After centuries under foreign dominion, these countries have to go through difficult processes of transformation to protect their new found sovereignty and territorial integrity especially against the threat of communism during the Cold War. More significantly, the peoples of the new independent states found greater incentives and opportunities to identify themselves with ethnic groups along common decent, shared experiences and cultural factors. This social dynamics led to the emergence of tensions and conflicts not only between ethnic groups and the state, but also between ethnic groups and other groups of society. The causes of such conflicts are complex and varied, such as discrimination, repression, political disenfranchisement and the like.

The author takes readers through a combination of historical events that shaped social movement actors' attitudes and started a social movement momentum sequence in 1995. The East Timor All Inclusive Dialogue, the Timorization of Indonesia, the public outcries, organizational evolution, and a number of other turning points in the movement represented a series of successes that led to East Timor's independence.

The role of state-sponsored cross-border terrorists and non-state spoilers such as Al-Qaeda and ISIS is addressed in the context of geopolitical rivalry among regional and global powers. A. S. Bhalla challenges the view that Western leaders can act as impartial mediators in intra-state and inter-state disputes. With few exceptions, their record has been dismal at best. Their failure in conflict resolution arises from a loss of moral authority and credibility, which follows the gradual erosion over the years of such liberal values as the rule of law and respect for democracy and human rights. Commercial and strategic self-interests have also tended to undermine peacebuilding efforts.

Self-evidently, each of the four is a regional power in its own right, and is influential in one or more of Asia's subsystems. The behavior and policies of the four powers, therefore, is directly, albeit inadvertently, impacting and shaping Asia's new order. Through their behavior, they are giving substance to a new balance of power in Asia. In this sense, it will be their successes, as much as their failures, that will fuel the vehicle for change on the continent.

How does international burden-sharing in this context look like: between the rich and the poor; the big and the small? These are the questions Marina E. Henke addresses in her new book Constructing Allied Cooperation. Through qualitative and quantitative analysis of 80 multilateral military coalitions, Henke demonstrates that coalitions do not emerge naturally. Rather, pivotal states deliberately build them. They develop operational plans and bargain suitable third parties into the coalition, purposefully using their bilateral and multilateral diplomatic connections—what Henke terms diplomatic embeddedness—as a resource. As Constructing Allied Cooperation shows, these ties constitute an invaluable state capability to engage others in collective action: they are tools to construct cooperation. Pulling apart the strategy behind multilateral military coalition-building, Henke looks at the ramifications and side effects as well. As she notes, via these ties, pivotal states have access to private information on the deployment preferences of potential coalition participants. Moreover, they facilitate issue-linkages and side-payments and allow states to overcome problems of credible commitments. Finally, pivotal states can use common institutional contacts (IO officials) as cooperation brokers, and they can convert common institutional venues into fora for negotiating coalitions. The theory and evidence presented by Henke force us to revisit the conventional wisdom on how cooperation in multilateral military operations comes about. The author generates new insights with respect to who is most likely to join a given multilateral intervention, what factors influence the strength and capacity of individual coalitions, and what diplomacy and diplomatic ties are good for. Moreover, as the Trump administration promotes an "America First" policy and withdraws from international agreements and the United Kingdom completes Brexit, Constructing Allied Cooperation is an important reminder that international security cannot be delinked from more mundane forms of cooperation; multilateral military coalitions thrive or fail depending on the breadth and depth of existing social and diplomatic networks.
