Using public investment forecast errors to identify the causal effect of government investment in a sample of 17 OECD economies since 1985 and model simulations, the paper finds that increased public investment raises output, both in the short term and in the long term, crowds in private investment, and reduces unemployment. Several factors shape the macroeconomic effects of public investment. When there is economic slack and monetary accommodation, demand effects are stronger, and the public-debt-to-GDP ratio may actually decline. Public investment is also more effective in boosting output in countries with higher public investment efficiency and when it is financed by issuing debt.

This book argues that the orthodox methods of external risks, climate change adaptation plans, and sustainable economic growth in cities are no longer adequate. These methods, so far, have not only ignored the ongoing structural changes associated with economic development but also failed to account for evolving industries’ composition and the emergence of new comparative advantages and skills. Specifically, this book looks at the vulnerable communities and exposed areas, particularly in urban areas, that tend to experience higher susceptibility to external risks (such as climate change, natural disasters, and public health emergencies) have been largely ignored in incremental adaptation plans. Vulnerable communities and areas not only require different adaptive responses to climate risk but also possess unlocked adaptive capacity that can motivate different patterns of sustainable development to achieve the goals of the 2030 Agenda. It is essential, therefore, to view transformative growth and fundamental reorientation of economic resources as integral parts of the solution. Social disorganisation and vulnerability are other undesired outcomes of the unpredictable and widespread external economic shocks. This is due to a sudden and tough competition between members of society to acquire precious resources, most of which may be depleted during unprecedented events such as natural disasters or pandemics resulting in an even more chaotic and disorganised conditions.

Using data for a sample of 23 developing countries over the period 1975-87, the econometric evidence indicates that the rate of private investment is positively related to the real growth rate of GDP, public sector investment, and to a lesser extent the level of per capita GDP, while it is negatively related to domestic inflation, the debt service ratio, the debt-to-GDP ratio, and high real interest rates. There is also some indication that all but the last of these variables had a greater impact before the onset of the debt crisis in 1982, while the debt-to-GDP ratio (a measure of a country’s debt overhang) has become more important since then.
