Book excerpt: The primary purpose of this research study was to determine if initial professional military education has any effect on personal values. More specifically, it was to determine if attendance at Squadron Officer School changes the personal values of junior Air Force officers to make them more congruent with the personal values of successful Air Force officers (students at Air War College). Two widely used instruments were used to obtain the data, the Allport, Vernon and Lindzey Study of Values, and the Rokeach Value Survey. Multivariate analyses of variance (MANOVAs) and one-way analyses of variance (ANOVAs) were used to analyze the data. The conclusions were that junior Air Force officers' personal values were in fact different from the personal values of successful Air Force officers, and attendance at Squadron Officer School changes the personal values of junior officers to make them more congruent with the personal values of successful officers. Book excerpt: This study is based on an examination of professional military education (PME) for United States Air Force officers that was conducted in 1988 at the Airpower Research Institutes (ARI), Air University Center for Aerospace Doctrine, Research, and Education (AUCADRE), Maxwell AFT, Alabama. The original study researched the history and evolution of the Air Force's PME systems, assessed the current status of Air Force PME, and compared the PME systems of the other US military services to that of the Air Force. This extract, however, restricts itself to the history of Air Force PME between 1946 and 1987. Originally, seven ARI officers, including the editors of this study, worked on the project. Collectively, they examined more than 345 documents, - letters, regulations, manual, studies, reports, catalogs, and histories - in an effort to fully understand the criticisms made of Air Force PME throughout its history. The capstone of Air Force PME is Air University (AU), located at Maxwell Air Force Base. AU consists of three schools: Squadron Officer School, Air Command Staff College, and Air War College. During the more than 40 years examined here, PME became thoroughly institutionalized. Further, the quality of professional education offered by AU was constantly assessed and reassessed. External observers (those outside the Air Force) and internal observers (both military and civilian, assigned from within the Air Force) regularly examined the qualifications and teaching methods of the schools' faculty, as well as the schools' curricula. Throughout this period, PME's purpose was the subject of ongoing discussion: whether it should provide broad or specialized instruction and whether it should address only military issues or include political and related topics. These questions remain unanswered because the Air Force has never effectively defined what it wanted its officers to know or to be. Although the assessments described in this book are not exhaustive, they are representative of both internal and external commentary over the entire four-decade period. Internal criticism is especially difficult to assess since it is often only implicit in recommendations for changes made by the various groups that conducted studies of PME. In addition, internal Air Force reviews of AU and the schools tended to become less critical as the schools became institutionalized, thus making an objective assessment even more difficult. On the other hand, external criticisms - particularly those from non-Department of Defense observers - were prone to find fault with PME. These evaluations were more likely to be explicitly critical, often bluntly so, and they too were perhaps not wholly objective. This study seeks a balance between the two types of criticisms and attempts to determine how they complement each other.

Book excerpt: "The United States military is increasingly separated from and views itself as superior to American civil society. Continuous deployments to seemingly endless conflicts that seldom result in victory and no longer command public attention, fewer, isolated bases in remote locations, the end of the draft and a large percentage of recruits from military families, and inservice indoctrination all have the potential to exacerbate these feelings of alienation and superiority which threaten the best interests of the military and American society. This paper explores Air and Space Force officer perceptions of differences in values between the military and American society. It analyzes data gathered between 26 February and 12 March 2021 via a voluntary 24-question survey completed by 457 students attending one of five professional military education courses at Maxwell AFB, Alabama: Officer Training School (OTS), Squadron Officer School (SOS), Air Command and Staff College (ACSC), the School of Advanced Air and Space Studies (SAASS), and Air War College (AWC). These schools span the first twenty years of junior and mid-level officers’ careers. The survey results show that Air and Space Force officers perceive a stark difference between the values held by themselves and other military officers, and those held by the American public. Respondents indicated their belief that American society would benefit from greater adoption of military values, identified as discipline, loyalty, selflessness, honesty, and industriousness, but that civilian values, identified as materialism, creativity, and corruption, should not be adopted by the military. Furthermore, the results indicated that respondents believe military values are trending slightly positively while civilian values are trending negatively. These results were relatively consistent across the five schools and amongst Air and Space Force officers, joint and international officers, and US government civilians attending the five schools. The survey also collected some interesting demographic data, including the facts that 50 percent of Air and Space Force respondents had a nuclear family member with a history of service and 85.5 percent had an extended family member (cousin, uncle/aunt, grandparent) who had served or is serving in the military. It also uncovered a pattern of slight social segregation, with military members associating more with other military members than civilians. Together, these perceptions have the potential to further widen the existing gap between the United States’ military and civilian cultures. These results for Air and Space force officers largely conform with previous studies of the broader American military and describe an armed force that is alienated and separated from society which poses risks for both the effectiveness of the military and the security of American democracy. Creating more avenues for Americans to serve the nation and each other, efforts to broaden the communities from which military recruits are drawn, greater and earlier education of junior officers about perceptions of values and the civil-military gap, and a focus on the reasons why military members serve rather than on their uniqueness and sacrifice, may help reduce the gap between the American military and the society it serves."--Abstract.

Book excerpt: This dissertation examines the development of the professional military studies curriculum at the United States Air Force Academy. The study explores the rationale behind establishing an Air Force Academy, along the lines similar to the U.S. Military Academy at West Point or the U.S. Naval Academy at Annapolis. The quest for an additional academy emphasized the need for specialized training of air force cadets and creating a common bond for its future officer corps, rather than recognizing the necessity to equip them with a professional military education regarding warfare and how air power influences war, for example. This trend continued in the two main studies used to justify the Air Force Academy, as well as the development of the initial curriculum, where an integrated academic curriculum, one that emphasized both the sciences and engineering as well as the social sciences and humanities, placed any discussion of professional military studies on the back burner. The challenge of the Academy's general academic curriculum on the cadet's time left little room for the development of a strong, rigorous professional military studies program. However, the confluence of a cheating scandal at West Point and the resulting report, as well as a reflection during the 25th anniversary of the Academy's founding in 1979, which developed questions on the professional military studies program within the curriculum, led to the establishment of a Permanent Professor within the Deputy Commandant for Military Instruction, and resulted in drastic changes to the curriculum for the cadets, specifically involving professional military studies. Today, the United States Air Force Academy has a Department of Military and Strategic Studies under the overall authority of the Dean of Faculty. This department has as its charter the role to provide "the study of the context, theory, and application of military power"--With special emphasis on the role of airpower to the art and science of war. The document that helps define the duty of the department also states that this necessary study for officer candidates constitutes "the essence of a military academy education" and, most certainly, the central core of a professional military studies program

Recent, well-publicized cases of core value failures among USAF officers suggest a crisis in character that threatens leadership effectiveness in the Air Force. To solve this core value deficiency among USAF officers, the Air Force needs to increase its focus on core values in its officer accession schools and professional military education programs. While current USAF initiatives to address the character problem are steps in the right direction, more needs to be done. The Air Force should create a Center for Core Value Development with a charter to build a core values architecture that directs an integrated training and education program across the spectrum of the Air Force. This initiative would offer the best hope for effective officer leadership in the next century.
