Book excerpt: Transport is an essential service that must contribute to national development objectives in health, education, agriculture and other sectors in guiding sub-Saharan Africa out of poverty. Developing policies aimed at providing safe, reliable and affordable transport infrastructure and services can and will make a substantial and sustainable contribution to eradicating extreme poverty and hunger, achieving universal primary education, improving health care and reducing HIV/AIDS. Although transport is identified as a priority in poverty reduction strategies, it has not generally been adequately addressed. Global responses tend to focus on rural transport infrastructure—principally roads—with little attention given to sub-sectors such as rivers, lakes, and railroads; and important geographical and econological differences are ignored. The needs of the urban poor have been weakly addressed, as have the access and mobility needs of women, the disabled and other disadvantaged groups, while strategies for adapting transport to agricultural production/distribution or social services (e.g. health and education) have not been adequately developed. A systematic approach to the development of sound, comprehensive transport sector programs that provide clear guidance on what is to be done is much needed. This volume—the product of an expert workshop held at Cornell University’s Institute for African Development in May, 2007—provides accounts of an array of African operational spaces in which transport is relevant to the Millennium Development Goals. It addresses many heretofore ignored dimesions of transport—mobility issues of the urban poor, of women and children, and issues of access to employment, education and health services. It provides an alignment of transport with the MDGs in what proves to be fertile ground for research with important messages for policy makers and consequences for policy.

The lack of food and the degradation of agricultural land have forced policymakers to reassess agricultural strategies for the region. The author sets out the common elements required for agricultural and rural development throughout the region. The strategy presented in this paper comprises elements from several development sectors, including transport, water supply, education, finance, and the environment. Tables throughout the text present statistics on agricultural growth rates, commodity prices, and deforestation in the region. An annex contains more general tables, with information on population growth and fertility rates, land use, agricultural exports, and droughts. The strategies suggested in this paper will be of interest to policymakers, academics, and to development practitioners involved in African agriculture.

How can they create sufficient market demand to power such growth? This report proposes answers to these questions, applying a general equilibrium framework to the experiences of Madagascar, Malawi, Mozambique, Tanzania, Uganda, Zambia, and Zimbabwe. The authors conclude that, for countries like these, promoting traditional agricultural exports, developing nontraditional exports, and increasing food staple growth will probably not be sufficient to generate a significant level of economic growth. Instead, the model simulations suggest that reductions in marketing costs through improved infrastructure and development of market institutions, along with significant growth in the nonagricultural economy (besides that generated by agricultural growth linkages) are necessary conditions for rapid economic growth. This report's findings are a valuable first step toward understanding how East and Southern African nations can achieve economywide growth and poverty reduction.

Book excerpt: In Africa, where poor roads, ports, and railways often constrain efficient transportation, air transport holds great potential as a lever for economic growth and development. Yet Africa has suffered several decades of inefficient air services. Uncompetitive flag carriers, set up by newly independent African states, offered primarily intercontinental flights, while the domestic air service market remained underdeveloped and underserved. The 1999 pan-African treaty on liberalization of access to air transport markets, the Yamoussoukro Decision, attempted to address these shortcomings. Yet a decade later, only partial liberalization has been achieved. 'Open Skies for Africa: Implementing the Yamoussoukro Decision' reviews progress made in carrying out the treaty and suggests ways in which the liberalization process can be encouraged. The book analyzes the completed and still-pending steps toward implementation of the Yamoussoukro Decision, both on a pan-African level and within various regions. Special focus is given to the challenges posed by the poor aviation safety and security standards that exist in most African countries. Finally, the book measures the impact that certain policy steps of the Yamoussoukro Decision have had and evaluates the economic significance of air transportation and its full liberalization in Africa. The book concludes that the process of liberalizing African air services must continue, and provides policy recommendations for the way forward.

Book excerpt: The African agricultural and food market is expanding quickly as indicated by World Bank projections that show that the value of Africa’s agriculture and agribusiness industry is expected to more than triple to reach USD 1 trillion by 2030, compared to 2010 (World Bank, 2013). This provides an opportunity to not only boost trade in food and non-food agricultural commodities and services within the continent but also enhance food security in Africa. Regional integration is also gaining momentum as evidenced by progress in the creation of customs unions and the initial steps in setting up a common external tariff at the regional level in a number of regional economic communities (RECs) such as the East African Community (EAC) and the Economic Community of West African States (ECOWAS). The establishment of the African Continental Free Trade Area (AfCFTA) further reinforces the gains achieved in regional integration and opens new market opportunities for farmers and other economic operators.It has been shown that the export of higher value-added products made in Africa is greater in regional markets than in external markets outside Africa, which are typically dominated by raw material exports. However, more than a decade after the adoption of the Comprehensive Africa Agriculture Development Programme (CAADP) in Maputo in 2003 by the New Partnership for Africa’s Development (NEPAD) in response to the stagnation of African agriculture, Africa continues to remain a marginal player, accounting for only 2.7 percent of world trade in goods and 5 percent of world agricultural trade (Bouët and Odjo, 2019).These figures are likely to trend downwards significantly in the near term due to the economic shock caused by the onset of the COVID-19 pandemic in 2020. The continent currently depends to a significant degree on extra-African sources for imports of food and agricultural products. The share of intra-African agricultural trade has been consistently below 20 percent in recent decades (Bouët and Odjo, 2019; AGRA, 2019). Comparable figures for intraregional agricultural trade are higher for Asia and Europe (more than 60 percent).

Book excerpt: The widespread increase in rural purchasing power under the Green Revolution in Asia during the 1970s was key to increased rural employmente and industrialization. Studies suggested that an extra dollar of agricultural income was typically associated with an additional $0.80 of nonagricultural income from local enterprises stimulated by the spending of farm households. Studies in Africa, where the Green Revolution was harder to discern, tended to be much more pessimistic. This report revisits these issues using especially detailed panel data sets on rural consumption and incomes, collected by IFPRI and collaborating national institutions for a variety of puposes during the mid to late 1980s in Burkina Faso, Niger, Senegal, Zambia, and Zimbabwe. Results suggest that household spending of higer rural incomes from increased exports has the potential to greatly stimulate further rural income increases, on a scale that even surpasses experience in Asia. Central to this is the claim that many of the goods and services that figure heavily in rural consumption patterns in sub-saharan Africa are nontradables at current transport costs and prices. These include perishable fruits, vegetables, animal products, and prepared foods, services of all kinds, local handicrafts, and some bulky local starches of too low value to bear the costs of importing or exporting. The report thus also raises another major theme of IFPRIs work, the complex role of agricultural and food policy in overall economic development. Jump-starting the production of agricultural tradables is shown to have much higher returns than thought previously, because of growth linkages.

Book excerpt: Changes in the global environment have led some to question whether the conventional wisdom on the role of agriculture in economic development is still relevant to Africa today. This report critically examines the literature on this issue, taking both the conventional and skeptical views into account. It complements this review with case studies of five African countries. The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.
