Despite numerous publications on the impacts of tropical forest certification, virtually all are based on secondary sources of information and not on field-based measurements. This paper proposes an empirical research framework for a carefully designed field-based evaluation of the ecological, social, economic, and political impacts of tropical forest management certification taking into account location-specific contextual factors which shape certification outcomes. The paper also suggests that solid methodological quantitative and qualitative approaches be used to build proper counterfactuals on which to base the comparisons for inferring impacts, all informed by a thorough theory-of-change and through processes that bring stakeholders together. The proposed research framework represents a first step towards the design and future implementation of evaluation research in the context of tropical forest certification on a global basis. It is hoped the research framework proposed contributes to learning from past mistakes, building on lessons learned and enhancing decision-making towards the maintenance of forest values over the long term, and for the benefit of society as a whole.

Since the end of the Cold War, states and civil society actors have worked together through global governance initiatives to address these challenges collectively. While global governance, by definition, is initiated at the international level, the effects of global governance occur at the domestic level and implementation depends upon the actions of domestic actors. NGOs act as "mediators" between global and domestic political arenas, translating and adapting global norms for audiences at home. Yet the role of domestic NGOs in global governance has been neglected relatively in previous research. Bringing Global Governance Home examines how NGO engagement at the global level shapes domestic governance around climate change, corporate social responsibility, HIV/AIDS, and sustainable forestry. It does so by comparing domestic reception of global standards and practices in the BRICS states (Brazil, Russia, India, China, and South Africa). These newly emerging global powers, representing a range of regime types, aspire to become global policy makers rather than mere policy takers and have banded together through periodic summits to devise alternative approaches to economic development and global challenges. Nevertheless, these countries still engage the world primarily through existing global governance institutions that they did not create themselves. Ultimately, this book explores the interplay of international and domestic factors that allow domestically-rooted NGOs to participate globally, and the extent to which that participation shapes their ability to mediate and promote global governance perspectives within the borders of their own countries with varying regimes and state-society relations.

Book excerpt: Vietnam is acknowledged to be REDD+ pioneer country, having adopted REDD+ in 2009. This paper is an updated version of Vietnam’s REDD+ Country Profile which was first published by CIFOR in 2012. Our findings show that forest cover has increased since 2012, but enhancing, or even maintaining, forest quality remains a challenge. Drivers of deforestation and degradation in Vietnam, including legal and illegal logging, conversion of forest for national development goals and commercial agriculture, weak law enforcement and weak governance, have persisted since 2012 up to 2017. However, with strong political commitment, the government has made significant progress in addressing major drivers, such as the expansion of hydropower plants and rubber plantations.Since 2012, Vietnam has also signed important international treaties and agreements on trade, such as Voluntary Partnership Agreements (VPAs) through the European Union’s (EU) Forest Law Enforcement. These new policies have enhanced the role of the forestry sector within the overall national economy and provided a strong legal framework and incentives for forestuser groups and government agencies to take part in forest protection and development. Nevertheless, new market rules and international trade patterns also pose significant challenges for Vietnam, where the domestic forestry sector is characterized by state-owned companies and a large number of domestic firms that struggle to comply with these new rules.The climate change policies, national REDD+ strategy and REDD+ institutional setting has been refined and revised over time. However, uncertain and complex international requirements on REDD+ and limited funding have weakened the government’s interest in and political commitment to REDD+. REDD+ policies in Vietnam have shown significant progress in terms of its monitoring, reporting and verification (MRV) systems, forest reference emission levels (FREL), and performance-based and benefit-sharing mechanisms by taking into account lessons learnt from its national Payment for Forest Environmental Services (PFES) Scheme. Evidence also shows increasing efforts of government and international communities to ground forestry policies in a participatory decision-making processes and the progress on developing safeguarding policies in Vietnam between 2012 and 2017 affirms the government’s interest in pursuing an equitable REDD+ implementation. Policy documents have fully recognized the need to give civil society organizations (CSOs) and ethnic groups political space and include them in decision making. Yet, participation remains token. Government provision for tenure security and carbon rights for local households are still being developed, with little progress since 2012.The effectiveness of REDD+ policies in addressing drivers of deforestation and degradation has not be proven, even though the revised NRAP has recently been approved. However, the fact that drivers of deforestation and degradation are outside of the forestry sector and have a strong link to national economic development goals points to an uneasy pathway for REDD+. The business case for REDD+ in Vietnam has not been proven, due to an uncertain carbon market, increasing requirements from donors and developed countries, and high transaction and implementation costs. Current efforts toward 3Es outcomes of REDD+ could be enhanced by stronger political commitment to addressing the drivers of deforestation from all sectors, broader changes in policy framework that create both incentives and disincentives for avoiding deforestation and degradation, cross-sectoral collaboration, and committed funding from both the government and developed countries.

It provides an overview of literature related to land-use and forest management by rural populations in the Peruvian Amazon, placing this information in the broader context of the forestry sector in Peru. The review describes the different manifestations of CFM in Peru and the most widely studied cases of CFM projects. The document also examines some emerging initiatives, summarizes the main challenges for CFM and highlights important areas for future research. One key finding of this review is that there is a general lack of scientific analyses of CFM in Peru: most information is available only via project reports prepared by project proponents and/or donors. The review stresses that community forest management takes many forms. People throughout the Amazon have long relied on forest resources for their shifting cultivation systems, and timber and NTFPs are central to the livelihoods of many. Typically, forest use has occurred informally with little oversight or control by the state. Beginning in the 1980s, environmental NGOs have introduced CFM initiatives in Peru. To date, most CFM projects focus only on indigenous communities to support timber management; by contrast, scientific studies have focused on forest use within subsistence livelihood systems. Given that there are approximately 2 million non-indigenous rural Amazonians in Peru, the forest footprint and market impacts of non-indigenous smallholder forest management are likely to be much greater than recognized. However, very little is known about these endogenous smallholder-led systems. More research is needed to increase our understanding of the heterogeneity of these systems and the opportunities and challenges that they represent.
