Book excerpt: "For years, Brazil has had a system of higher education, which has not adequately met the needs of the Brazilian companies or prospective students. In comparison to other countries in the region, Brazilian universities have enrolled a significantly smaller percentage of the eligible students, have not produced an adequately trained work force and have been cost prohibitive for lower income students. Both economic and societal pressures are now forcing changes upon the educational system. Together with the Minister for Education, members of the National Education Council, and others, World Bank staff participated in an assessment of options to improve higher education over the next two or three decades. This study describes the educational system, provides an economic perspective and contains specific policy recommendations resulting from the assessment."

Book excerpt: Fundamental changes in Brazilian economic policy in the mid-1990s have dramatically slowed inflation and set the stage for sustained growth. These gains provide the opportunity to turn to other social and economic problems overshadowed for years by the country's macroeconomic problems. Among the most important issues on the agenda is education. Opportunity Foregone: Education in Brazil offers a frank and thorough assessment of the country's educational performance and the resulting social costs. It identifies necessary reforms and the barriers to reform. The book's 18 studies examine a wide variety of key issues regarding the economics of education in Brazil.

This book was released on 2013-07-17 with total page 405 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a study of higher education in the world's four largest developing economies—Brazil, Russia, India, and China. Already important players globally, by mid-century, they are likely to be economic powerhouses. But whether they reach that level of development will depend in part on how successfully they create quality higher education that puts their labor forces at the cutting edge of the information society. Using an empirical, comparative approach, this book develops a broad picture of the higher education system in each country in the context of both global and local forces. The authors offer insights into how differing socioeconomic and historic patterns of change and political contexts influence developments in higher education. In asking why each state takes the approach that it does, this work situates a discussion of university expansion and quality in the context of governments' educational policies and reflects on the larger struggles over social goals and the distribution of national resources.

Book Synopsis Brazil's Higher Education Responses to the Global Challenges of the 21st Century. Thinking Brazil by : Woodrow Wilson International Center for Scholars, Brazil Institute
Download or read book Brazil's Higher Education Responses to the Global Challenges of the 21st Century. Thinking Brazil written by Woodrow Wilson International Center for Scholars, Brazil Institute and published by . This book was released on 2006 with total page 4 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Thinking Brazil" is an electronic publication of the Brazil Institute. This issue of "Thinking Brazil" highlights the research of Elizabeth Balbachevsky. On July 24, 2006, Elizabeth Balbachevsky, Woodrow Wilson Center Public Policy Scholar and Associate Professor of Political Science, Universidade de Sao Paulo, presented her research on the evolution of Brazil's system of higher education and the impact of recent reforms. In particular, her research analyzed the reforms taking place in Brazil and interpreted the impact of such processes over the work conditions of Brazil's academic professionals. The economic reforms of the 1990s increased demands on the system of higher education to improve the quality of education and academic research, Balbachevsky explained. Balbachevsky concluded by noting that input indicators (rather than outputs) are still used to measure institutional performance, creating opportunistic behavior among both private and public institutions rather than actual improvements in quality. She added that one of the greatest challenges is to reverse the inward orientation of the academic community--indeed, fewer than 20 percent of professors have contact with the international community. This is exacerbated by the fact that the insularity of Brazilian academia is not viewed as a problem by society.
