In the present circumstances it is very difficult to preserve that international attitude of mind which alone can enable us to regard the questions at issue from the point of view of the general interests of Europe and of the world, without allowing ourselves to be influenced by the passions and prejudices that are inseparable from the particular interests of nationalities.
