Book excerpt: Traditional economic evaluations of major transport infrastructure investments focus on the direct costs and benefits arising from travel, including user time savings, operator cost savings, and reductions in externalities including air pollution, noise, and accidents. There is an emerging consensus that major transport investments may have significant impacts that are not well captured by this type of conventional cost-benefit analysis. In China, the World Bank transport team has supported both econometric studies and on-the-ground surveys that begin to identify and quantify these impacts in the context of China's emerging High Speed Rail (HSR) program. Based on this and other research, the Bank team has begun to pilot a methodology to evaluate wider economic development benefits for several HSR projects, and has found them to be significant - of the same order as, but additional to the direct transport benefits that are traditionally measured. Crucially, these benefits of larger and better connected markets accrue to businesses and individuals even when they themselves do not travel. This paper highlights this research and methodology and the policy implications related to maximizing these benefits in practice.

This paper investigates the economic effects of the opening of the only high-speed rail (HSR) line in northwest China which connects China's northwestern provinces along this Silk Road land route. We use a recently developed machine-learning extended nightlight data series from 2000 to 2019 and employ the ridge augmented synthetic control method (Ben-Michael et al., 2021) to assess the effects of the HSR line connection on economic activity along this Silk Road land route. We further propose an algorithm that helps automate the donor pool selection process while ensuring optimal pre-treatment fitness. Our results show that there are winners and losers from the opening of the Lanzhou-Urumqi HSR line. While there is some indication of the role that HSR can help play in making progress towards breaking through the Hu Huanyong Line, a geographical demarcation in China that is of vast economic significance, not all counties benefited from the opening of the HSR line.

Book excerpt: This study investigates the impact of high-speed rail investment on the economy and environment in China using a computable general equilibrium (CGE) model with a focus on the period 2002-2013. The analysis is implemented in a dynamic recursive framework capturing long-run capital accumulation and labor market equilibrium. A national level impact was simulated through direct impact drivers including land use conversion, output expansion, cost reduction, productivity increase, transport demand substitution and induced demand. The results suggest that rail investment in China over the past two decades has been a positive stimulus to both the economy and social welfare, while the effect on CO2 emissions generation has been large. Overall, the economic and welfare contributions of rail investment are achieved primarily through induced demand and output expansion, whereas the contribution from a reduction of rail transportation costs and rail productivity increases were modest. In addition, negligible negative impacts from land use for rail development and the substitution effect among other modes were found. Emissions reduction from substitution of rail for other modes was small and overwhelmed by output expansion due to lowered rail transport costs and induced demand.
