Book excerpt: The utility and effectiveness of simulation-based training of air combat skill has been supported by a long research history. However, despite this success, there has been much debate on the effectiveness of gradesheets that have been used as the primary measure of air combat skill. This study assessed the effectiveness of a Gradesheet that has been used to measure air combat team performance in Distributed Mission Operations (DMO). It was hypothesized that the DMO Gradesheet is an effective measure of air combat team performance, and is therefore sensitive to differences in team performance over time during training, among performance indicators, and across team experience levels. Between August 2000 and December 2001, 32 teams of F-16 pilots from various U.S. Air Force operational units participated in a week of structured DMO training. Training consisted of teams flying four networked high-fidelity F-16 simulators in scenarios against multiple constructed threats. On all scenarios of the training syllabus, air combat Subject Matter Experts (SMEs) graded the performance of the teams on 40 indicators that make constitute the DMO Gradesheet. Analyses of the data found that aggregate mean graded team performance increased over a week of DMO training. However, for all indicators, mean graded performance increased linearly and at approximately the same rate, suggesting that the Gradesheet captured only a single component of air combat performance. Furthermore, team experience did not moderate change in graded performance over missions as expected, undermining the claim that the Gradesheet measured even general performance. Results suggest that the DMO Gradesheet as used in the current study lacked the sensitivity, validity, and reliability desired in a measure of air combat performance. Future directions in the development of subjective and objective measures of air combat performance are discussed. (8 tables, 21 figures, 24 refs.).

Book excerpt: The current work reports only the objective data from AFRL-HE-AZ-TR-2006-0015, Volume I, Distributed Mission Operations Within-Simulator Training Effectiveness: Summary Report, but here we expand the reporting of objective data both in depth and breadth. We examined F-16 pilots participating in week-long Distributed Mission Operation (DMO) training exercises and compared extensive computer-collected data between beginning-of-week and end-of-week pilot performance on mirror-image scenarios. The DMO research environment in Mesa, AZ consisted of four high-fidelity F-16 simulators and one high-fidelity Airborne Warning and Control System simulator. Participating F-16 teams flew over 40 total scenarios according to a five-day syllabus, book-ended on Monday and Friday by mirror-image point defense air combat benchmark scenarios. Seven mission outcome measures were found to be significantly better on Friday than Monday: A 58.33% decrease in enemy strikers reaching their target, 38.10% greater distance from the base the F-16s disposed of the strikers, 54.77% fewer F-16 mortalities, 75.26% more enemy striker kills (before reaching base), 6.82% higher proportion of Viper Advanced Medium Range Air-to-Air Missile (AMRAAM) shots resulting in a kill, 51.60% lower proportion of enemy Alamo missile shots resulting in a kill, and a highly impressive 314.21% increase in an overall summary scoring scheme developed by subject matter experts. Significant trends were also found for a number of other metrics assessing skills. Of all the measures investigated in the current work, not a single offensive/defensive trade-off was observed, which significantly strengthens our conclusion that significant within-simulator learning took place.

Book excerpt: The U.S. Air Force Research Laboratory and Air Combat Command have pioneered the development of a new approach to defining warfighter training and rehearsal requirements based on the identification of a set of Mission Essential Competencies (MECs). MECs are defined as the higher order individual, team, and inter-team competencies that a fully prepared pilot, crew, or flight requires for successful mission completion under adverse conditions in a non-permissive environment. Targeting specific training objectives using these broad competency definitions is difficult; therefore, the MEC process also involves the identification of Supporting Competencies and more specific Knowledge and Skills. Research at the Air Force Research Laboratory has developed methods that permit quantitative links to be established between the MECs and specific Knowledge and Skills. These links are a critical step in the definition of mission performance requirements and serve as the drivers for the specification of training objectives and the design of scenarios for distributed training. This report describes the development of these links and will detail how the links have been used to define scenarios and syllabi. In addition, the paper will present data on pilot proficiency improvement resulting from the implementation of competency-focused scenarios and syllabi. Implications for future application of the quantitative links as a means of pinpointing proficiency gaps and performance shortfalls also are discussed.

Book excerpt: The Air Force Research Laboratory (AFRL) in Mesa, AZ, has an ongoing program of research on training in a 4-ship F-16 Distributed Mission Training (DMT) system. A team of four pilots comes to the laboratory for a week-long training exercise and fly together as a 4-ship team on several missions designed to provide exposure to a range of combat scenarios. Missions involve briefing and debriefing sessions in addition to simulator time. Several projects are underway to assess the training effectiveness and compare different training methods. Pilots rated the relatedness of all pairs of 21 concepts from the domain of air-to-air engagements both before and after training. Measures of the internal consistency (Coherence) of the ratings and Pathfinder networks were derived from the ratings. Data from a group of the most experienced pilots (experts) provided a point of reference for the less-experienced pilots. There was significant correlation between experience level and similarity to the expert reference group at the beginning of the week supporting the general validity of the measurement methods. There was a significant negative correlation between experience level and change in similarity to experts from pre- to post training ratings. There was a significant difference in mean Coherence between the experts and novices at the beginning of the week but not at the end of the week. These measurement methods appear to provide a basis for evaluating conceptual change. These assessment methods should prove to be a useful adjunct to performance-based methods of assessing training.

An objective is to identify the characteristics of effective, mission-ready aircrews to improve training procedures and technologies. Initial focus is on MC-130P aircrew performance during Annual Refresher Training, but the principles underlying effective combat teams should apply to other weapon systems. The report begins by tracing the evolution of team training from its roots in cockpit resource management(CRM) to its subsequent incorporation into combat mission training(CMT) by all three military services. A measurement model is then presented that links cordination process to team performance and mission outcome. The model assumes that team coordination: is necessary for mission success, is a multidimensional property of the team; and emerges over time in response programmed training events. Then the report discusses the methodological requirements for conducting CMT-based team performance research, including hypotheses to be tested, the basic experimental design, data collection instruments, key issues, and a multistep strategy for data analysis. We conclude by discussing anticipated research and development impacts, including portable mission readiness assessment tools, improved mission scenarios and candidate training improvement interventions.

Research gains have been made that demonstrate advanced training assessment and diagnosis, however, there remains a need for research and development of automated capabilities for assessing team performance, diagnosing root causes of team failure, and debriefing the results across distributed platforms in exercises. A major thrust of this research needs to be the development of measurement technologies for distributed team training that advances the efficiency and speed of delivery to the war fighter in training. In this paper we draw from the recent research on adaptive team architectures for command and control, team decision-making and training, and examples of team measurement tools to derive assessment requirements that support the instructional processes required for distributed team training debrief and after action review.

A vast body of literature exists that deals with aircrew coordination, a subset of which addresses combat mission training. While it is commonly assumed that effective aircrew coordination leads to improved mission performance, surprisingly few studies have demonstrated an empirical link between them using tactically realistic combat scenarios. We present a conceptual model of team performance measurement in which aircrew coordination, team performance, mission performance and their interrelationships are operationally defined. The model builds on the seminal study conducted by the Air Force in 1989 and provides a useful framework for interpreting crew resource management research from other laboratories. Validation of the model has begun with Air Force Special Operations Command (AFSOC) MC-130P aircrews and preliminary data are provided that support key elements of the model.
