Early hopes for a rapid and smooth economic transformation soon turned out to be overly optimistic. Despite massive financial transfers, the political promise of a "blooming landscape" remains a vision. Actual developments have left deep scars on the labor market, and the effects will be felt for decades to come. Was this outcome to be expected, perhaps even inevitable? What went wrong, and what were the available options? Or is the current state of Eastern German labor market in fact better than is commonly assumed?

Book excerpt: After unification large amounts of money were spent to retrain the East Germany labour force in order to ease the transition to the new market economy. This book uses microeconometric methods and individual data to evaluate the impact of these training programmes on the participants' labour market situation. It discusses the appropriate evaluation methodology as well as the effectiveness of the actual programmes for the individual participants. The empirical results suggest that the public sector sponsored training programmes were fairly ineffective. In contrast, the training organized and paid by the enterprises caused considerable earnings growings.

Book excerpt: Economic policy interventions of a scale as effected in Eastern Germany can be expected to have a significant impact on the economy. The question whether investment subsidization as a core policy instrument is a suitable measure to initiate a self-sustaining upswing in the Eastern German economy and an improvement of living standards has been reason for dispute since the beginning of transition. Using econometric techniques, the study analyzes the effects of investment subsidies on economic structure, employment and productivity in the Eastern German industry. The study suggests that there is a need for redesigning subsidization and changing infrastructure and labor market policies.

Available in PDF, EPUB and Kindle. Book excerpt: German unification brought fundamental, often traumatic changes for the people in eastern Germany. Women as a group were arguably more deeply affected by the changes than any other, and in one area in particular: that of work, which had far-reaching effects on them and their families' economic situation. Rachel Alsop critically examines the processes behind women's changing relationship to the labor market in eastern Germany following the collapse of state socialism and the transition to a market economy. By the 1980s women made up virtually half of the East German work force. The collapse of the GDR transformed the field of work, drastically diminishing the general demand for labor. Yet while economic and political restructuring reduced the volume of both male and female employment, it was women who bore the brunt of unemployment. In the immediate transitional period a re-masculinization of the workforce was evident, with women constituting the large part of the unemployed. Using an extensive range of both quantitative and qualitative data, the author explores the gender dynamics of the social, economic, and political restructuring of eastern Germany, thereby producing an important new context in which to examine contemporary debates on gender and work.

Available in PDF, EPUB and Kindle. Book excerpt: After the breakdown of socialism in Central and Eastern Europe, the role of education systems in preparing students for the "real world" changed. Though young people were freed from coercive state institutions, the shift to capitalism made the transition from school to work much more precarious and increased inequality in early career outcomes. This volume provides the first large-scale analysis of the impact social transformation has had on young people in their transition from school to work in Central and Eastern European countries. Written by local experts, the book examines the process for those entering the workforce under socialism, during the turbulent transformation years, in the early 2000s, and today. It considers both the risks and opportunities that have emerged, and reveals how they are distributed across social groups. Only by studying these changes can we better understand the long-term impact of socialism and post-socialist transformation on the problems young people in this part of the world are facing today.

Book excerpt: Labour in Transition (1992) examines the massive transformations undertaken by state socialist regimes at the end of the 1980s. It traces developments in the Soviet Union, Eastern Europe and China, in particular the impact of changes in the labour process and broader political economy. Detailed empirical analysis of reform processes is effectively combined with a broader comparative examination of capitalism, socialism and the process of transition to new social formations.

Available in PDF, EPUB and Kindle. Book excerpt: The fall of the Berlin Wall in 1989 was the beginning of one of the most interesting natural experiments in recent history. The East German transition from a Communist state to part of the Federal Republic of Germany abruptly created a new social order as old institutions were abolished and new counterparts imported. This unique situation provides an exceptional opportunity to examine the central tenets of life course sociology. The empirical chapters of this book draw a comprehensive picture of life course transformation, demonstrating how the combination of life course dynamics coupled with an extraordinary pace of system change affect individual lives. How much turbulence was created by the transition and how much stability was preserved? How did the qualifications and resources acquired before 1989 influence the fortunes in the restructured economy? How did the privatization and reorganization of firms impact individuals? Did the transformation experiences differ by age/cohort and gender? How stable were social networks at work and in the family? Were personality characteristics important mediators of post-1989 success or failure or were they rather changed by them? How specific were the East German life trajectories in comparison with Poland and West-Germany?
