Book excerpt: Excerpt from The Economic Crisis and Foreign Trade To understand its doctrine is almost as important to communities as that they should provide good laws; for laws alone cannot insure prosperity and tranquillity. In order to thrive we must under stand those spontaneous, superior and benign influences upon which prosperity depends. They are superior to law, for law cannot stop, however it may retard their operation. The law rewards no man; political economy promises much to him who will obey its mandates. To perceive how wealth is produced and how it is distributed; the correllation between the supply of and the demand for goods, when to buy and when to sell; to be able to observe tendencies and anticipate conse quences is to thrive where many fail, and to achieve a comfortable serenity where others, bro ken upon the wheel of adversity, give themselves over to lamentation. Yet political science is a neglected science, and those who attempt to ex plain its doctrine find themselves confronted by a cunning or contemptuous and unmanageable opposition. None of these problems takes a firmer hold upon the fundamentals of economic society than does that of crises, and few of them receive more attention or create more controversy. Book excerpt: Excerpt from The Economic Solution of the European Crisis "The making of peace is to be desired and to be regarded as a blessing, when it can insure us against the suspicious designs of our neighbours, when it creates no new danger and brings the promise of future tranquillity. But if the making of peace is to produce the very opposite of all this, then, for all its deceptive title, it is no better than the continuation of a ruinous war." - Guicciardini. "No Treaty of Peace is worthy of its name, if contained therein are the hidden germs of a future war." - Kant, Essay on Perpetual Peace. In the present circumstances it is very difficult to preserve that international attitude of mind which alone can enable us to regard the questions at issue from the point of view of the general interests of Europe and of the world, without allowing ourselves to be influenced by the passions and prejudices that are inseparable from the particular interests of nationalities. And yet such a frame of mind is indispensable for any one who wishes to have any prospect of finding in a just and permanent form that solution of the European problem that he is concerned to seek. Nor is it any the less necessary, if we restrict our aim to the search for a specific adjustment that can invite the careful consideration and the goodwill of all the parties, interested. The international situation of to-day is due to a series of special circumstances affecting the interests of nationalities. National psychology is a factor which has played in it a part the importance of which neither is nor can be contested. But the real "causes," the original and deep-seated causes, were of a far more general character, connected with the very nature and necessity of things. Book excerpt: Excerpt from The Currency Problem and the Present Financial Situation: A Series of Addresses Delivered at Columbia University, 1907-1908 The occasion of the addresses collected in this volume was a desire to contribute to the understanding of the crisis of 1907, and to lay down some principles which might be of service in the reconstruction of our currency system. The first question, however, that will Obviously present itself, is as to whether the crisis of 1907 was primarily a financial or an industrial crisis; and it may be well, before taking up the specific problems raised by the addresses, to consider this question a little more closely. From one point of view, indeed, every economic crisis is a financial crisis. For since values are expressed in terms of money, and Since the modern business super structure is erected on the basis of credit, every economic revulsion expresses itself through the medium of a change in prices; and since the bank is the center of credit Operations, every crisis inevitably involves a revolution in the conditions Of credit. From this point of View, all crises may be declared to be financial crises. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: The 2008 financial crisis—like the Great Depression—was a world-historical event. What caused it will be debated for years, if not generations. The conventional narrative is that the financial crisis was caused by Wall Street greed and insufficient regulation of the financial system. That narrative produced the Dodd-Frank Act, the most comprehensive financial-system regulation since the New Deal. There is evidence, however, that the Dodd-Frank Act has slowed the recovery from the recession. If insufficient regulation caused the financial crisis, then the Dodd-Frank Act will never be modified or repealed; proponents will argue that doing so will cause another crisis. A competing narrative about what caused the financial crisis has received little attention. This view, which is accepted by almost all Republicans in Congress and most conservatives, contends that the crisis was caused by government housing policies. This book extensively documents this view. For example, it shows that in June 2008, before the crisis, 58 percent of all US mortgages were subprime or other low-quality mortgages. Of these, 76 percent were on the books of government agencies such as Fannie Mae and Freddie Mac. When these mortgages defaulted in 2007 and 2008, they drove down housing prices and weakened banks and other mortgage holders, causing the crisis. After this book is published, no one will be able to claim that the financial crisis was caused by insufficient regulation, or defend Dodd-Frank, without coming to terms with the data this book contains.

