Book excerpt: The Enterprise for ASEAN Initiative (EAI), as envisaged in 2002 by the Bush administration, is set to be a landmark in U.S.-ASEAN trade relations. This study provides a detailed background and a map to the unfolding negotiations. It includes: a detailed review of the U.S.-ASEAN economic relationship, beginning with coverage of the U.S.-ASEAN trade in goods globally and ending with an in-depth analysis of the changing structure of bilateral trade in services; reviews of theories of FTAs and empirical testing of the economics of the EAI itself. Using the USSFTA as a reference point, this study identifies and highlights the special bilateral issues that will likely be involved in the ongoing EAI FTA negotiations. The EAI is considered in the context of a changing global, Asia-Pacific and sub-regional environment. Finally, the book makes a case for the EAI, focusing on policy motivations - that is, as a defensive strategy for ASEAN and a proactive commercial policy approach for the United States - as well as a strategic imperative for both. Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

But ASEAN should not merely copy the European Union. It must maintain its flexibility and pragmatism without creating a bloated regional bureaucracy. The study’s main message is that through closer integration, ASEAN can form a partnership for achieving shared prosperity in the region and around the globe.

The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.
