GAO found that: (1) although the overall defense budget has declined, wasteful practices that inflate defense acquisition costs remain; (2) DOD continues to establish questionable requirements for its weapon systems, project unrealistic cost and performance estimates, develop duplicative weapons systems, and prematurely commit to production before completing testing; (3) DOD has supported efforts to eliminate overlapping and redundant weapon requirements and reduce high-risk acquisition strategies; (4) DOD has begun to reassess many of its most expense weapon programs to determine which systems should be terminated, reduced, or delayed; (5) Congress has established an independent commission to reevaluate the military services' roles and missions and examine whether the DOD acquisition structure is too complex; (6) DOD initiatives to improve its weapons acquisition process cannot be assessed because they are in various stages of implementation; and (7) DOD believes that substantive reforms in its acquisition process can be achieved due to fiscal constraints, reduced threats, dwindling forces, congressional support, and DOD commitment to reform.

Book excerpt: Experience has shown that new weapon systems regularly encounter great difficulties as they begin production, such as a high percentage of components that must be scrapped or reworked. These give rise to significant cost increases and schedule delays. Through an examination of six weapon system case studies, GAO found that such problems occur in programs where efforts to prepare weapons for production were insufficient. The six programs reviewed were the Army's Copperhead projectile and Black Hawk helicopter, the Navy's High Speed Anti-Radiation Missile (HARM) and Tomahawk cruise missile, and the Air Force's F-16 fighter and Air-Launched Cruise Missile (ALCM). GAO found further that technical performance concerns, program management and staff, and funding and quantity instability greatly influenced these preparations during the weapon's development. DOD has issued two directives which should improve production preparations in future programs. GAO makes recommendations on applying these directives to individual programs, to both improve production preparations and reduce the effects of other program influences on such preparations.

Those responsible for developing and acquiring new weapon systems must be just as concerned with the capability of the equipment when it is deployed as they were with the acquisition. Although some yet-to-be deployed systems designed in the mid-1970s are likely to exhibit many of the same problems occurring in the high performance weapons deployed today, recently developed systems should benefit from emphasis on reliability, availability, and maintainability, therefore presenting a brighter future. However, a reappraisal of some may be in order. As shown by recent directives, more attention should be paid in the early design of weapons to the best mix of high performance and support characteristics, considering expected force resources and operations. Defense's emphasis on lower cost weapon systems and greater reliability, although well placed, does not appear to have been sufficient. While established inventory objectives for new weapons are high, rapidly rising unit costs make it unlikely that they can be achieved without major increases in or realignment of the defense budget.
