Available in PDF, EPUB and Kindle. Book excerpt: Using Evidence to Inform Policy is a unique examination of how evidence can be used to improve policymaking, especially in challenging economic times. There is a need for transparency in government and policy decisions. Research and evidence can help to provide this transparency, and Using Evidence to Inform Policy outlines how. However, the book also demonstrates the complexity of the relationship between evidence and policy, arguing that in most cases good policy cannot be determined by evidence alone. Using Evidence to Inform Policy demonstrates the breadth and value of the contribution that evidence can make to policy. It presents eleven studies drawn from recent Economic and Social Research Institute (ESRI) research projects, illustrating different aspects of the relationship between evidence and policy, and how these vary by policy area. Using examples, the book demonstrates how national and international research can be used to good effect in policymaking. The theme of how evidence can influence policy is examined with reference to Ireland and the international experience and in a wide range of areas, including the economy, public infrastructure, innovation, competition, the labour market, financial regulation, healthcare, housing, education, government spending, public services and earnings. Each chapter tackles a question that's relevant to policymaking now, for example, how to protect consumers of financial services; what is the public's perception of public services and their implications for public sector reform?; how to explain changes in earnings and labour costs during the recession; what is the evidence for providing economic security through competition and regulatory policy?; do active labour market policies activate?; how to boost innovation and productivity in enterprises. The book is relevant to all those taking courses in economics, sociology, political science, governance, social policy and Irish Studies at postgraduate and undergraduate level, as well as civil servants, politicians, policymakers, researchers and analysts in the public sector.

Available in PDF, EPUB and Kindle. Book excerpt: This timely analysis examines the complex state of youth unemployment across Europe and offers cogent policy suggestions for addressing this longstanding societal problem. The findings reveal numerous national and regional factors affecting youth joblessness—not only market and economic challenges, but also deep sociocultural and political dynamics underlying the situations. Coverage details how the standard transition from school to work is disrupted in an already depressed adult job market, and compares a wide range of responses in terms of both young people’s educational decision-making and national youth policy. In particular, contributors assess whether the current crop of Youth Guarantee programs can/should be a model for employment policy across the continent. Among the topics covered: Youth labour market prospects and recent policy developments. Youth labour market in Central and Eastern Europe. Early school dropout in Spain: evolution during the Great Recession. Overeducation among European university graduates: a constraint or a choice? Promoting youth employment in Europe: evidence-based policy lessons. The evaluation of a Finnish youth guarantee: lessons for Europe? European Youth Labour Markets is of interest to an international audience of economists, sociologists, and leaders in governmental, non-profit, and corporate sectors through its broad and comparative macroeconomic focus and implications for policymaking, research, resource allocation, and policy evaluation.

Book excerpt: Unemployment insurance (UI) sanctions in the form of benefit reductions are intended to set disincentives for UI recipients to stay unemployed. Empirical evidence about the effects of UI sanctions in Germany is sparse. Using administrative data we investigate the effects of sanctions on the reemployment probability in West Germany for individuals who entered UI receipt between April 2000 and March 2001. By applying a matching approach that takes timing of events into account, we identify the ex post effect of UI sanctions. As a robustness check a difference-in-differences matching estimator is applied. The results indicate positive effects on the employment probability in regular employment for both women and men.

Available in PDF, EPUB and Kindle. Book excerpt: This Selected Issues paper for Denmark shows that a demographic shift will have several impacts on the economy. The decline in the relative size of the labor force will result in relatively fewer goods produced. This effect will be particularly strong, because a large portion of the current baby-boomers are in their peak earning years, and their retirement will have a dramatic effect on productivity and on overall production. Demark has imposed a restrictive policy requiring that immigrants prove they have a job that meets wage and working condition standards before getting a work permit.

Policymakers have responded to this behaviour by setting minimum job search requirements, by monitoring to check that unemployment benefit recipients are engaged in the appropriate level of job search activity, and by imposing sanctions for infractions. Empirical studies consistently show that job search monitoring and benefit sanctions reduce unemployment duration and increase job entry in the short term. There is some evidence that longer-term effects of benefit sanctions may be negative.

Book excerpt: Welfare conditionality has become an idea of global significance in recent years. A ‘hot topic’ in North America, Australia, and across Europe, it has been linked to austerity politics, and the rise of foodbanks and destitution. In the Global South, where publicly funded welfare protection systems are often absent, conditional approaches have become a key tool employed by organisations pursuing human development goals. The essence of welfare conditionality lies in requirements for people to behave in prescribed ways in order to access cash benefits or other welfare support. These conditions are typically enforced through benefit ‘sanctions’ of various kinds, reflecting a new vision of ‘welfare’, focused more on promoting ‘pro-social’ behaviour than on protecting people against classic ‘social risks’ like unemployment. This new book in Routledge’s Key Ideas series charts the rise of behavioural conditionality in welfare systems across the globe, its appeal to politicians of Right and Left, and its application to a growing range of social problems. Crucially it explores why, in the context of widespread use of conditional approaches as well as apparently strong public support, both the efficacy and the ethics of welfare conditionality remain so controversial. As such, Welfare Conditionality is essential reading for students, researchers, and commentators in social and public policy, as well as those designing and implementing welfare policies.

This study provides novel insight on this important policy issue by discussing the role of the European Commission's Employment Strategy, reviewing the experiences made in European states, and giving the first ever quantitative assessment of the existing cross-country evidence.
