Book excerpt: With the advent of the information age, both commercial industry and the Department of Defense are moving towards complex R&D-intensive systems over the simpler, mass-produced systems of the industrial age. This CSIS report analyzes the historical trends in the relationship of production costs to development costs in complex acquisition programs. To understand this phenomenon, the study team examines it at two different levels. The first is the macro investment level where portfolio management trade-offs are made between aggregate development and procurement and between programs. The second level is individual programs where the ambitions of the program and the underlying technology shape the resources required for a program to complete development.

Book excerpt: This report is one of a series from a RAND Project AIR FORCE project, "The Cost of Future Military Aircraft: Historical Cost Estimating Relationships and Cost Reduction Initiatives." The purpose of the project is to improve the tools used to estimate the costs of future weapon systems. It focuses on how recent technical, management, and government policy changes affect cost. This report focuses on the accuracy of cost estimates. For our analysis, we used a very specific sample of Selected Acquisition Report (SAR) data, namely only programs that are complete or are nearly so. The analysis indicates a systematic bias toward underestimating the costs and substantial uncertainty in estimating the final cost of a weapon system. In contrast to the previous literature, the cost growth was higher than previously observed. We also found few correlations with cost growth, but observed that programs with longer duration had greater cost growth and electronics programs tended to have lower cost growth. Although there were some differences in the mean cost growth factors among the military departments, the differences were not statistically significant. While newer programs appear to have lower cost growth, this trend appears to be due to factors other than acquisition policies.

Book excerpt: In January 2003, the Congressional Budget Office (CBO) published The Long-Term Implications of Current Defense Plans (ADA410669), which was based on the fiscal year 2003 budget and the Department of Defense's Future Years Defense Program (FYDP) of that same year. CBO updated that analysis in July 2003 (ADA416284); its publication The Long-Term Implications of Current Defense Plans: Summary Update for Fiscal Year 2004 revised CBO's earlier work to take into account changes incorporated in the President's budget for fiscal year 2004 and the 2004 FYDP. Because it was a summary, the July 2003 paper omitted many of the detailed data displays contained in CBO's January 2003 study. This briefing updates those omitted displays consistent with the 2004 FYDP. The briefing does not incorporate changes to the FYDP resulting from Congressional action on the President's fiscal year 2004 budget request.

Book excerpt: "DoD's 2006 Quadrennial Defense Review calls for investment in such systems to grow in order to provide 'a highly persistent capability to identify and track moving ground targets in denied areas.' To that end, DoD and the National Reconnaissance Office are proposing to develop a constellation of Earth-orbiting Space Radar satellites that would provide imagery, GMTI, and geospatial intelligence products to members of the military and the intelligence community. This Congressional Budget Office (CBO) study--prepared at the request of Senators Wayne Allard and Bill Nelson in their respective capacities as the Chairman and Ranking Member of the Senate Committee on Armed Services' Subcommittee on Strategic Forces--examines the costs and potential performance of four possible designs for a Space Radar system."--Preface.

Available in PDF, EPUB and Kindle. Book excerpt: Since the 1990s, government at all levels is under increasing pressure to do more with less. However, despite the U.S. government spending about 15 to 20 percent of its GDP on contracts for goods and services, there is a paucity of reference books for public procurement officials and very few textbooks for courses on the subject. Filling this void, the International Handbook of Public Procurement provides the knowledge necessary to understand how procurement works and how to improve the cost-effectiveness of procurement systems. Taking a multidisciplinary approach, the book focuses on the managerial, economic, political, and legal aspects of this topic. It begins with a conceptual framework and highlights various reforms occurring in certain countries. By examining these improvements, readers are able to apply this knowledge to their own strategies. The next section presents selected cases that illustrate the public procurement process, examining systems in various nations including Germany, China, South Africa, Cambodia, Uganda, and Estonia. The book also discusses the rise of electronic procurement systems (E-procurement) and reviews the benefits of these efficient systems. Other topics presented in this comprehensive volume include practical discussions on contract negotiations, bidding, price strategies and cost analysis, and an insightful chapter on the market’s response to contract award announcements. A virtual encyclopedia from numerous international experts, this book was assembled by Khi V. Thai, Professor at Florida Atlantic University and Editor of the Journal of Public Procurement. Dr. Thai has provided technical assistance in the area of public procurement to governments across the world. Empowering those on all sides of the issue, this volume dispenses advice valuable to government officials and contractors, as well as providing a comprehensive text for public administration students.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. military is one of the largest and most complex organizations in the world. How it spends its money, chooses tactics, and allocates its resources have enormous implications for national defense and the economy. The Science of War is the only comprehensive textbook on how to analyze and understand these and other essential problems in modern defense policy. Michael O'Hanlon provides undergraduate and graduate students with an accessible yet rigorous introduction to the subject. Drawing on a broad range of sources and his own considerable expertise as a defense analyst and teacher, he describes the analytic techniques the military uses in every crucial area of military science. O'Hanlon explains how the military budget works, how the military assesses and deploys new technology, develops strategy and fights wars, handles the logistics of stationing and moving troops and equipment around the world, and models and evaluates battlefield outcomes. His modeling techniques have been tested in Iraq and Afghanistan, including the methods he used to predict higher-than-anticipated troop fatalities in Iraq--controversial predictions that have since been vindicated. The Science of War is the definitive resource on warfare in the twenty-first century. Gives the best introduction to defense analysis available Covers defense budgeting Shows how to model and predict outcomes in war Explains military logistics, including overseas basing Examines key issues in military technology, including missile defense, space warfare, and nuclear-weapons testing Based on the author's graduate-level courses at Princeton, Columbia, and Georgetown universities

Book excerpt: In 2001, the DoD identified performance based logistics (PBL) as the preferred weapon system support strategy. Within DoD, PBL is the purchase of performance outcomes, such as system availability, rather than the purchase of individual elements of logistics support -- such as parts, repairs, and engineering support. Although PBL initially arose from efforts to reduce support costs, questions have arisen about whether PBL has reduced support costs as originally intended. This report evaluates the extent to which DoD has used business case analyses to guide decisions related to PBL arrangements and the impact PBL arrangements have had on weapon system support costs. Includes recommendations. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: Cost growth is a highly visible phenomenon in the procurement of major weapon systems. In general, cost growth is the ratio of a weapon system's current estimate of cost to that of some earlier estimate. Thus, even given the same current estimate, different measures of cost growth are possible, depending on which prior estimate is selected as the baseline. Most studies of cost growth, however, select the cost estimate made at the time of program entry into full-scale development (the development estimate) as the baseline. Both the current estimate and the development estimate are normally taken from the Selected Acquisition Report (SAR), a legally mandated summary report on the status of major acquisition programs. This Note identifies and explains the type of cost data found in the SAR and reviews the history of the SAR with respect to cost reporting. In spite of changes that have improved the quality and comprehensiveness of the data in the SAR, it still presents difficulties for measuring cost growth. Among the most notable problems are failure of some programs to use a consistent baseline cost estimate, exclusion of some significant elements of cost, exclusion of certain classes of major programs, and constantly changing preparation guidelines. Nevertheless, the author concludes that SAR data are suitable for identifying broad-based trends and temporal patterns across a range of programs.
