In his hard-hitting book, historian Pete Daniel analyzes this decline and chronicles black farmers' fierce struggles to remain on the land in the face of discrimination by bureaucrats in the U.S. Department of Agriculture. He exposes the shameful fact that at the very moment civil rights laws promised to end discrimination, hundreds of thousands of black farmers lost their hold on the land as they were denied loans, information, and access to the programs essential to survival in a capital-intensive farm structure. More than a matter of neglect of these farmers and their rights, this "passive nullification" consisted of a blizzard of bureaucratic obfuscation, blatant acts of discrimination and cronyism, violence, and intimidation. The end of slavery was followed by about 100 years of racial discrimination in the South that limited, although it did not entirely prevent, opportunities for black farmers to acquire land. Enforcement of civil rights in the 1950s-60s removed many overt discriminatory barriers, although by that time increased technology had significantly reduced the demand for farmers in agricultural production. Nevertheless, co-operatives, while having some limited application in earlier decades, emerged as a significant force for black farmers during the civil rights movement. This book examines the historical background of black farmers in America, with a focus on co-operatives and the Pigford cases.

Book excerpt: The decline of black farmers and black-owned farmlands is an ever worsening problem. Though their numbers neared one million at the start of the 20th century, the most recent account of black farmers states that there are only 30599 left in America (Census of Agriculture, 2007). The purpose of this study is to understand the experiences and perspectives of black farmers in Kentucky regarding factors that contribute to land loss. Participants in this exploratory study were gathered using convenience and snowball sampling techniques. Each farmer owned land in Central and Eastern Kentucky counties. This study discovered that contrary to popular arguments, the farmers did not report that economies of scale or racial discrimination, contributed to land loss. However, patterns of racial discrimination did emerge as a factor that farmers had to negotiate in their farm operations and sales. Land loss was closely associated with real estate sales and lack of interest among rural youth in farming and/or rural lifestyles. A limit to this study is its small sample size; yet, despite this shortcoming, this research is an entry point for assessing and learning about Kentucky's black farmers, their lives, and their perspectives on land loss.

From 1920 until the end of the century, the story of black farming was one of constant decline. This decline was the product of two main forces. Shifting federal agricultural policies encouraged labor saving technologies and mass production, both of which made it increasingly difficult to survive as a small farmer. In addition, black farmers had to navigate endemic and penetrating racial discrimination at county, state and federal offices of the U.S. Department of Agriculture (USDA). As the twentieth century neared its end, black farmers decided to organize and seek redress from the USDA. By demonstrating that the farmers' activism in the 1990s was connected to the activism of the popular civil rights movement in the 1950s and 1960s, this thesis presents two fundamental challenges to the historiography of civil rights in America. First, it contends the movement did not die in 1968, as many historians have argued, but instead, it shows the movement was still a force at the century's close. Second, it challenges the movement's urban-centric narrative by showing the movement had significant rural components as well.

African American sustainability stemmed from land ownership, food sovereignty, and independent medical care. These items were at their peak during the late 19th and early 20th centuries revealing a unique and rare time in American history and culture where the slaves who built this country were able to express a form of freedom that was produced internally. It is during this time that the commodities of freedom increased to African Americans establishing their independence and resilience. The farm in this time span became transformed into a symbol of independence, resilience, and resistance. Eventually, the sustainability produced on the Black farm was forcibly removed by a conservative white American culture in order to reverse the progress of African Americans and re-establish white dominance.
