Book excerpt: In January 2003, the Congressional Budget Office (CBO) published The Long-Term Implications of Current Defense Plans (ADA410669), which was based on the fiscal year 2003 budget and the Department of Defense's Future Years Defense Program (FYDP) of that same year. CBO updated that analysis in July 2003 (ADA416284); its publication The Long-Term Implications of Current Defense Plans: Summary Update for Fiscal Year 2004 revised CBO's earlier work to take into account changes incorporated in the President's budget for fiscal year 2004 and the 2004 FYDP. Because it was a summary, the July 2003 paper omitted many of the detailed data displays contained in CBO's January 2003 study. This briefing updates those omitted displays consistent with the 2004 FYDP. The briefing does not incorporate changes to the FYDP resulting from Congressional action on the President's fiscal year 2004 budget request.

Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the latest version from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these large documents as a service so you don't have to. Available in PDF, EPUB and Kindle. Book excerpt: "Although funding decisions are usually made on an annual basis, decisions about national defense that are made today -- whether they involve issues such as weapon systems, military compensation, or numbers of personnel -- can have effects on the composition and costs of the nation's armed forces that last for many years. To provide information about its plans beyond the coming year, the Department of Defense usually prepares a Future Years Defense Program in conjunction with its annual budget request. The FYDP is a detailed description of DoD's plans and its estimate of the cost of those plans over the coming five years. The most recent plan, the 2016 FYDP, was issued in March 2015 and covers fiscal years 2016 to 2020. Although DoD published information about even longer term plans for some activities, such as shipbuilding and aircraft procurement, details about most activities beyond the FYDP period (and, therefore, estimates of DoD's total annual cost beyond that period) are not released to the public or provided to the Congress because they are either undetermined or yet to be officially adopted. To proved a more complete picture of the funding that might be needed to implement DoD's current defense plans over the longer term, the Congressional Budget Office has, since 2003, projected DoD's total costs for roughly 10 years beyond the FYDP period. This report presents CBO's analysis of the 2016 FYDP and an extension of those plans from 2021 through 2030. The extension beyond the FYDP period is based on DoD's current cost estimates for its planned programs and activities and, where DoD estimates are not available, COB's estimates of prices and compensation trends for the overall economy. The analysis does not predict future DoD budgets but rather extrapolates DoD's cost estimates with the assumption that the primary aspects of its plans -- specifically, the size and composition of the military force, and the type, quantity, and schedule of major weapon purchases -- do not change"--Page 1.

RDM is quantitative, decision support methodology designed to inform decisions under conditions of deep uncertainty and complexity. This proof-of-concept demonstration suggests that RDM could help defense planners make plans more robust to a wide range of hard-to-predict futures.

Available in PDF, EPUB and Kindle. Book excerpt: U.S. defense spending isn’t excessive and, in fact, should continue to grow because it’s both affordable and necessary in today's challenging world. The United States spends a lot of money on defense—$607 billion in the current fiscal year. But Brookings national security scholar Michael O'Hanlon argues that is roughly the right amount given the overall size of the national economy and continuing U.S. responsibilities around the world. If anything, he says spending should increase modestly under the next president, remaining near 3 percent of gross domestic product. Recommendations in this book differ from the president's budget plan in two key ways. First, the author sees a mismatch in the Pentagon’s current plans between ends and means. The country needs to spend enough money to carry out its military missions and commitments. Second, O'Hanlon recommends dropping a plan to cut the size of the Army from the current 475,000 active-duty soldiers to 450,000. The U.S. national defense budget is entirely affordable—relative to the size of the economy, relative to past levels of effort by this country in the national security domain, and relative, especially, to the costs of failing to uphold a stable international order. Even at a modestly higher price, it will be the best $650 billion bargain going, and a worthy investment in this country’s security and its long-term national power.

Available in PDF, EPUB and Kindle. Book excerpt: Long before Germany's blitzkrieg swept the West, European leaders had received many signals of its imminence. Stalin, too, had abundant warning of German designs on Russia but believed that by avoiding "provocative" defensive measures he could avert the attack that finally came in June 1941. And the stories of the Japanese attack on Pearl Harbor, the Korean War, and three Arab-Israeli conflicts are replete with missed opportunities to react to unmistakable warnings. Richad K. Betts analyzes surprise attacks during the mid-twentieth century to illustrate his thesis: surprise attacks occur, not because intelligence services fail to warn, but because of the disbelief of political leaders. "Although the probability is low that the United States will fail to deter direct attack by the Soviet Union," Betts says, "the intensity of the threat warrants painstaking analysis of how to cope with it." His own investigation of the historical, psychological, political, diplomatic, and military aspects of his subject heightens understanding of why surprise attacks succeed and why victim nations fail to respond to warnings. In discussing current policy he focuses on the defense of Western Europe and applies the lessons of history to U.S. defense planning, offering detailed recommendations for changes in strategy. Obviously some of the potential dangers of military surprise cannot be prevented. The important thing, he emphasizes, is that "without forces that exceed requirements (the solution Moscow appears to have chosen), it is vital to ensure that what forces exist can be brought to bear when needed.

Hinata-Yamaguchi analyzes North Korea’s defense planning by looking at how political, economic, and societal factors affect the Korean People’s Army’s (KPA) readiness and strategies. He answers four key questions: How have the internal and external factors shaped North Korea’s security strategy? How do the political, economic, societal, and environmental factors impact North Korea’s defense planning? What are North Korea’s defense planning dilemmas and how do they impact the KPA’s readiness? What are the key implications for regional security and the strategies against North Korea? This analysis, drawing on various Korean, English, Japanese, and Chinese sources on North Korea and military affairs, will be of great value to strategists and policy analysts as well as scholars of East Asian security issues.

This book was released on 2003-03-31 with total page 415 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is still easy to underestimate how much the collapse of the Soviet Union and the end of the Cold War?--and then the terrorist attacks of September 11, 2001?--transformed the task of American foreign and defense policymaking. In place of predictability (if a sometimes terrifying predictability), the world is now very unpredictable. In place of a single overriding threat and benchmark by which all else could be measured, a number of possible threats have arisen, not all of them states. In place of force-on-force engagements, U.S. defense planners have to assume "asymmetric" threats?--ways not to defeat U.S. power but to render it irrelevant. This book frames the challenges for defense policy that the transformed world engenders, and it sketches new tools for dealing with those challenges?--from new techniques in modeling and gaming, to planning based on capabilities rather than threats, to personnel planning and making use of "best practices" from the private sector.
