Book excerpt: From the Introduction: This study examines the nature of and prospects for regulatory reform in Canada. In particular, we are concerned with the elimination of liberalization of direct regulation in such industries as telecommunications, airlines, trucking, and agriculture ... In focusing our attention on the prospects for reforming direct regulation in Canada, we do not wish to slight the potential value of reforming the regulatory process. But most procedural reforms focus on the margin or flow of new regulation while deregulation proper is aimed at reducing the enourmous stock already in existence ... Within the field of direct regulation we have further narrowed our analysis to the role of the federal government as regulator.

This book was released on 2008-09-06 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: In recent decades, Canada's agricultural industry, one of the world's largest, has had to adjust to global trade developments such as the North American Free Trade Agreement (NAFTA) and the World Trade Organization. Internationalization and Canadian Agriculture examines the patterns of continuity and change in Canadian agricultural policy making in important areas like farm income support programs, prairie grain marketing, supply management, animal and food product safety, and the regulation of genetically modified crops and foods. Arguing that the effects of internationalization have been mediated by Canada's political institutional framework, Grace Skogstad demonstrates how the goals and strategies of authoritative political actors in Canada's federal and parliamentary systems have been decisive to policy developments. Skogstad details the interaction between agriculture and the political economy of Canada, shows how international and domestic trade shape Canadian agricultural policies, and argues that while agricultural programs have changed, the post-war state assistance agricultural paradigm has persisted. A thorough political analysis and history of late twentieth- and early twenty-first-century Canadian agricultural policy and policy-making, Internationalization of Canadian Agriculture is an important contribution to political economy and public policy.

Available in PDF, EPUB and Kindle. Book excerpt: Based on a survey of all national business associations, and interviews with many interest-group executives, Business and Politics outlines the wide variety of roles assumed by interest groups in the Canadian policy process. Coleman argues that the present fragmention of business interests makes consultation with major socio-economic producer groups highly unlikely. Instead, adjustment takes place as a series of ad hoc bailouts related to an electoral calculus rather than to a more reflective consideration of the longer-term evolution of the Canadian economy and the relative economic position of Canadians. As there are no organizations that prompt business to take a broad look at its responsibilities to society at large, some economic policy options that political leaders might want to consider are ruled out. Attempts to redress difficulties in the Canadian economy and social welfare system consequently suffer. Coleman concludes that the business community is not appropriately accountable to Canadians for its actions, nor is it sufficiently organized to assume the political responsibilities that come with the private economic power it possesses. He argues that Canada could benefit from examining models of the political institutions in smaller European states and adopting some of their solutions for reform in this country.

Book excerpt: Food safety regulators face a daunting task: crafting food safety performance standards and systems that continue in the tradition of using the best available science to protect the health of the American public, while working within an increasingly antiquated and fragmented regulatory framework. Current food safety standards have been set over a period of years and under diverse circumstances, based on a host of scientific, legal, and practical constraints. Scientific Criteria to Ensure Safe Food lays the groundwork for creating new regulations that are consistent, reliable, and ensure the best protection for the health of American consumers. This book addresses the biggest concerns in food safetyâ€"including microbial disease surveillance plans, tools for establishing food safety criteria, and issues specific to meat, dairy, poultry, seafood, and produce. It provides a candid analysis of the problems with the current system, and outlines the major components of the task at hand: creating workable, streamlined food safety standards and practices.

Available in PDF, EPUB and Kindle. Book excerpt: The Economics of Government Regulation: Theory and Canadian Practice (Second Edition) is a concise presentation of the economic principles, theories, issues, and policies of government regulation. The text includes extensive analysis of the applications of regulation in Canada. This edition brings the analysis up to date. Part One applies the basic elements of microeconomics to the theory of government regulation, examines the impact of regulation on the economy with emphasis on the costs of regulation, and describes the trend of regulatory reform and deregulation. Part Two consists of detailed case studies of the Canadian experience with government regulation and deregulation. The cases cover a mix of regulated areas and illustrate a variety of features of regulation. The areas selected include: airlines and telephones, two monopolistic industries traditionally subjected to regulation but which have experienced deregulation; broadcast and paycable television, a regulated industry in the sensitive area of Canadian culture; financial institutions, a competitive industry that raises problems because of its diversity; and pollution, an area of social regulation that has international relevance. Other applications include agriculture, rental housing, patented medicines and wage-price controls. This book is specifically written for university-level courses on government regulation. It does not, however, require extensive training in economic theory and would be suitable for students in related disciplines such as business administration and law.
