All the above have therefore resulted into staff failing to fill appraisal forms or when filled they fail to submit them to the Ministry of Education to use the appraisal results for staff promotion, job improvement and counselling sessions to improve staff competence.

There is a concern on how employees are rewarded by the way of promotion in the MOESVTEE in Kabwe District. Some teachers complain that, underserving teachers are those that get promoted at the expense of other hardworking teachers. The research used teacher’s effort, ability, role perception and performance as independent variables with promotion as the dependent variable. A cross sectional survey, structured questionnaire, simple random sampling was used to collect the data and multiple regression was used to analyze the data using mega start. Data was collected from 123 head-teachers, deputy-teachers and teachers using a questionnaire survey. Data was analyzed into two stages firstly it was checked for validity, reliability, identification outliners and normality of the data. Secondly multiple regression was conducted to test the hypotheses. Results from the survey indicate that, the Performance Appraisal system for teachers in Kabwe District is not effective. However, promotion practices were found to influence performance of teachers in the District. Teachers in the District have a negative perception on how promotions are carried out.

Abstract: The purpose of this dissertation is to provide an overview of teachers' expectations of teachers' performance appraisal (TPA) in Hong Kong secondary schools. Due to the implementation of School-based Management in 2000, all schools in Hong Kong were advised to implement TPA for long-term advancement and development. In other words, TPA seems to be a crucial practice for schools in Hong Kong nowadays. In this research, two secondary schools with different school cultures are the main focus to study. 85 teachers in these two schools were invited to provide their views by means of questionnaire. Besides, seven interviewees were selected to provide further details about their thoughts concerning TPA. Two of them are Principals of the two schools, one of them is the Assistant Principal, one is the Senior Graduate Master, one is Senior Assistant Master and the remaining two are Graduate Mistress and Graduate Master. In this research, respondents were asked to express their opinions towards four areas, namely, the purposes of TPA, the design of TPA, the relationship between appraisers and TPA, and the follow-up work of TPA. From the research findings, it is found that the main purposes of TPA, according to the respondents, are related to helping teachers improve their teaching and for accountability. For the design of TPA, most respondents are satisfied with the present design of TPA in their schools and it is carried out in a fair and objective way. Concerning the relationship between appraisers and TPA, the respondents think that the appraisers are professional enough for making the whole process reasonable and objective. When asking about the follow-up of TPA, most respondents reply that they do treasure the TPA results for the sake of making further improvement at work. It is hoped that after conducting this research, light could be shed on how the different school cultures influence the thoughts of staff towards TPA and also, the effectiveness of TPA. All rights not granted by the above license are retained by the author. Abstract: ABSTRACT School Based Management (SBM) presents the guidelines for the structuring of Hong Kong aided schools. Teacher appraisal is one of the required features under SBM for enhancing teachers' development and students' learning. Teacher appraisal of accountability model is a traditionally dominated practice in Hong Kong. Different researchers have advocated teacher appraisal of development model in recent years. This study examines the effectiveness of developmental teacher appraisal, with a case in a Hong Kong aided school. With the help of teacher survey, teacher interviews, school principal's interviews and the observation of the writer, the exploration of effectiveness of developmental teacher appraisal is categorised into four levels. Teachers' perception towards developmental teacher appraisal is the first level of investigation. The function of developmental teacher appraisal for identification of teachers' strengths and weakness is the second level of investigation. The influence of developmental teacher appraisal on teachers' attitude and behaviour is the third level of examination. The eventual effect of developmental teacher appraisal to teaching performance and students' learning outcome is the fourth ilevel of examination of the study. In addition to the scrutiny of effectiveness of developmental teacher appraisal at different levels, the opinions of teachers in comparing the relative effectiveness of teacher appraisal of developmental model and accountability model is analysed. The findings show that developmental teacher appraisal can get high degree of acceptance of teachers with their extensive participation in preparation process. By the help of appropriate evaluation tools, such as self-assessment, peer-review and students' questionnaires, developmental teacher appraisal can effectively assist the majority of teachers to identify their strong and weak points and also influence their attitude and behaviour to a certain extent. However, the function of developmental teacher appraisal on enhancing teaching performance and students' learning outcome is less significant, due to a variety of practical problems. Book excerpt: The aim of this study was to determine if there were gender differences in the performance of Chemistry practical skills among senior six girls and boys in selected mixed secondary schools in Kampala District from February to March 2004. The study participants were drawn from five mixed secondary schools in the district. A total of fifty students participated, half of them girls and the other half boys. A cross sectional descriptive research design was used involving both quantitative and qualitative research strategies. The instruments of data collection were a Chemistry practical test (Quantitative analysis), student questionnaires and in-depth interviews. Questionnaires were filled out by all students and forty randomly selected students were interviewed by the researcher. The following were the findings: 1. There were no statistical significant differences between girls and boys in their ability to manipulate the apparatus/equipment, take observation, report/record results correctly, and compute/interpret/analyze results during the Chemistry practical. 2. Both female and male students perceived interpreting/analyzing results to be the most difficult skill to perform, whereas manipulation of apparatus/equipment was perceived to be the easy skill to perform during Chemistry practical by both gender. 3. Girls had a poor self-confidence in their ability to perform Chemistry practical, as most of them (90%) believed that boys are better than them. Although girls performed slightly better than boys overall, the skills in which boys performed slightly better than girls in recording/reporting results correctly, and computing/interpreting/analyzing results, contributed a higher percentage in the assessment of Chemistry practical examinations by the UNEB examiners. Hence, it may be the reason why boys perform better than girls in UNEB Chemistry practical examinations, and in 'A' Level Chemistry examinations generally. The recommendations were that Chemistry teachers in 'O' Level should make sure that students are taught mole concept, volumetric analysis and Ionic Chemistry, and balancing equations early enough so that both girls and boys are able to compute/interpret/analyze results. Also, further research should be done on gender and Chemistry practical skill performance, considering qualitative analysis practical for both 'O' and 'A' Level, so that more knowledge is gained about the effect of gender on performance of Chemistry practical skills.
