Book excerpt: Excerpt from The Constitution and What It Means to-Day Notwithstanding Mr. Bryce's assurance that the Constitution can be read through in twenty minutes, comparatively few people undertake the task nowa days. This unfortunate circumstance is doubtless to be explained by several reasons, but there is one of these reasons which is of special importance. This consists in the fact that in the course of 130 years the real constitution of the United 'states has come to be something very different from the docu ment referred to by Mr. Bryce. It was the wise purpose of the men who framed the Constitution to avoid what one of them called a too minutious wisdom. Being desirous that their work should endure, they for the most part laid down only general principles. The framework of the new Government was, it is true, outlined quite distinctly, but the real scope of the powers which it should exercise and of the rights which it should guarantee was left, to a very great extent, for future developments to determine. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Our Constitution: Why and How It Was Made Who Made It, and What It Is The purpose of this book is to tell the story of the incentives, making, ratification and amendment of our Constitution. The plan is, first, to narrate something of those conditions in England which influenced the political sentiments of early American colonists and the significant events in the founding of the Colonies, in order that readers shall have in mind what char acter of political bodies united under the Constitution. Next is shown the growth of the idea of union, the causes which strengthened and spread it and the forms in which it was expressed in famous documents. This carries the narrative through the period of govern ment under the Articles of Confederation up to the time when public opinion resulted in the call for the Philadelphia Constitutional Convention. Then some thing is told of the men who met in the Convention, how they worked, contended, compromised and finally submitted the Constitution they had framed to the people; of the struggle for its ratification, the early demand for the first ten Amendments, and the election of Washington as the first President under its pro vision. Finally the story tells what were the causes which led to the further amendment of the Constitu tion, and what it is to-day as developed by custom and interpreted by courts. Book excerpt: Excerpt from The Story of the Constitution of the United States The story of the Constitution is of truth stranger than fie tion. It is natural to attribute to an institution throughout its history that reputation which it bears in our own day. Many men are yet living who remember with startling dis tinctness a time when the Constitution seemed merely a piece of parchment; when the fate of the nation was as uncertain as the course of battle; when stern necessity compelled so liberal an interpretation of the supreme law of the land that states men refrained from forming conclusions on the tendency Of national administration, and, looking hopefully forward, sought new meanings in events where before they had sought interpretation by a construction Of words. Then, and not till then, in our history was the Constitution of the United States understood in its spirit as being the expression of the nation's mind, Whatever that mind might be. But no man now living can remember the angry days when the Constitu tion was yet a hope or a proposition debated between jealous States and still more jealous political leaders. NO one can re member the living opinions which, at the close of the eight eenth century, so nearly triumphed, and whose triumph would have dissolved a feeble union of States and encouraged the horrors of an anarchy only possible in a democracy. When the Opinions on national government in America to-day and opinions Of a century ago are contrasted, it is difficult to be lieve that we are the children of our fathers. Book excerpt: When the Framers met in Philadelphia during the summer of 1787 they created a document that described the fledging country of colonists as one single, sovereign American people. This declaration--an act of faith even--affected different kinds of Americans in different ways. This volume explores how the "American People" shaped, responded, and debated the document and why historians have difficulties in deciding upon any single meaning that the founding generation of Americans might have held. The Constitution was the product of great skill and artistry; the document's success in forging a government based on the consent of the American People compels us to look at the political discourse of the day so that we may better understand the Constitution's inception, its wording, and its legacy.

Book excerpt: Excerpt from The Rise and Progress of the English Constitution In 1848 I prepared and published a small pamphlet, called "The d104-Book of the Constitution," in which were arranged the texts of Magna Carta, the Petition of Right, and the Bill of Rights, with historical comments, and with remarks on the People's Charter and other political topics of that year. Independently of its politics, that pamphlet has been found useful as an historical compilation; but the extent to which its latter pages were occupied with political discussions, made me unwilling either to employ it myself or to see it employed by others in education. I do not wish to disavow any of the opinions which I expressed in it, but a teacher of History has no right to avail himself of the position in which he stands towards his pupils, for the purpose of training up broods of young Tories, Whigs, or Radicals, according to his own party predilections. I therefore intended to prepare an edition of that little treatise, which should deal only with the Past, and in which the spirit of party pamphlet should be entirely got rid of. Book excerpt: Excerpt from The Spirit of American Government: A Study of the Constitution; Its Origin, Influence and Relation to Democracy It is the purpose of this volume to trace the influence of our constitutional system upon the political conditions which exist in this country to-day. This phase of our political problems has not received adequate recognition at the hands of writers on American politics. Very Often indeed it has been entirely ignored, although in the Short period which has elapsed since our Constitution was framed and adopted, the Western world has passed through a political as well as an industrial revolution. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Direct Action and the Constitution Direct Action and the Constitution. By Clement J.Bijndock. Every time Labour shows a determined front to the Imperiah sts and Capitalists it meets with a howl of execration from the reactionary Press and the leaders of the Government. The more determined it becomes and the more efficiently it organises, the fiercer will be the denunciations. That merely proves its effectiveness and demonstrates its power. The Russo-Polish crisis created a solidarity in the ranks of Labour such as the movement has never before known. Politicals and Industrials united on a common platform and pledged themselves, with a unanimity that fired the rank and file, to use any and every weapon h.their power to protect the peace of the world or sucli peace as the world enjoys as the result of the vicious policies of the statesmen who settled the Great War at Versailles and to strengthen the pacific forces of the world. It was only natural that the war party, the big-empire men, and the capitalists, who had been trying for two years by a succession of despicable intrigues to smash the Soviet Government of Russia, should howl with a special ferocity, and the leader writers scribble with an intensified fierceness, against this new and utterly disconcerting sign of complete unity in the ranks of organised Labour. "The formation of the Council of Action, said the Premier, was a threat striking at the roots of the democratic constitution of this country." Before we pass on to the main purpose of this pamphlet a consideration of the methods and actions of the freespirited men who contributed to the building up of our constitution and the defence of it the actual position at the moment must be made clear. Book excerpt: Excerpt from The Federalist: A Commentary on the Constitution of the United States The text which has been adopted in this edition is that which the distinguished authors themselves originally gave to the world, without addition, abridgment, or the least alteration, except where typographical errors were subsequently corrected by the authors themselves, or are apparent and unquestionable. In thus rejecting, as unworthy of entire confidence, every collective edition of The F deralist which has hitherto appeared, I am sensible that I have carried out the decided preference of General Hamilton and Mr. Jay, while a single exception only occurs in which the same original text appears to have been mutilated with the approval of Mr. Madison. At the same time, it is gratifying to know that the choice which I have made in the selection of a text has met the entire approval of many of the nearest friends of the writers; and it is confidently believed that The Federalist, as the authors originally left it, and, with the exception referred to, desired it to remain, is now for the first time presented in book-form to the world. The portraits which have been selected for the illustration of these volumes also merit attention. That of General Hamilton is from a faithful copy on Sevres china of the celebrated Talleyrand miniature, which Hon. James A. Hamilton designates the best likeness of his father, and has kindly permitted to be used for the illustration of this work.
