encountering weather conditions that present task demands which exceed the capabilities of the pilot. Suggestions have been made to reduce the 200-hour requirement in the hope that earlier instrument training would be sought, thereby reducing these accidents. The study reported here examined the relationship of pilot experience to the acquisition of instrument flight skills. Seventy-nine Embry-Riddle Aeronautical University students were assigned to one of three experimental training groups in which a full program of private, instrument, and commercial pilot training was administered. Prior to taking their instrument checkrides, the groups had 113, 138, and 171 mean hours of flight time, respectively. Inflight performance was assessed objectively and subjectively. Non statistically significant differences were found among tracks in instrument flying skill. Results suggest that a reduction in the 200-hour experience requirement should be considered. Such a reduction would encourage earlier training of instrument skills and could reduce the weather-related accident rate for low-time private pilots. (Author).

Book excerpt: Because of the relatively high involvement of low-time noninstrument rated general aviation pilots in fatal weather-related accidents, a study was undertaken by the FAA through a contract with Embry-Riddle Aeronautical University (E-RAU) to determine the relationship between total flight time and the ability to acquire instrument flying skills. Specifically, the study examined the feasibility of reducing the present 200-hour experience requirement (FAR 61.65) for an instrument rating. The results of the study indicated that a reduction in the 200-hour requirement should be considered. The study reported here extended the findings of that study to a more heterogeneous population, aircraft of greater complexity, and a training program conducted in a noninstitutional setting. Thirty-five low-time pilots of diverse ages and occupations completed an instrument training program conducted at the FAA Technical Center. Cessna 172 and Mooney M20 aircraft were used in training. This report describes the results of the first phase of a two and one-half year study designed to study the impact on pilot performance of reductions in the rates at which student and private pilots fly. The major objective of the first phase of the study was to determine the impact of different rates of flying during private pilot training on the effectiveness and efficiency of instruction. The second phase of the study, which was still in progress when this report was written, will assess the impact of differenced in the rates of flying before and after certification on the retention of flight skills after certification. In general, it was found that different rates of flying during training had no significant influence on overall instructional effectiveness. The different rates did have a significant, practical impact on instructional efficiency. Students whose flying was spread out more (i.e., distributed) tended to fly fewer flight hours, particularly dual hours with their instructors, than students whose training was more concentrated. In response to questions on an opinion survey, students in the concentrated flying program indicated that they felt their training was more harried and that it distracted them more from their jobs. They were also less confident and less positive toward their flight training.

Book excerpt: The performance of test pilots and college student subjects in acquiring the skill to control the attitude of a simulated space vehicle was compared. The purpose of the comparison was to investigate transfer of training to this type of task as a function of prior pilot experience and determine the degree to which one may generalize from students to pilots. There was also a further breakdown of the student group into experimental subgroups to assess the effects of type of control/display relationship and the order of part training on the acquisition of the vehicular control task. The secondary comparisons within the student group were to determine optima training conditions to make the comparison with the pilots as equitable as possible. The conclusions based on the results of the study were (1) there appear to be more positive transfer effects than negative in transitioning from flying aircraft to a simulated inertial control task; (2) the degree to which generalizations can be made from students to pilots depends on the amount of training given the students provided an optimal control/display relationship is used; (3) previously untrained subjects can achieve skill levels comparable to pilots on this type of task, but it takes more trials for the nonpilot to do so; (4) order of part training does not appear to be an important variable in training on this type of task.
