Unlike other books on the topic, it is comparative, examining American developments alongside parallel histories of race policy in Great Britain and France. Focusing on on two key policy areas, welfare and employment, the book asks why America has had such uneven success at incorporating African Americans and other minorities into the full benefits of citizenship. Robert Lieberman explores the historical roots of racial incorporation in these policy areas over the course of the twentieth century and explains both the relative success of antidiscrimination policy and the failure of the American welfare state to address racial inequality. He chronicles the rise and resilience of affirmative action, including commentary on the recent University of Michigan affirmative action cases decided by the Supreme Court. He also shows how nominally color-blind policies can have racially biased effects, and challenges the common wisdom that color-blind policies are morally and politically superior and that race-conscious policies are merely second best. Shaping Race Policy has two innovative features that distinguish it from other works in the area. First, it is comparative, examining American developments alongside parallel histories of race policy in Great Britain and France. Second, its argument merges ideas and institutions, which are usually considered separate and competing factors, into a comprehensive and integrated explanatory approach. Book excerpt: Britain has become increasingly diverse over the last fifty years and she has been fortunate to attract relatively highly educated immigrants with democratic values and positive perceptions of the British political system. But Britain's ethnic minorities have suffered prejudice, harassment and discrimination, while politicians increasingly argue that they have failed to integrate adequately into British society and accuse them of leading separate lives. In this book we set out to explore the extent and nature of the political rather than the economic integration of Britain's growing ethnic minority population. We consider what ethnic minorities in Britain think about and how they engage in British politics. This includes political knowledge and interest, political values and policy preferences, perceptions of parties, preferences for parties, what parties offer ethnic minorities, electoral registration, turnout and vote choice, other forms of political participation (such as signing petitions and demonstrations) and trust in political institutions and satisfaction with the democratic system. The book considers the ways in which ethnic minorities resemble or differ from the white British population, and differences between different minority groups. The analysis is based on the largest and broadest academic survey ever of the political attitudes and behaviour of Britain's main ethnic minority groups, the 2010 Ethnic Minority British Election Study, in conjunction with the nationally representative British Election Study and other surveys. The findings are based on complex statistical regression models but they are presented and interpreted for more general readers. To what extent does discrimination at work and social exclusion alienate ethnic minorities from the political process? Are those minorities who associate more with those from their own ethnic group less engaged politically? Are those who were born in Britain better integrated than immigrants? This study addresses these and related questions. Despite there being many reasons for minorities to disassociate themselves from British politics they engage in positive and constructive ways. But there are important differences between the nature of white British and ethnic minority political engagement and between different minority groups, and especially between immigrants and their descendants. As a result politicians and political parties should not take the political support of ethnic minorities for granted.

Book excerpt: There is a significant gap between the employment rates of the ethnic minority and general populations - currently 14.2 percentage points. This gap costs the economy some £8.6 billion annually. During the last ten years there has been a slow but steady reduction of 2.8 percentage points in the gap. The Department for Work and Pensions (the Department) is responsible for helping people into employment, largely through a range of services provided by Jobcentre Plus offices across the country. It has a Public Service Agreement target to reduce significantly the ethnic minority employment gap over the three years to spring 2008. The Department is on course to meet this target. There have been a number of projects and programmes specifically targeted at ethnic minorities - ethnic minority outreach, ethnic minority flexible fund, specialist employment advisers, fair cities, partners outreach for ethnic minorities - as well as those aimed at the wider disadvantaged community, including the deprived areas fund and the city strategy. The NAO has not assessed the strategy in purely value for money terms, as there are wider benefits and social justice associated with success in this area. The Department has made progress, but the NAO believes greater continuity would have achieved more. A recent move away from a direct focus on ethnic minorities towards wider disadvantaged groups carries the risk that ethic minorities will not get the help that they need to gain employment.
