Book excerpt: This thesis estimates multivariate models to analyze the determinants of retention to ten years of commissioned service and retention until retirement eligibility of Marine Corps officers by commissioning program. Using data from the Marine Corps Commissioned Officer Accession Career file (MCCOAC), logistic regression models are specified to predict Marine Corps Officer retention behavior. The models specify retention as a function of commissioning program, The Basic School (TB S) graduation rank, General Classification Test (GCT) score, ethnicity, marital status and Military Occupational Specialty (MO S). The findings reveal that those officers commissioned through the MECEP program were 55 percent more likely to stay in until their tenth year of service than officers commissioned via the United States Naval Academy. It was also found that there were no significant differences between commissioning programs in explaining retention to-retirement behavior. Based on the results of the analysis, it is recommended that increasing the number of MECEP candidates may reduce officer attrition and increase the Marine Corps' return on investment in its commissioning programs.

Book excerpt: The purpose of this thesis is to identify and evaluate factors that affect career development of U.S. Marine Corps officers. The analysis includes evaluation of fitness reports, performance at The Basic School (TBS), retention, and promotion to 0-4 and 0-5 ranks. The primary goal is to explain the effect of officer commissioning programs on officers' careers. The personnel database used for the analysis includes more than 28,000 Marines who entered between FY 1980 and 1999. The performance models assume that commissioning programs that provide longer and more intensive pre-commissioning acculturation, or that credit enlisted service experience, will be associated with better performance Performance models are specified and estimated for TBS class rank, retention to 10 years of service, promotion to 0-4 and 0-5, and for a Performance Index (PI) derived from fitness report marks.

Available in PDF, EPUB and Kindle. Book excerpt: This thesis analyzed factors which influenced the retention of male, junior Marine Corps officers who were serving within their initial period of obligated service. A broad social science approach combining organizational and individual behavioral factors was used to model the turnover decision. A multivariate logistic regression model was estimated using these factors to determine their relative importance in explaining differences in the actual retention behavior of these officers. Subsequent models were then estimated to identify and explain differences in the factors affecting the retention between married and single personnel. Data for this study were drawn from a matched file of responses to the 1992 Department of Defense Survey of Officers and Enlisted Personnel and Their Spouses with 1996 follow-up retention information from the Defense Manpower Data Center's Master Loss File. The factors found to influence significantly the sample members' decisions to remain on active duty included: commissioning source; occupational specialty; deployment to Operation Desert Shield/Storm; satisfaction with various intrinsic aspects of life in the Marine Corps; concerns with the force drawdown; whether or not the officer had searched for civilian employment in the last twelve months; whether or not the officer believed that the skills he had acquired in the Marine Corps would be transferable to the civilian market; and the influence on the career decision of the officer's spouse. Finally, recommendations regarding future policy as well as areas for further related research were made.

Book excerpt: In 1998, the U.S. Army became the only service to shift its senior enlistment force from a fixed enlistment contract system to indefinite reenlistment, which eliminated the reenlistment requirement in the latter half of a noncommissioned officer's career and placed them on the same indefinite service contract as officers. This study considers the utility of this program and potential applicability to the other service branches.

Introduction The Backbone of the Armed Forces To be a member of the United States Armed Forces--to wear the uniform of the Nation and the stripes, chevrons, or anchors of the military Services--is to continue a legacy of service, honor, and patriotism that transcends generations. Answering the call to serve is to join the long line of selfless patriots who make up the Profession of Arms. This profession does not belong solely to the United States. It stretches across borders and time to encompass a culture of service, expertise, and, in most cases, patriotism. Today, the Nation's young men and women voluntarily take an oath to support and defend the Constitution of the United States and fall into formation with other proud and determined individuals who have answered the call to defend freedom. This splendid legacy, forged in crisis and enriched during times of peace, is deeply rooted in a time-tested warrior ethos. It is inspired by the notion of contributing to something larger, deeper, and more profound than one's own self. Available in PDF, EPUB and Kindle. Book excerpt: Over the last 3 decades, dramatic labor market changes and well-intentioned but uninformed policies have created significant officer talent flight. Poor retention engenders substantial risk for the Army as it directly affects accessions, development, and employment of talent. The Army cannot make thoughtful policy decisions if its officer talent pipeline continues to leak at current rates. Since the Army cannot insulate itself from labor market forces as it tries to retain talent, the retention component of its officer strategy must rest upon sound market principles. It must be continuously resourced, executed, measured, and adjusted across time and budget cycles. Absent these steps, systemic policy, and decisionmaking failures will continue to confound Army efforts to create a talent-focused officer corps strategy.

It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.
