This book discusses the major British decisions in the civil nuclear field, and the way they were made, between 1953 and 1978. It spans the period between the decision to construct Calder Hall – claimed as the world’s first nuclear power station – and the Windscale Inquiry – claimed as the world's most thorough study of a nuclear project. For the period up to 1974 this involves a study of the internal processes of British central government. The private issues include the technical selection of nuclear reactors, the economic arguments about nuclear power and the political clashes between institutions and individuals. The public issues concern nuclear safety and the environment and the rights and opportunities for individuals and groups to protest about nuclear development. The book demonstrates that British civil nuclear power decision making had many shortcomings and concludes that it was hampered by outdated political and administrative attitudes and machinery and that some of the central issues in the nuclear power debate were misunderstood by the decision makers themselves.

From the earliest days of the construction of Calder Hall-the first nuclear power station in Britain-and the establishment of the British Atomic Re search Center at Harwell, and the Chalk River Nuclear Station in Canada, through the "Windscale" nuclear accident in Britain, up to the present, when some 20% of UK energy is derived from nuclear power, the Cockcroft legacy is felt. As the British historian Mark Goldie put it, in the "pure and sanguine 1950s," Cockcroft had almost absolute "faith in 'peaceful atoms' and in the boundless, almost cost free, energy that atoms would soon produce" (Goldie, 1997, p. 21). But, as the eminent economist Frank Hahn recalled, "the only failing Cockcroft had" was "that he wasn't up to much in economics. " Indeed, Hahn recalled that he "had to explain" to Cockcroft "the economic notion of optimum durability" as it related to the "interest rate" in the context of building Churchill College with "hand-made bricks. " After his explana tion, as Hahn recalled "Cockcroft smiled and proceeded to order more hand-made bricks" (Hahn, 1997, p. 27).

China, India, Russia, and others plan on adding nuclear technology to their mix, furthering the spread of nuclear materials around the globe. U.S. companies must meet a significant share of this demand for nuclear technology, but U.S. firms are currently at a competitive disadvantage due to restrictive and otherwise unsupportive export policies. Without a strong commercial presence in new markets, America’s ability to influence nonproliferation policies and nuclear safety behaviors worldwide is bound to diminish. The United States cannot afford to become irrelevant in a new nuclear age.
