This book argues that no metaphysical account of laws can succeed. The author analyses and rejects the arguments that there are laws of nature, or that we must believe that there are. He argues that we should discard the idea of law as an inadequate clue to science. After exploring what this means for general epistemology, the book develops the empiricist view of science as a construction of models to represent the phenomena. Concepts of symmetry, transformation, and invariance illuminate the structure of such models. A central role is played in science by symmetry arguments, and it is shown how these function also in the philosophical analysis of probability. The advocated approach presupposes no realism about laws or necessities in nature.

Book excerpt: Scientists use concepts and principles that are partly specific for their subject matter, but they also share part of them with colleagues working in different fields. Compare the biological notion of a 'natural kind' with the general notion of 'confirmation' of a hypothesis by certain evidence. Or compare the physical principle of the 'conservation of energy' and the general principle of 'the unity of science'. Scientists agree that all such notions and principles aren't as crystal clear as one might wish. An important task of the philosophy of the special sciences, such as philosophy of physics, of biology and of economics, to mention only a few of the many flourishing examples, is the clarification of such subject specific concepts and principles. Similarly, an important task of 'general' philosophy of science is the clarification of concepts like 'confirmation' and principles like 'the unity of science'. It is evident that clarfication of concepts and principles only makes sense if one tries to do justice, as much as possible, to the actual use of these notions by scientists, without however following this use slavishly. That is, occasionally a philosopher may have good reasons for suggesting to scientists that they should deviate from a standard use. Frequently, this amounts to a plea for differentiation in order to stop debates at cross-purposes due to the conflation of different meanings. While the special volumes of the series of Handbooks of the Philosophy of Science address topics relative to a specific discipline, this general volume deals with focal issues of a general nature. After an editorial introduction about the dominant method of clarifying concepts and principles in philosophy of science, called explication, the first five chapters deal with the following subjects. Laws, theories, and research programs as units of empirical knowledge (Theo Kuipers), various past and contemporary perspectives on explanation (Stathis Psillos), the evaluation of theories in terms of their virtues (Ilkka Niiniluto), and the role of experiments in the natural sciences, notably physics and biology (Allan Franklin), and their role in the social sciences, notably economics (Wenceslao Gonzalez). Now it might be suggested by some that there are a variety of ways in which science progresses, or that there are a number of different notions of scientific progress, not all of which concern the relation between successive scientific theories. For example, it may be thought that science progresses through the application of scientific method to areas where it has not previously been applied, or, through the development of individual theories. However, it is here suggested that the application of the methods of science to new areas does not concern forward progress so much as lateral expansion, and that the provision of a conception of how individual theories develop would lack the generality expected of an account concerning the progress of science itself.

One of its topics, the distinction between scientific laws and theories, is there treated with reference to the same distinction as drawn by N. R. Campbell in his Physics: The Elements. Shortly after completing Scientific Progress, I read Rom Harre's The Principles of Scientific Thinking, in which the concept of theory is even more clearly delineated than in Campbell, being directly con nected to the notion of a model - as it was in my book. In subsequent considerations regarding science, Harre's work thus became my main source of inspiration with regard to theories, while Campbell's re mained my main source with respect to empiricallaws. Around the same time I also read William Whewell's Philosophy of the Inductive Sciences. In this work, Whewell depicts principles as playing a central role in the formation of science, and conceives of them in much the same way as Kant conceives of fundamental syn thetic a priori judgements. The idea that science should have principles as a basic element immediately made sense to me, and from that time I have thought of science in terms of laws, theories and principles.