Book excerpt: WINNER OF THE LIONEL GELBER PRIZE A NEW YORK TIMES NOTABLE BOOK OF 2018 ONE OF THE ECONOMIST'S BOOKS OF THE YEAR A NEW YORK TIMES CRITICS' TOP BOOK "An intelligent explanation of the mechanisms that produced the crisis and the response to it...One of the great strengths of Tooze's book is to demonstrate the deeply intertwined nature of the European and American financial systems."--The New York Times Book Review From the prizewinning economic historian and author of Shutdown and The Deluge, an eye-opening reinterpretation of the 2008 economic crisis (and its ten-year aftermath) as a global event that directly led to the shockwaves being felt around the world today. We live in a world where dramatic shifts in the domestic and global economy command the headlines, from rollbacks in US banking regulations to tariffs that may ignite international trade wars. But current events have deep roots, and the key to navigating today’s roiling policies lies in the events that started it all—the 2008 economic crisis and its aftermath. Despite initial attempts to downplay the crisis as a local incident, what happened on Wall Street beginning in 2008 was, in fact, a dramatic caesura of global significance that spiraled around the world, from the financial markets of the UK and Europe to the factories and dockyards of Asia, the Middle East, and Latin America, forcing a rearrangement of global governance. With a historian’s eye for detail, connection, and consequence, Adam Tooze brings the story right up to today’s negotiations, actions, and threats—a much-needed perspective on a global catastrophe and its long-term consequences.

Available in PDF, EPUB and Kindle. Book excerpt: The global financial crisis of 2007–2008 was both an economic catastrophe and a watershed event in world politics. In American Power after the Financial Crisis, Jonathan Kirshner explains how the crisis altered the international balance of power, affecting the patterns and pulse of world politics. The crisis, Kirshner argues, brought about an end to what he identifies as the "second postwar American order" because it undermined the legitimacy of the economic ideas that underpinned that order—especially those that encouraged and even insisted upon uninhibited financial deregulation. The crisis also accelerated two existing trends: the relative erosion of the power and political influence of the United States and the increased political influence of other states, most notably, but not exclusively, China.Looking ahead, Kirshner anticipates a "New Heterogeneity" in thinking about how best to manage domestic and international money and finance. These divergences—such as varying assessments of and reactions to newly visible vulnerabilities in the American economy and changing attitudes about the long-term appeal of the dollar—will offer a bold challenge to the United States and its essentially unchanged disposition toward financial policy and regulation. This New Heterogeneity will contribute to greater discord among nations about how best to manage the global economy. A provocative look at how the 2007–2008 economic collapse diminished U.S. dominance in world politics, American Power after the Financial Crisis suggests that the most significant and lasting impact of the crisis and the Great Recession will be the inability of the United States to enforce its political and economic priorities on an increasingly recalcitrant world.

But the republication of those articles appears to have been scrupulously avoided by other printers, while the feeble pretensions of their candidate have been most industriously repeated. Thus the democratic citizens of the state are to be hood winked, and in a short time be called upon to vote for a candidate, of whose political character a great portion of them will be entirely ignorant, until disclosed to them by their political opponents, at a time when it will be too late to retrace their steps. Book excerpt: Excerpt from Political Economy, Vol. 2: Lesson IX, Economic Crises Engels predicted the outbreak of the general crisis of capitalism away back in the 'nineties. Going on the evidence of the extensive socialisation of production, of the cartels and trusts, which were developing even then on the narrow basis of the private appropriation of the results of socialised production, he proved that capitalist production was bound to reach a state of crisis from which there would be no way out, that is, a crisis of the entire capitalist system. To the daily growing rapidity with which production can be increased to-day in all fields of large-scale industry there stands opposed the ever greater slowness in the expansion of the market for these multiplied products. What the first can manufacture in a few months the latter can scarcely absorb in a few years. Hence the policy of protective tariffs by means of which each industrial country is cutting itself off against the others and more particularly against England and still further enhancing artificially its own ability to produce at home. The consequences are general, chronic over-production, prices pressed down, falling profits and even none at all; in brief, the long vaunted freedom of competition is at an end of its resources and must itself openly announce its own disgraceful bank ruptcy. (note by Engels to Capital, Vol. Iii.) Engels drew these conclusions from the observations undertaken by himself on the changes in the character of capitalism's development which were coming to light in the last quarter of the nineteenth century. Book excerpt: Excerpt from The Financial and Commercial Crisis Considered The recurrence at the present time of one of those visitations of commercial and financial distress of which I have, during a long life, experienced so many, has once more forced upon the consideration of Parliament and the public the interminable subject of banking and circulation. Whatever may be the variance of opinions on other parts of the subject, it seems by all admitted, that the general condition of commerce is sound and satisfactory; and the truth of this position is sufficiently proved by the fact, that the intensity of the pressure has been attended with no unusual amount of failures or bankruptcies - the storm, however severe, has as yet cast few or no wrecks on shore.
