Book excerpt: The suspected impact of climate change on natural hazards, as identified by the Inter-governmental Panel for Climate Change, is expected to lead to a world where natural disasters are more frequent and severe in nature. This thesis investigates how climate change, in particular its effect on natural disasters, will impact the Department of Defense (DoD) mission to support stability worldwide through military Foreign Disaster Relief (FDR). To do that, it examines the question, why does the United States government (USG) authorize military FDR operations? The thesis develops 12 hypotheses pertaining to political and apolitical motivations and assesses them by conducting a qualitative comparative analysis of 12 recent hydrometeorological disasters. The findings of this research suggest, first, that military FDR operations are conducted to maintain stability of nations, regions, and the world order. Second, they suggest the USG is less likely to authorize military FDR in a consistent method due to the number of factors it takes into consideration. Lastly, the USG's decision to authorize military FDR operations is not constrained by resources-such as equipment or the federal budget. In terms of climate change, increases in the frequency and severity of natural disasters is likely not to have a significant impact on military FDR operations. The Asia-Pacific region is of particular importance to the United States because it bears the brunt of more than half of the world's natural disasters and is home to numerous key U.S. allies. In an effort to improve the effectiveness of HA/DR operations in the future, this report analyzes recent operations in Burma, Indonesia, Pakistan, and Japan, and identifies lessons that have emerged in the areas of (1) interagency coordination, (2) communication with the affected country, (3) coordination with other state and non-state actors, (4) prospects for U.S. security cooperation and building partner capacity for HA/DR, and (5) prospects for the increased involvement of regional organizations in HA/DR. This report also identifies complementary capabilities and comparative advantages that exist around the region, presents options for leveraging these capabilities to deal with future disasters, and assesses various crisis management mechanisms involving allies and partners that can be applied to other contingencies.

A joint effort by the Institute for Foreign Policy Analysis (IFPA) and the Osaka School of International Public Policy (OSIPP), the In Times of Crisis project involved practitioners and policymakers from both countries, the United Nations, and NGOs who participated in interviews and bilateral workshops. Case studies such as the 2004 Indian Ocean tsunami and the 2005 Pakistan earthquake were examined. This book not only explains the team’s findings, but also identifies ways to improve the allies’ ability to effectively pool civilian and military resources and to respond together in support of host nations and international relief agencies to speed recovery in times of crisis.

The U.S. Military's ability to rapidly respond to disasters enhances regional and global security and stability. Foreign Humanitarian Assistance and Disaster Relief (FHA/DR), increasingly a mission that relies on a significant military component, focuses on the provision of goods and services such as health care, supplies necessary for survival, and infrastructure repair, with the goal of reducing the immediate human suffering. The disaster in this project's scenario is catastrophic flooding that occurs in one of Africa's most populated and wealthiest countries that threatens the stability and development of West Africa. This project, employing a systems engineering methodology, focuses on the 60 days after the disaster and the requirements to provide this assistance in the form of goods and services. Many system-of-systems architectures were developed to investigate the effectiveness of utilizing a Seabase for the primary delivery of aid. Two simulation tools, SimKit, and STELLA, were used to model and examine these architectures with the former addressing the delivery and throughput concerns while the latter focused on the satisfaction of the population and the limitation of criminal activity. Based on the results of modeling, the team provided recommendations relative to the most effective architectures in influencing the population of this coastal area as well as accomplishing the FHA/DR mission.

Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.
