Book Synopsis Evaluating Public Programs by : Patrick D. Larkey
Download or read book Evaluating Public Programs written by Patrick D. Larkey and published by Princeton University Press. This book was released on 2015-03-08 with total page 284 pages. Available in PDF, EPUB and Kindle. Book excerpt: For effective program evaluation, it is necessary to specify a counterfactual state, i.e., what would have happened without the program. Conventional approaches to program evaluation, preoccupied with technical and value issues, fail to address directly the need for counterfactual arguments. They also fail to recognize the indispensable role of positive theories of technical and behavioral processes in making these arguments. In order to understand the impact of the General Revenue Sharing (GRS) program on the fiscal behavior of municipal governments, Patrick Larkey develops and demonstrates an unconventional approach to program evaluation that overcomes these failures. Drawing on the positive theories of budgetary decisionmaking processes as well as longitudinal revenue and expenditure data from primary sources, the author specifies, estimates, and tests four "bureaucratic process" models for each of five city governments receiving GRS funds. Using these models to generate complex, counterfactual hypotheses, he then compares the counterfactual patterns with observed patterns to understand the fiscal effects of GRS. Book Synopsis The Changing Politics of Federal Grants by : Lawrence D. Brown
Download or read book The Changing Politics of Federal Grants written by Lawrence D. Brown and published by Brookings Institution Press. This book was released on 2011-12-01 with total page 180 pages. Available in PDF, EPUB and Kindle. Book excerpt: The design and use of federal grants-in-aid to state and local governments have posed policy choices for every presidential administration since that of Lyndon B. Johnson. The papers in this volume describe the decisions these administrations have made, analyze why only some of these choices prevailed politically, and explain how large amounts of federal aid have affected local governments. These studies mark the final chapter in a major research effort carried out by the Brookings Governmental Studies program to evaluate the effects of general revenue sharing and other broad-based forms of aid that were introduced in the early 1970s. Kenneth T. Palmer traces the major steps in the evolution of grants-in-aid since the Johnson administration. Lawrence D. Brown's essay on the politics of devolution examines the successes and failures of innovative grant policies such as revenue sharing and block grants. James W. Fossett, writing on the politics of dependence, analyzes the effect of the massive expansion of federal grants to the large cities in the 1970s.
