Book excerpt: Advanced industrial nations face many difficult political and economic problems due to the accelerating pace and evolving character of technological change. In this volume, economists and political scientists discuss analytic and policy issues relating to the current state of technological capability in the United States, Japan, and Western Germany from a historical perspective and as a basis for future technological development. They also examine the problems and the issues involved in competition and cooperation among high technology firms and in evolving a more harmonious trade regime. The essays presented here explore from an international perspective the theoretical underpinnings of policy issues that are shaped by increasing internations competition and by the changing form and character of the international trade regime. Issues are discussed against the background of declining American technological dominance and intensifying competition as well as increasing international cooperation among high technology firms. Specific topics include the internationalization of basic research; the closing gap between basic and applied research; the effect of nation specific interfirm relations and various characteristics of labor markets on technological progress; and the effectiveness of various forms of government research and development assistance (or, more broadly, industrial policy). Three essays present overviews of the technological capability of and major policy issues faced by the United States, Japan, and Western Germany. Others raise major theoretical and policy issues from the perspectives of political science and economics, and address specific policy issues or groups of related issues.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers guidelines for the upcoming discussions on reform, representing an attempt to work out conceptions for a better international competition order on the basis of the scientific approach 'law and economics'. It presents the dominant concepts of competition policy as a basis for an international competition order and formulates a synthesis. The result is a new neo-ordoliberal approach. Anti-dumping-measures are analysed of the effects on international competition and resource allocation, and alternatives and improvements are suggested. From national forms of competition policy a synthesis of international competition policies are derived. Currently reforms of the international competition order are heavily discussed and here a selection of the most important suggestions are presented, compared, and evaluated. Finally, this book offers strategies that might serve as second-best solutions, and though they may not be optimal for competition policy, they are politically feasible and an improvement on the current competition regulations. They would be a back-up in case the WTO competition regulations aren't realizable.

To capture the benefits of substantial U.S. investments in biomedical R&D, parallel investments in a wide range of seemingly unrelated disciplines are also required. This report summarizes a major conference that reviewed our nation's R&D support for biotechnology and information technologies. The volume includes newly commissioned research and makes recommendations and findings concerning the important relationship between information technologies and biotechnology. It emphasizes the fall off in R&D investments needed to sustain the growth of the U.S. economy and to capitalize on the growing investment in biomedicine. It also encourages greater support for inter-disciplinary training to support new areas such as bioinformatics and urges more emphasis on and support for multi-disciplinary research centers.
