Formal land registration and certification supported by good government policy enhances the sense of belongingness on the land holders. It reduces land related disputes, provides the government with the system to collect tax from the land. Furthermore it helps to facilitate the credit services to the farmers to be highly productive and be engaged in additional developmental activities. However, land tenure insecurity is a major problem of land administration system of the study area. During the derge regime farmers land holding was taken by kebele administrative bodies for their individual interests and land was taken from the farmers for settlement program of the government without any compensation made for the investment made by the farmers on their landholdings..The other problem is that a woman has no right to get land from their families through inheritance, divorce or by gift. Women who want to involve in agricultural activities have no right to get land from the government authorities.The total HH number of the two kebeles is 1734 and from the total HH only 7% of HH selected as survey respondents.

This led to the Land Use Act (LUA) of 1978. As a remedial measure to the perceived inadequacy of the traditional tenure system, the act nationalized the control of all land, empowering state governors and local governments with administration and manage-ment of land.1 The act conferred on state governors the custodian right to provide use rights (i.e., the ‘right of occupancy’) for land users in their state, dissolving any possessory (freehold) rights to land which were granted by the customary system.

Using household- and plot-level data from Ghana, this study analyzes the main factors associated with farmers’ perceived tenure security. Individually, farmers perceive greater tenure security on plots acquired via purchase or inheritance than on land allocated by traditional authorities. Collectively, however, perceived tenure security lessens in communities with more active land markets and economic vibrancy. Migrant households and women in polygamous households feel less secure about their tenure, while farmers with political connections are more confident about their tenure security.

Book excerpt: security effects (investment effects) and through more efficient input use due to enhanced tradability of the land (factor intensity effect), empirical studies on the size and magnitude of these effects are very scarce. Taking advantage of a unique quasi-experimental survey design, this study analyzes the productivity impacts of the Ethiopian land certification program by identifying how the investment effects (technological gains) would measure up against the benefits from any improvements in input use intensity (technical efficiency). For this purpose, we adopted a data envelopment analysis–based Malmquist-type productivity index to decompose productivity differences into (1) within-group farm efficiency differences, reflecting the technical efficiency effect, and (2) differences in the group production frontier, reflecting the long-term investment (technological) effects. The results show that farms without a land use certificate are, on aggregate, less productive than those with formalized use rights. We found no evidence to suggest this productivity difference is due to inferior technical efficiency. Rather, the reason is down to technological advantages, or a favorable investment effect, from which farm plots with a land use certificate benefit when evaluated against farms not included in the certification program. The low level of within-group efficiency of farms in each group reinforces the argument that certification programs need to be accompanied by complementary measures such as an improved financial and legal institutional framework in order to achieve the promised effects.

Land administration has not any unique definition. The most commonly accepted definition of land administration is set out in the United Nations Economic Commission for Europe (UNECE) Land Administration Guidelines (1996) “Land administration is the processes of recording and disseminating information about ownership, value, and use of land when implementing land management policies. The objectives of the paper are to assess the indigenous common property grazing land management; to show the effectiveness of village by laws in sustainable management of grazing lands; the options of certifying grazing land holdings in Borena area, to scrutinize the effect of population growth in natural resource management; and to recommend on the problems that are found in the Borena grazing land management. To achieve those objectives I have used secondary as well as primary qualitative data. In general the findings of my paper are that Borena pastoralists have an effective traditional dispute settlement mechanisms as far as range land management is concerned. The other problem facing the Borena range land management system is construction of water points which has caused range land degradation. Bush encroachment is the other major treat to the Borena range land. The use of simple hand tools and chemicals are not solutions for the problem. The community had traditional knowledge to clear bush by using fire. The Borena communities are in need of certification. They are questioning the government why land certification is available only in highland areas. Compensation is not being paid for the Borena pastoralists when their grazing land is expropriated, even though the constitution granted them the right. For the findings I got, I have developed certain recommendations. Strengthening the traditional system of conflict resolution, consultation with the Borena community before conducting any developed activity, piloting the use of fire for clearing bush encroachment, enactment of pastoral land administration management law, registration and certification of range land, are some of the recommendations.

Book excerpt: Despite growing consensus on the socio-economic benefits emanating from enhanced land tenure security, issues related to how best to measure it and what constitute universal indicators of tenure (in)security are poorly understood. As a result, issues of what drives tenure security are poorly understood and inconclusive. This study, thus, examines the drivers of perceived tenure insecurity in Nigeria using the Nigeria LSMS-Panel General Household Survey of 2012/13. The determinants of perceive tenure insecurity are assessed across two indicators: private (idiosyncratic) tenure risk and collective (covariate) tenure security risk. The analysis shows that perceived risks of private land dispute are higher for female-headed households, households with lower social/political connectedness, and for land parcels acquired via the traditional/customary system, in contrast to having been purchased. Private tenure risk/insecurity is also higher in communities with vibrant land market and for households that are located close to urban centers, while the opposite is the case in communities with relative ease of land access. On the other hand, collective tenure risk is lower in communities with improved economic status. Finally, signifying the need to account for intra-household dimensions in implementing land reform interventions, results from a more disaggregated analysis show that tenure security is relatively higher on female-managed plots of female-headed households, while the opposite is the case for female-managed plots of male-headed households.
