The country experiences complex relationships between drivers, agents, and institutions of deforestation nationally. The REDD+ policy arena is influenced by both governmental and non-governmental actors whose number have increased in the policy arena over the years; however, weak coordination among these actors remains an issue. Since 2009, the DRC has announced several reforms relating to land tenure, land-use planning and agricultural policy, to create an institutional environment that motivates the implementation of REDD+ in the DRC. By 2019, none of these reforms had materialized, due to both political changes and a lack of finance, capacity, and political will. Between 2013 and 2019, little progress has been made on REDD+ in the DRC, as a result of conflicting interests among actors both at national and decentralized levels; information asymmetry; elite capture and corruption; and the pre- and post-election situation. To date, the effectiveness of REDD+ activities in the DRC remain unclear, due to the absence of rigorous impact assessment. However, efforts can be observed on the field where there is increased number of participants to forest policy process compared to REDD+ early years; and several ongoing projects are testing policy options within and across levels. If these efforts are sustained, they can contribute in putting in place conditions to achieve REDD+ objectives.

Book excerpt: Reviewing the conditions in which the Reduction of Emissions from Deforestation and Forest Degradation (REDD+) mechanism is being established in the Democratic Republic of Congo (DRC) is part of Component 1 of the Global Comparative Study on REDD+ (GCS-REDD) being conducted by the Center for International Forestry Research. The overall aim of this global study is to provide decision-makers, practitioners, donors and the scientific community with reliable information on the dynamics of national actions related to the REDD+ mechanism. Discussions on REDD originally seemed to focus on the construction of a global structure and the establishment of a multilateral instrument to replace the Kyoto Protocol. But at the 14th Conference of Parties (CoP 14), held in Poznan in 2008, discussions on the reliability of REDD+ focused more on the dynamics of national- and local-level actions and brought out the need to better understand, analyze and explain the national institutional context of REDD+ development. Subsequently, this review used the extractive approaches. The first inputs were reports, articles, books and documents on the DRC that were directly related to forest management, socioeconomic and political institutions, etc., whether published or not. Because of the diversity of sources, the quantitative data sometimes seem contradictory and conflictual. In the next step, semi-structured interviews were held with experts working in the forestry sector and data were obtained from the participants’ observations. Since this analysis covers the period between May 2011 and June 2012 actions in the field and the institutions after those dates were not included.

Throughout this process, external actors (donors, international financial institutions, the UN system, aid agencies) have played a leading role, effectively setting the orientations and modalities of this transition, including their institutional dimension. Congolese actors have not been passively subjected to this process, however, but have potently shaped it in various ways. This book investigates the relationship between international aid partners and various Congolese actors since 2001. It examines this relationship as an aspect of the state reform process, with particular reference to the administration. Stylianos Moshonas argues that the pace and nature of reform has been compromised by the contradictions inherent within the process itself, as advocated by international partners, and by the ability of Congolese power holders to accommodate and co-opt such reforms in line with their own political strategies. Book excerpt: Inspired by the ongoing process of decentralization and in an effort to inform local and national policy makers concerned with food security, this paper provides a descriptive but detailed geographical overview of Congo’s food markets as well as the nutritional status of its population. To do so, this paper will mainly rely on the 1-2-3 budget survey data, conducted in 2004–2005. Along both dimensions, access to food and nutrition, a good deal of spatial variation exists. First, overall efficiency of domestic food markets seems extremely poor. The capital city of Kinshasa is a good example of this; it is food deficient and poorly connected to its own hinterland and therefore highly dependent on foreign food imports. Markets in the former provinces of Kasaï, in the center of the country, and the conflict-prone northeastern part of the country are two minor exceptions, as food prices are slightly more equal. Furthermore, the most competitive food producers are found in Équateur and North Kivu. Notwithstanding these differences in food access, about five diet types can be identified. The most energy-rich diet is based on cassava and palm oil, typically consumed in Maniema, Orientale, Équateur, and rural Bas-Congo. As a result, these provinces on average display higher calorie intakes. Apart from diet composition, income levels and prevailing nonfood needs also determine energy sufficiency. For these reasons households in Katanga and North Kivu are relatively well nourished too, while urban dwellers in Bas-Congo and Orientale (contrary to their corresponding rural sector), and especially households in South Kivu and Kinshasa, suffer from large calorie deficiencies.

Drawing from more than 330 interviews and a year and a half of field research, it develops a case study of the international intervention during the Democratic Republic of the Congo's unsuccessful transition from war to peace and democracy (2003-2006). Grassroots rivalries over land, resources, and political power motivated widespread violence. However, a dominant peacebuilding culture shaped the intervention strategy in a way that precluded action on local conflicts, ultimately dooming the international efforts to end the deadliest conflict since World War II. Most international actors interpreted continued fighting as the consequence of national and regional tensions alone. UN staff and diplomats viewed intervention at the macro levels as their only legitimate responsibility. The dominant culture constructed local peacebuilding as such an unimportant, unfamiliar, and unmanageable task that neither shocking events nor resistance from select individuals could convince international actors to reevaluate their understanding of violence and intervention.
